Democrats have been planning for weeks to conclude Biden’s nomination process before August 7 – well before the Chicago convention next month. But even as those entreaties are being made daily behind the scenes, plans are being made to solidify his standing with the help of party rules in the Democratic convention process. Democratic National Committee Chairman Jaime Harrison pushed back on any suggestion that attempts might be underway within the DNC to accelerate the virtual roll call. “Fourteen million people voted for me to be the nominee in the Democratic Party. “That’s the democratic process,” Biden said of the ability of delegates to change their mind, before adding confidently: “It’s not going to happen.”This story has been updated with additional reporting.

Donors often operate behind the scenes and, according to sources, have grown increasingly anxious about Biden’s candidacy following his halting debate performance last month. CNN reached out to the Biden campaign for comment. In the immediate wake of Biden’s debate performance, organizers paused conversations on planning the fundraiser until after the July 4 holiday to allow the dust to settle. A spokesperson for the Biden campaign told CNN the event was not affiliated with their official fundraising schedule. Donors elsewhere in the country have told CNN their events are on hold until Biden’s path is clearer.

If Biden Drops Out, What Happens to His Money?

President Biden forcefully says he isn’t withdrawing from the presidential race. And yes, there’s the money. Over the last two years, Mr. Biden and Ms. Harris have together raised hundreds of millions of dollars for their re-election bid. That money has been split across the Biden campaign, the Democratic National Committee, almost every state Democratic Party, and various joint-fund-raising committees that cycle cash among all of those entities. Most of that money — say, the stockpile at the Democratic National Committee — wouldn’t be affected by a change of nominee.

CNN —President Joe Biden told top donors on a video call Monday that he is still the best candidate to defeat former President Donald Trump as the Biden campaign and the White House sought to move beyond a crisis threatening to consume the Democratic Party. “It’s still a huge hole to climb out of,” the Democratic donor said, speaking on condition of anonymity to avoid alienating the campaign. While the Biden campaign has pointed to a rush of small-dollar donations over the past week, a senior adviser said the falloff among high-dollar contributors was highly troubling. Morgan blamed Biden’s campaign team for his debate performance and argued that Vice President Kamala Harris is in place “if something happens” to Biden. On Tuesday, Mr. Biden suffered his first formal call to resign from the race from a Democratic member of Congress. President Biden should do the same,” Doggett said in his statement Tuesday. “There’s a large and increasing group of House Democrats concerned about the president’s candidacy, representing a broad swath of the caucus,” another House Democratic lawmaker told CNN on condition of anonymity to speak candidly. A CBS/YouGov poll found that 46% of registered Democrats think Biden should step aside. Yet Biden dropping out of the race at this stage is also a huge gamble, one that's fairly unprecedented in recent memory. Why Biden should drop out of the raceThe debate was his last good shot at turning things around, and he failed. “It would be a Category 5 hurricane,” said one top Democratic official nervous about Biden considering what would happen if the president stepped aside. Biden campaign aides have spent the last couple of days pointing to metrics like some of their best grassroots fundraising days and a surge in job applications since Thursday. Biden is heading to the Camp David presidential retreat where he was expected to spend the rest of the weekend. Democratic operatives always like to mock headlines that describe them as “in disarray.” Now some tell CNN they worry they could end up in more disarray than ever. “President Biden is the nominee and he’s going to remain the nominee,” said Cutter, who is on contract to produce the convention.

“It’s not defensible.”Yet, even as he seeks to keep the spotlight on Biden’s debate shortcomings, Trump is also entering a critical three-week stretch full of potential race-defining moments that could further alter the stakes of the election. The Republican convention in Milwaukee will kick off a mere four days later. Leveraging these moments presents opportunities for Trump to seize media coverage beyond the debate and further bolster his campaign coffers. Before the debate had even ended, Trump’s campaign sent supporters a text message declaring he had “obliterated” Biden along with a link to purchase new apparel. “I’ve always been of the opinion that this decision would come before the convention,” one Trump ally said.

Things would be very different in 2024 if Biden decided to leave the race, although Democrats’ convention will return to Chicago in August. It also means that if Biden dropped out of the race, it would largely be Biden backers who would be responsible for picking his replacement. You can assume, for instance, that Vice President Kamala Harris would be a top contender to be on the ballot in such a scenario. The DNC actually needed to convene a meeting to affirm Sargent Shriver as Democratic nominee George McGovern’s second-choice running mate.
