Never before has the Jewish state come under such intense and sustained international pressure from multiple fronts for its policies towards the Palestinians. But the most significant of those may be the legal and diplomatic action taken against Israel this month. They have accused critics of antisemitism and vowed not to relent in the face of international pressure. Israel and the US maintain that a Palestinian state should only be established through a negotiated settlement. This week, Ireland, Spain and Norway announced plans to formally recognize a Palestinian state, saying they hope the move would prod other European nations to follow suit.

CNN —The United Nations’ top court has ordered Israel to immediately halt its controversial military operation in the southern Gaza city of Rafah, further increasing international pressure on Israel over its war against Hamas. Israel began a limited ground offensive in Rafah on May 7, defying calls from the international community, including the United States, not to proceed. More than a million Palestinians were taking shelter there before Israel started its operation, but the court noted that around 800,000 have since been displaced. Now that President Biden is pressuring Israel to back away from an all-out invasion of the southern Gaza city of Rafah, some supporters of Israel feel betrayed. They ask: How can Israel protect itself and ensure its security if it can’t eliminate Hamas leaders hiding in tunnels under Rafah? Why sacrifice thousands of lives, Palestinian and Israeli alike, but stop short of a definitive end to the war that would lay the groundwork for rebuilding Gaza? They raise legitimate questions, but I think they misunderstand Biden’s motivations as purely humanitarian and intended simply to avert a blood bath in Rafah. It may be in Netanyahu’s interest to flatten Rafah, because anything that prolongs the war keeps him in office, but it’s not in Israel’s interest.

CNN: Do you think that Israel can defeat Hamas without conducting a ground invasion in Rafah? The fact is that Rafah’s where the hostages and remaining Hamas military power and leadership are believed to be, their rockets and weapons production and other capabilities, everything. CNN: Couldn’t Israel’s offensive still have the effect of creating more militants who are going to join Hamas and fight against Israel? But it’s also a very winnable war for Hamas at this point because wars are not determined just by military capability. The problem is that the international community pushed Israel into this framework of going slower, going methodically, evacuating every area beforehand.

CNN —The Israeli military announced Friday that it has recovered the bodies of three hostages from a tunnel in the Gaza Strip. The hostages were identified as Shani Louk, Amit Bouskila, and Itshak Gelernter, IDF spokesperson Rear Admiral Daniel Hagari said in a press conference in Tel Aviv. All three were killed while escaping the Nova music festival and their bodies taken into Gaza, he said. “They were celebrating life in the Nova music festival and they were murdered by Hamas,” he said. The IDF believed that of those 132 hostages, 40 are believed to be dead, including two who were taken in 2014.

Mostafa Alkharouf/Anadolu/Getty ImagesThe Israel Defense Forces (IDF) says that the operation in Rafah remains limited in scope, while it continues operating in two other parts of Gaza. The operation was aimed at locating tunnel shafts operated by Hamas and had recovered “ammunition of many types,” including anti-tank missiles. While a broader offensive has been long expected in Rafah, Israel is battling elsewhere in Gaza to prevent Hamas regrouping. Shoshani said operations were continuing in Jabalya, in northern Gaza, and in Zeitoun, in central Gaza. He said the deaths of five Israeli soldiers on Wednesday night in Jabalya – in Israeli tank fire - came amid fighting in a “dense, very complicated area.”

The Biden administration has told key lawmakers it is sending a new package of more than $1 billion in arms and ammunition to Israel, three congressional aides said Tuesday. It's the first arms shipment to Israel to be announced by the administration since it put another arms transfer — consisting of 3,500 bombs — on hold this month. The package being sent includes about $700 million for tank ammunition, $500 million in tactical vehicles and $60 million in mortar rounds, the congressional aides said. They spoke on condition of anonymity to discuss an arms transfer that has not yet been made public. House Republicans were planning this week to advance a bill to mandate the delivery of offensive weaponry for Israel.

Read previewThe US plans to send more than $1 billion in arms and ammunition to Israel despite growing tensions between President Joe Biden and Israel's Prime Minister Benjamin Netanyahu. Getting the weapons to Israel could be a lengthy process. AdvertisementBiden later warned he would withhold additional weaponry if Israel went ahead with a widespread ground assault on the city. Seth Binder, an expert on US weapons sales with the Middle East Democracy Center, told the Journal that Biden's apparent U-turn weakens his influence over Netanyahu. Analysts say that Biden's handling of the Gaza war is among the issues corroding his support among them.

The Biden administration has told Congress that it intends to move forward with a plan for the United States to sell more than $1 billion in new weapons to Israel, according to three congressional aides familiar with the deal. The notification of the sale, which would include new tactical vehicles and ammunition, comes as President Biden has withheld a shipment of bombs to Israel, hoping to prevent U.S.-made weapons from being used in a potential invasion of the southern Gaza city of Rafah. The potential arms transfer illustrated the narrow path the Biden administration is walking with Israel, trying to prevent an assault on Rafah and limit civilian casualties in Gaza but continuing to supply a longtime ally that the president has said has a right to defend itself. One congressional aide said Congress had been aware of the arms deal for months, and suggested that the administration had simply waited for a foreign aid package with more aid for Israel to pass before moving forward with the required congressional notification process. When asked about the package, which was reported earlier by The Wall Street Journal, the State Department referred to recent comments from Jake Sullivan, the White House national security adviser, citing a continued commitment to supply Israel with military assistance to defend itself from threats in the region.

CNN —The Israeli military has renewed its fighting in northern Gaza where it previously claimed to have dismantled Hamas’ command structure. The Israeli military also began operating in the area of Zeitoun in central Gaza, as it continues its offensive in eastern Rafah and near the Rafah crossing with Egypt. “Israel’s strategy is not a good one,” said Danny Orbach, a military historian at the Hebrew University of Jerusalem. Others say the re-emergence of Hamas “pockets” is not unusual, and that the Israeli military will have to keep re-entering areas in Gaza until no more fighters emerge. “This process will happen again and again,” Amir Aviv, former deputy commander of the Gaza Division of Israel’s military, told CNN, until all “pockets of resistance” are removed.

Blinken and Sullivan both said Biden made the determination because he didn’t want American weapons used in what he estimates would be a bloody, ill-advised operation. At the same time, they sought to rebut claims from Republicans and pro-Israel Democrats that Biden was leaving Israel to fend for itself. Despite American warnings dating back months about the wisdom of a ground invasion into Rafah, Israel appears poised to continue advancing on the city and has issued evacuation orders for some of the 1.4 million civilians estimated to be sheltering there. That is partly why Biden determined that American weapons should not be used in a Rafah offensive. We treat Israel, one of our closest allies and partners, just as we would treat any other country,” Blinken said on NBC.

CNN —President Joe Biden is facing backlash from lawmakers in both parties over his ultimatum that a major Israeli offensive in the city of Rafah would result in a shut-off of some US weapons. “So if you’re worried about Palestinian casualties, the stated policy here actually doesn’t make a ton of sense,” Vance said. The president’s announcement amounted to a turning point in US-Israeli ties since the seven-month conflict between Israel and Hamas began in October. Still, the president’s aides said the message shouldn’t have been a surprise to their intended recipients in Israel given repeated warnings to Prime Minister Benjamin Netanyahu. “I think President Biden has taken forceful action – so much so there’s been a lot of blowback for his recent public statement.”CNN’s Kit Maher, Aileen Graef, Kevin Liptak, Jennifer Hansler and Kylie Atwood contributed to this report.

Warnings continued against the growing offensive in Rafah, considered the last refuge in Gaza for more than a million civilians as well as Hamas' last stronghold. The two towns near Gaza's northern border with Israel were heavily bombed in the opening days of the war. Israel has now evacuated the eastern third of Rafah, and Hagari said dozens of militants had been killed there as "targeted operations continued." Israeli troops have captured the Gaza side of the Rafah crossing, forcing it to shut down. The report also did not find that Israel had intentionally obstructed humanitarian aid into Gaza. Such a finding would have triggered a U.S. law barring military aid to countries that block such assistance. They argue that Israel has indiscriminately killed civilians with American arms and intentionally hindered U.S.-supplied humanitarian aid. Either would violate U.S. laws governing arms transfers to foreign militaries, as well as international humanitarian law, which is largely based on the Geneva Conventions. The United States provides Israel with $3.8 billion in annual military aid, and Congress last month approved an additional $14 billion in emergency funding.

President Biden laid it out for Prime Minister Benjamin Netanyahu of Israel long before letting the public know. For the first time, the president who had so strongly backed Israel’s war against Hamas was essentially threatening to change course. Six days later, on Feb. 17, Mr. Biden heard from Secretary of State Antony J. Blinken. Despite the president’s warning, Mr. Blinken reported that momentum for an invasion of Rafah was building. Mr. Netanyahu responded defiantly, vowing to act even “if we need to stand alone.”

When President Biden threatened to pause some weapons shipments to Israel if it invaded the southern Gaza city of Rafah, the devastating effects of one weapon were of particular concern to him. “Civilians have been killed in Gaza as a consequence of those bombs,” Mr. Biden said in remarks to CNN this week. He was referring to U.S.-made 2,000-pound aerial weapons, the largest in the Pentagon’s Mark 80 series of bombs. In the military’s banal lexicon, the Mark 80s are “general purpose” bombs, meaning that they can be used on almost any target the military typically expects to encounter in war. In addition to the 2,000-pound Mk-84, they also come in 250-pound, 500-pound and 1,000-pound versions — the Mk-81, Mk-82 and Mk-83.

Oil prices up on stronger Chinese data, Middle East conflict

Oil prices rose on Friday, continuing upwards trend on the signs of improving economy in China and as negotiations to halt hostilities in the stand-off between Israel and Hamas yielded no results. In the previous session, oil prices edged up to a one-week high on data of rising crude oil imports in China in April and as investors saw the cooling U.S. job market as an indication of possible interest rate cuts. China's exports and imports returned to growth in April after contracting in the previous month, signaling an improvement in demand. "Ongoing signs of strength in demand in China should see commodity market remain well supported," ANZ Research said in a note. Daly did not say if she felt the U.S. central bank was likely or not to cut interest rates this year.

The Biden administration believes that Israel has most likely violated international standards in failing to protect civilians in Gaza but has not found specific instances that would justify the withholding of military aid, the State Department told Congress on Friday. Even so, the report — which seemed at odds with itself in places — said the United States had no hard proof of Israeli violations. The report, mandated by President Biden, also makes a distinction between the general possibility that Israel has violated the law and any conclusions about specific incidents that would prove it. The conclusions are unrelated to Mr. Biden’s recent decision to delay the delivery to Israel of 3,500 bombs and his review of other weapons shipments. The president has said those actions were in response to Israel’s stated plans to invade the southern Gaza city of Rafah.

"If you want to avoid civilian casualties, you need these weapons rather than imprecise weaponry," Netanyahu argued during the interview, referring to US precision weapons. Displaced from their home in Gaza City months ago, Ms. al-Wakeel and relatives began packing their bags on Monday and preparing to dismantle their tent in Rafah, at the southern edge of the Gaza Strip. Hamas had announced that it had accepted a cease-fire proposal from Qatar and Egypt, leaving many Gazans thinking that a truce was imminent. Instead, Israeli warplanes dropped leaflets in eastern Rafah telling people to flee and move to what Israel called a humanitarian zone to the north, as the Israeli military bombarded the area. Gazan health officials say that dozens have been killed since Israel’s incursion into parts of Rafah this week. “We thought that day a cease-fire was possible,” said Ms. al-Wakeel, 48, who helped the aid group World Central Kitchen prepare hot meals.

It is unfortunate that President Biden chose to announce his pause of some weapons sales to Israel while on a political campaign swing through Wisconsin. I use that word — “unfortunate” — not because I don’t understand why Biden did so, but because the move has enabled Benjamin Netanyahu to deflect attention from the fact that the most dangerous leader threatening Israel today is not Biden but Bibi. Netanyahu’s policies have not and will not produce a sustainable victory in Gaza, cannot secure Israel against its greatest existential threat — Iran — and are endangering world Jewry and undermining America’s broader Middle East strategic needs and goals. That is the real source of tension between Washington and Jerusalem today. It is not Biden’s temporary hold on sending Israel a fresh supply of 2,000-pound bombs and some other offensive weapons — which Biden has been warning Israel for months that he would do if Israel attempted to pulverize Rafah, the way that it did Gaza City and Khan Younis, without an evacuation of civilians.
