Doug Burgum of North Dakota, the wealthy former software executive who entered the presidential campaign in June hoping a back-to-basics appeal on the economy would propel him forward, dropped out of the race for the Republican nomination on Monday. Though his personal fortune could keep his campaign afloat, Mr. Burgum’s mild demeanor and resolute focus on three issues, the economy, energy and foreign policy, never caught on with a G.O.P. electorate steeped in the pugilistic flash of Donald J. Trump and the more visceral appeal of social issues. His base in tiny, remote North Dakota and a short political résumé had given him almost no name recognition when he began the campaign, leaving even his home-state constituents wondering how he might rise in a crowded field laboring in the shadow of the former president and prohibitive front-runner, Mr. Trump. To qualify for the fourth debate, candidates needed at least 6% support in two national polls or 6% in one national poll as well as two polls from four of the early-voting states — Iowa, New Hampshire, Nevada and South Carolina. CNN —Four candidates have qualified for the fourth GOP presidential primary debate taking place Wednesday night in Alabama, the Republican National Committee and debate broadcaster NewsNation announced Monday. Chris Christie will face off in Tuscaloosa in what will be the smallest debate stage lineup so far this year. To make the Tuscaloosa stage, candidates had to meet higher donor and polling criteria set by the Republican National Committee. The debate is set to take place in Tuscaloosa, Alabama, on Dec. 6, according to a person with direct knowledge of the matter. Those are crucial states in the nominating process, as they are the first four to select their preferred nominee. Kristi Noem has requested guidance from the state’s Supreme Court about conflict-of-interest rules for lawmakers, several weeks after a South Dakota state lawmaker resigned and agreed to repay $500,000 in federal COVID-19 relief that she received for her day care business. Doing so violated a state Supreme Court advisory warning state lawmakers that it is unconstitutional for them to accept federal pandemic funding. Nikki Haley is surging in support among Iowa Republicans and is now tied for second place in the battle for the GOP nomination in the Hawkeye State, according to a poll released Monday morning. Haley has the first-choice backing of 16% of Iowa Republicans – the same as Florida Gov.
