Jim Pillen to discuss the feasibility of overturning a 30-year law, which awards electoral votes by congressional district, rather than statewide winner-take-all. The former president called into the meeting briefly, a GOP official told CNN, hoping to win support and impress upon them the importance of a single electoral vote. It’s yet another sign of just how close the election against Vice President Kamala Harris could be, with one electoral vote from an Omaha-area congressional district emerging as potentially pivotal. Democrats are less optimistic about a Maine sweep, party officials say, than winning one of Nebraska’s electoral votes. Time has run out for Maine to change its law, state officials have said, with 90 days required for any legislation to take effect.

The GOP effort centers on Nebraska, a traditionally Republican state that awards its Electoral College votes in an unusual way. Graham, acting on behalf of the Trump campaign, was working to encourage Pillen to call a special legislative session at which lawmakers could consider changing the state's apportionment of electoral votes, the source said. Nebraska allocates its electoral votes by congressional district. That one electoral vote could prove decisive. Maine is the only other state that does not have a winner-take-all system for electoral votes. The Democratic state House majority leader has said the state should consider switching to a winner-take-all electoral vote system itself as a counter if Nebraska moves to change its system.

New York CNN —Elon Musk is using his social media platform to promote misinformation about the presidential candidates in the lead up to the November election, amplifying false claims Wednesday about a Trump rally bomb threat and immigrants eating pets in Ohio. Then on Wednesday, Musk reshared a bogus claim that a bomb had been discovered near the site of a planned Trump rally in Long Island. Musk’s own post has been earmarked with a crowd-sourced “community notes” fact-check that makes clear the claim was false. X did not respond to a CNN request for comment Wednesday on Musk’s posts. Trump won the presidency in 2016 by stunning Democrat Hillary Clinton to win all three states by a combined margin of about 80,000 votes. But, as in other states, Democrats have been concerned about the risk of depressed turnout and some gains for Trump among Black voters in Philadelphia. Eight years later, the two states split again, when Roosevelt comfortably won Pennsylvania and Michigan narrowly went to Republican Wendell Willkie. This trio of states has arguably become the most consistent tipping point in American politics. In the nine elections since 1920 when they split their vote, the candidate who carried two of these three states won seven times.

GREENVILLE, N.C. — Sen. Vance was also in North Carolina on Tuesday for a fundraiser, and he joined Trump in the state in late August. Trump won North Carolina in 2020 with 49.9% of the vote, but President Joe Biden was close behind with 48.6%. CNN —Donald Trump wanted to spend this week attacking one of Democratic rival Kamala Harris’ biggest political vulnerabilities. The promotion of the claims overshadowed a series of speeches aimed at the economy and blaming Harris for border security failures. However, during Tuesday’s debate, Trump’s attacks on Harris over immigration veered into the outrageous, as he falsely claimed that migrants are eating dogs and cats in Springfield. A special prosecutor announced Friday that Georgia Lt. Gov. Burt Jones will not be charged over efforts to overturn Donald Trump’s electoral defeat in the 2020 presidential election. Jones had denied wrongdoing in the case and blasted Willis in a statement Friday. Jones was then a Republican state senator, and Willis was reprimanded by the judge for hosting a fundraiser for the Democratic candidate who was running against Jones to be Georgia’s next lieutenant governor. CNN —When members of Congress meet on Capitol Hill to certify the electoral votes in the 2024 presidential election, the process, on the anniversary of the January 6, 2021, US Capitol attack, will have the full weight of the federal government behind its security. The certification process on January 6, 2025, was designated as a national special security event by the Secretary of Homeland Security Alejandro Mayorkas in the last week following a request from Washington, DC, Mayor Muriel Bowser, according to the US Secret Service. The designation is reserved for significant events – including the Super Bowl, presidential inaugurations and this summer’s NATO summit – where security is required on a mass scale. The source told CNN that agencies are still in the early stages of determining the security measures that will be in place for the Electoral College certification. “National Special Security Events are events of the highest national significance,” Eric Ranaghan, the special agent in charge of the USSS Dignitary Protective Division, said in a statement announcing the designation.

Speaker Mike Johnson on Wednesday pulled a temporary government funding bill off the House floor hours before a planned vote amid dissent within his own party. Senate Majority Leader Chuck Schumer has blasted Johnson's spending bill and his insistence to tie it to the controversial proposal. The only way to reopen the government is for lawmakers to pass a spending bill. The shutdown lasted 35 days, causing 800,000 federal employees to go without pay and costing the federal government billions of dollars. Trump is advocating for a shutdown, calling on fellow Republicans to only accept a spending bill if it includes promises of election security.

In today’s edition, we preview tonight's showdown between Kamala Harris and Donald Trump. Programming note: Stay tuned for a special edition of the From the Politics Desk newsletter tonight, where we will be recapping and analyzing the presidential debate. One of the things I’ll be looking for is which voters each candidate goes out of their way to address directly. Something to watch for right at the beginning of the debate is whether Harris and Trump shake hands. That would boost her to 245 electoral votes and reduce the number of remaining state outcome combinations to 16.

Former independent presidential candidate Robert F. Kennedy Jr.'s name must be removed from North Carolina's November ballot, the state's Supreme Court ordered. The 4-3 decision by North Carolina's high court came hours after the Michigan Supreme Court ruled that Kennedy's name had to stay on that state's ballot over his objections. In all three states, Trump polls better in a two-candidate race than he does in a six-candidate race. The state Supreme Court ruling acknowledged "that expediting the process of printing new ballots will require considerable time and effort by our election officials and significant expense to the State." "But our election officials are professionals, and I have no doubt we will rise to the challenge," Bell said.

Independent presidential candidate Robert F. Kennedy Jr. makes an announcement on the future of his campaign in Phoenix, Arizona, U.S. August 23, 2024. The Supreme Court overturned the state's Court of Appeals ruling Friday that had removed Kennedy from the state's ballot against the wishes of Michigan Secretary of State Jocelyn Benson. "Thus, [Kennedy] has not shown an entitlement to this extraordinary relief," the court majority said in its ruling. The dissenters in their last words underscored how significant the majority ruling could be to the outcome of the presidential race. As in Michigan, Kennedy sued officials in those two other states seeking to drop his name from their ballots.

Nebraska voters will weigh two different abortion-related constitutional amendments this fall, with the secretary of state's office certifying both measures Friday to appear on the ballot. “Barring any legal challenges, this November general election ballot will host two ballot measures that appear in direct conflict with each other, which could be the first time this has happened in Nebraska’s history,” Secretary of State Bob Evnen said in a statement. Nebraska law currently bans abortion after 12 weeks of pregnancy, with exceptions for rape, incest and saving the mother’s life. If both amendments pass, the one with the most votes prevails. Democrats are hoping the ballot measures will help boost turnout in a critical presidential election cycle.

You know, Hillary Clinton, who was, I think, kind of a terrible candidate, won the popular vote by two points. So I don’t think they gave her a very good hand to play. It doesn’t matter who you are, it matters that you’re right and you’re able to prove it or bet on it in some way. What wasn’t in the Harris model that should have been?” “Yeah, maybe you really can meme your way to victory. And there’s something in it that I don’t think she can explain how she does it, but it makes her a fascinating leader.

Brian Kemp has shown Republicans how they win in the increasingly purple swing state. I just want them to do their job for Georgia," Trump said of the Kemps during an August 3rd rally in Atlanta. But Trump's renewed feud with Kemp illustrates how, at any moment, the former president can harm his own standing. Unlike Harris, Trump is relying far more on outside groups to push the type of canvassing and get the out efforts expected of a presidential campaign. On Friday, Kemp offered another olive branch while jokingly comparing Trump to Tropical Storm Debby, which slammed the state.
