NEW YORK, Aug 30 (Reuters) - Two-thirds of Latin American startups have laid off staff over the last 18 months, as venture capital funding fell sharply in the region, according to "Latin America Digital Transformation" report by venture capital fund Atlantico. Venture capital funding in the second quarter slumped 65% in Latin America, compared with last year, and down more than the 49% globally during the reported period. As the volume of IPOs recovers globally, venture capitalists and Latin American unicorns may return to capital markets. Fintechs are among the fastest growing startups in the region, with digital payment systems such as the Central Bank of Brazil's PIX scheme helping to increase bank account penetration in the region. The launch of a new digital payment system in Mexico, as well as the arrival of digital banks, can change the scenario, according to the report.

CNN —Russia temporarily shuttered all four major Moscow airports early on Friday morning following an alleged drone strike on the capital city, its civil aviation authority said. Moscow Mayor Sergey Sobyanin said Friday that Russian air defenses shot down a drone over the capital city overnight. The incident on Friday was the third time in the past month that this district of Moscow has been struck by drone debris. “The Kiev regime launched another terrorist attack using a drone against facilities in Moscow and Moscow region on August 18 at 4:00 Moscow time,” the ministry said in a statement, using the Russian spelling of the Ukrainian capital of Kyiv. Last month, Kyiv said Ukrainian forces carried out a drone strike in Moscow and warned more strikes were to come.

Misha Rudominski, the cofounder of Himera Tech, which makes jam-resistant radio handsets, told Bloomberg that his technology "wouldn't defeat US or Chinese electronic warfare systems, but it doesn't need to. Himera Tech is part of a Ukrainian government incubator that has hundreds of projects making military technology. Himera Tech started working on its headsets after Russia invaded Ukraine in February 2022, trying to make more affordable models for Ukraine's military to use.

Amazon to invest $7.2 bln in Israel, launches AWS cloud region

Aug 1 (Reuters) - Amazon.com (AMZN.O) said on Tuesday it is planning to invest about $7.2 billion through 2037 in Israel, and launched its Amazon Web Services (AWS) data centers in the country. Amazon's cloud services in the region will allow the country's government to run applications and store data in data centers located in Israel. AWS is Amazon's cloud computing platform, used by companies such as Netflix (NFLX.O), General Electric (GE.N) and Sony (6758.T), enabling storage, networking and remote security. With the expansion, AWS will be available in 32 geographic regions, the company said, adding that its investment in Israel will contribute about $13.9 billion to Israel's gross domestic product. A drone attack close to Russia's Defence Ministry on Monday left two buildings damaged. But less than 300 meters away from the attack, Russia has an air defense system, Radio Liberty reported. Vietnam's tech startups are reaping the benefits as the country sets its sights on becoming a fully digital society by 2030. In 2021, new startup support centers Hanoi, Da Nang and Ho Chi Minh City were announced. It ranked third in terms of deal count in Southeast Asia, and fourth in deal value last year, the report said.
