CNN —Israeli Prime Minister Benjamin Netanyahu has authorized his negotiators to enter into detailed negotiations to try and broker a ceasefire and hostage release deal with Hamas, an Israeli official and a source familiar with the negotiations said. The decision signals that Israel and Hamas are entering a new phase of negotiations that could produce a final deal within a matter of weeks, if successful. Israel and Hamas on Thursday both appeared inclined to underplay the latest developments in written statements, with people involved in the talks expressing cautious optimism. Mossad Director David Barnea, who has led Israel’s negotiating team, is set to lead the negotiating delegation for the new round of detailed talks, an Israeli source familiar with the talks said. Basem Naim, a member of Hamas’ political bureau, told CNN, “there is nothing official about an effective agreement for ceasefire.

Israeli Prime Minister Benjamin Netanyahu told U.S. President Joe Biden on Thursday he has decided to send a delegation to resume stalled negotiations on a hostage release deal with Hamas, Netanyahu's office said in a statement. Netanyahu is scheduled later on Thursday to have consultations with his negotiating team, and then discuss the hostage release talks with his security cabinet. Prior efforts to end the Gaza conflict were mediated by Egypt and Qatar, with talks held in both locations. Hamas has said any deal must end the war and bring a full Israeli withdrawal from Gaza. The plan entails the gradual release of Israeli hostages still being held in Gaza and the pullback of Israeli forces over the first two phases, and the freeing of Palestinian prisoners.

CNN —In the first week of a new Trump administration, President Joe Biden’s climate wins would get put through the shredder. “He has said he’s going to come back with a vengeance,” former US special climate envoy John Kerry told CNN. He has railed against Biden’s climate policies at rallies and derided clean energy, vowing to push America back to fossil fuels. He has openly courted the oil industry at fundraising events, the Washington Post reported, promising regulation rollbacks in exchange for campaign cash. It could happen “very fast,” said David Bernhardt, who served as Interior Secretary in the Trump administration.

I talked to Samuel Freedman, a Columbia Journalism School professor, about his recent book about Humphrey and the 1948 Democratic convention in Philadelphia. The book’s title, “Into the Bright Sunshine,” is taken from a line in Humphrey’s rousing speech on civil rights. In 1968, the Democratic Party was operating under old rules in which primary voters actually had relatively little direct effect on delegates. When Strom Thurmond and the Dixiecrats bolted from the Democratic Party in 1948, that’s the beginning of the vast majority of the White South becoming Republicans, stepping away from the Democratic Party. Show me a major Republican politician in the MAGA movement who is a fervent supporter of civil rights legislation.

At least 14 Malaysians, 165 Indonesians, 68 Jordanians, 35 Pakistanis, 35 Tunisians, 11 Iranians and 98 Indians have died, according to authorities in each country. According to a CNN tally, this brings the latest official death toll for this year’s pilgrimage to at least 460. The death tolls are expected to rise much further, as Saudi Arabia and Egypt have yet to release official figures. The Bernama report did not specify if the dead were members of the country’s official Hajj delegation. The government is targeting 30 million pilgrims by 2030.

They discussed a wide range of topics including the situation on Israel’s northern border, Iran and the ceasefire and hostage negotiations, sources said. Since Hamas’ attack on Israel on October 7, Hezbollah’s provocations against Israel have continued – and escalated in recent weeks. If Hezbollah were to significantly expand the scale of its attacks on Israel, resulting in the deaths of Israelis, US officials expect Israel to respond with full force. As CNN reported, US officials have serious concerns that in the event of a full-blown war between Israel and Hezbollah, the Iran-backed militant group could overwhelm Israel’s air defenses in the north — including the much-vaunted Iron Dome air defense system. In this week’s meetings, US and Israeli officials discussed possible “off-ramps” to try to lower the temperature along the so-called Blue Line that separates Lebanon and Israel, the senior administration official said.

The United States and China resumed semi-official nuclear arms talks in March for the first time in five years, with Beijing's representatives telling U.S. counterparts that they would not resort to atomic threats over Taiwan, according to two American delegates who attended. The United States and China resumed semi-official nuclear arms talks in March for the first time in five years, with Beijing's representatives telling U.S. counterparts that they would not resort to atomic threats over Taiwan, according to two American delegates who attended. The Chinese representatives offered reassurances after their U.S. interlocutors raised concerns that China might use, or threaten to use, nuclear weapons if it faced defeat in a conflict over Taiwan. The two countries briefly resumed Track One talks over nuclear arms in November but those negotiations have since stalled, with a top U.S. official publicly expressing frustration at China's responsiveness. The Pentagon, which estimates that Beijing's nuclear arsenal increased by more than 20% between 2021 and 2023, said in October that China "would also consider nuclear use to restore deterrence if a conventional military defeat in Taiwan" threatened CCP rule.

CNN —US envoy Amos Hochstein told Israeli Prime Minister Benjamin Netanyahu in a meeting on Tuesday in Israel that his public comments this week that the US is “withholding weapons and ammunitions to Israel” were “unproductive” and “more importantly, completely untrue,” a senior US official told CNN. A spokesperson for the US Embassy in Israel confirmed that Lew spoke with Netanyahu on Tuesday. The meeting reflected the administration’s mounting frustration with the Israeli leader’s comments. Hochstein’s comments to Netanyahu weren’t the first time US officials have pushed back in private against public comments made by Netanyahu, but some US officials would like the Biden administration to go further, an administration official said. “In the meantime, meetings with Israeli officials are being held throughout the week at expert and senior levels on a range of topics.

Considered a pariah by the West, Putin is looking to boost economic ties with friendly countries and show that Western isolation is not having an impact. Vietnam was among several Southeast Asian countries that abstained from joining a global summit on Ukraine in Switzerland last week. Last week, Vietnam sent a delegation led by its Deputy Minister of Foreign Affairs to attend the BRICS Foreign Ministers’ Summit in Russia. Analysts say Russia is likely to get more out of the visit than Vietnam, and Hanoi may even suffer reputational damage by hosting Putin following his trip to North Korea. “If no substantive deals are made, the visit will mainly be symbolic and a means for Putin and Russia to show the world that Western sanctions against Russia are not working,” said Le.

But an Air New Zealand plane had a very different reason for making an unplanned stop yesterday – they were picking up the country’s prime minister after his government aircraft broke down. New Zealand Prime Minister Christopher Luxon and a group of prominent business leaders were en route to Tokyo for a summit with Japanese Prime Minister Fumio Kishida. They were traveling on a Royal New Zealand Defense Force plane, which stopped in Port Moresby, Papua New Guinea to refuel. Luckily, one of the 50-some business leaders in the delegation was Air New Zealand (ANZ) CEO Greg Foran. Coincidentally, Luxon, who was elected in 2023, spent seven years as the CEO of Air New Zealand before getting into politics.

Anton Vaganov | ReutersVladimir Putin promised to build trade and security systems with North Korea that are not controlled by the West and pledged his unwavering support in a letter published by North Korean state media on Tuesday ahead of his planned visit to the country. The article was published a day after the two countries announced that Putin would visit North Korea for the first time in 24 years for two days starting on Tuesday. Putin's foreign policy adviser Yuri Ushakov said Russia and North Korea may sign a partnership agreement during the visit that would include security issues. Ahead of the visit North Korea appears to have been making preparations for a possible military parade in downtown Pyongyang, commercial satellite imagery showed. He said the United States had seen Putin "get incredibly desperate over the past few months" and look to Iran and North Korea to make up for equipment lost on the battlefield.

CNN —Democratic Rep. Steny Hoyer will lead a bipartisan congressional delegation to Israel this week, a notable show of support as a sizable number of Democrats say they are considering boycotting Prime Minister Benjamin Netanyahu’s address to Congress next month. The congressional delegation will also discuss the ongoing efforts to secure a temporary ceasefire and the release of the remaining hostages held in Gaza by Hamas. While Congress passed a bill with aid to Ukraine and Israel in April, Democrats remain divided over Israel’s handling of its war against Hamas. CNN has spoken to dozens of Democratic lawmakers who have said they are considering boycotting Netanyahu’s speech, with several already publicly announcing their plans to not attend. “Because America’s relationship with Israel is ironclad and transcends one person or prime minister, I joined the request for him to speak,” he said earlier this month.

Representatives from the warring nations held peace talks in the early weeks of the Russian invasion. It was the only time that Ukrainian and Russian officials are known to have engaged in direct peace talks. This includes the Crimean Peninsula, which Mr. Putin annexed in 2014 in a swift operation that he considers central to his legacy. At another point, Russia’s lead negotiator, Mr. Medinsky, interrupted a video conference by claiming that Mr. Putin was phoning him directly. There were signs that Mr. Putin was micromanaging not only the Russian invasion but also the peace talks.

CNN —Nearly 100 countries and organizations are attending a major conference in Switzerland dedicated to setting out a path toward peace between Ukraine and Russia, but there will be no delegation from Moscow. The meeting, which is being held at a resort near Lucerne, will be attended by Ukrainian President Volodymyr Zelensky, who wants to gather support for the 10-point peace plan he first outlined late in 2022. It has said that any such meeting needs to be attended by both Russia and Ukraine. On Friday, the day before the summit was set to kick off, Russian President Vladimir Putin restated the Kremlin’s own peace plan, which Ukraine is unlikely to ever agree to. CNN —Talks to bring about a ceasefire and hostage deal that could stop the war in Gaza were thrown into doubt Tuesday evening when Israel characterized a Hamas response to the latest proposal as a rejection. Hamas had submitted its response to Qatari mediators, proposing amendments to the Israeli proposal, including a timeline for a permanent ceasefire and complete Israeli withdrawal from Gaza, a source with knowledge of the talks told CNN earlier on Tuesday. But in a potential sign of how Israel views the proposed amendments, one Israeli official speaking to CNN analyst Barak Ravid described Hamas’ response to the original deal as a rejection. “Israel received Hamas’ response. Hamas rejected the proposal for a hostage deal, which was laid out by President Biden in his speech,” the source said according to Ravid’s post on X.
