This month, the Biden administration released its long-delayed National Security Strategy. The brief moment of post-Cold War American hyperpower is long gone, a victim of both natural power dynamics and three decades of incessant American foreign policy hubris and error. Six months before the assault on Ukraine began, the Biden administration admitted the limits of American power in another land that defeated Russian invaders: Afghanistan. The saving grace of the National Security Strategy may be its meaninglessness. The Biden administration's actual emerging national security strategy could be far better than the document lets on.

REUTERS/Dado RuvicAMSTERDAM, Oct 11 (Reuters) - A group of European telecom regulators does not support the idea of having big tech firms such as Google and Netflix paying for telecommunications infrastructure, it said in initial findings published on Tuesday. However, digital rights groups fear that if the big tech firms fund infrastructure, they will also strike deals with telecom firms to give their own traffic preferential treatment, undermining the principle of net neutrality. In a reaction to the BEREC findings, telecom lobby group ETNO - the European Telecommunications Network Operators, which represents Deutsche Telekom, Orange Group, Telefonica and others - rejected the BEREC findings as outdated and said it would submit new evidence to the Commission to support its position. EU industry chief Thierry Breton has said the European Union will review the matter early in 2023.

Alexandr Demyanchuk | Afp | Getty ImagesIndian Prime Minister Narendra Modi may have publicly rebuked Russian President Vladimir Putin over the war in Ukraine, but the longstanding friendship between the two countries isn't going away, analysts said. Russian Foreign Minister Sergey Lavrov, for his part, claimed that Russia and India were "friends," a month after Ukraine was invaded. But despite India's apparent change in stance over the war, India still needs Russia, analysts told CNBC. "Russia remains India's most important [military] partner," he added.
The stores are popping up all over the US and significantly increase Nike's store footprint. At the time of the filing, the company had 209 clearance stores and 48 full-price stores. The other 87 Nike stores were for its Converse brand. Even much smaller competitors, such as Allbirds, operate nearly as many full-price stores, roughly 35, as Nike does. Nike's new stores opening in the US and Europe appear to be a mix of the recently introduced Live and Unite formats.
In a race to catch up, school districts are putting an increased emphasis on assessments to ferret out students' weak spots. Chronic absenteeism is already a rampant problem that is continuing to worsen, particularly in school districts with low-income students. She also said products need to be engaging for students, while also providing evidence that the methods used are effective. "Districts need products that work," she said. "They don't need products that look sexy or that have, you know, exciting front ends, they need products that are actually going to work and support students to improve learning."
A payments system without cash is one dependent on banks that are prone to financial crises, systems failure, and cyberattacks. The digital chips promise you government-issued dollar bills, and that promise is empty if you can't get those from the ATM. Despite how crucial it is to maintain an inclusive, multimodal payments system with nonbank and non-digital options, our payments system is being driven toward a monoculture. Ads for digital payments don't say, "Enjoy the speed, convenience, surveillance, cyber-hacking, exclusion, and critical infrastructure weaknesses that our platform brings," yet that is what lies beneath the surface-level slickness of digital payments. The world's most vulnerable people rely on the already existing, physical cash system, and our priority should be to protect that system.
