The Oklahoma school district where a transgender student died this year after an altercation in a bathroom violated federal law by mishandling sexual harassment allegations, according to an investigation by the federal Education Department. The department’s Office of Civil Rights opened an investigation into Owasso Public Schools in March following a complaint from the Human Rights Campaign, the country’s largest LGBTQ advocacy organization. A photograph of Nex Benedict is projected at a candlelight service in Oklahoma City on Feb. 24. The department said the district failed to respond to sexual harassment allegations repeatedly over three years, in violation of Title IX regulations that were implemented in 2020. CNN —After the suicide of a nonbinary student last February spurred a monthslong federal investigation, the US Department of Education found Title IX violations in an Oklahoma public school district including multiple failures to respond to notices of sexual harassment. The DOE’s Office of Civil Rights announced a resolution Wednesday with the Owasso Public School District to remedy Title IX violations linked to sexual harassment in district schools. The OCR investigation began last March, weeks after the death of nonbinary teen, Nex Benedict. The investigation also identified several other instances in the last three years when district staff failed to properly respond to sexual harassment complaints. The agreement between the DOE and the school district requires the district to implement new policies and procedures and additional training for staff and students.

CNN —Ford is being fined up to $165 million after the National Highway Traffic Safety Administration ruled the company moved too slowly in recalling cars with faulty rearview cameras. The agency’s consent order says Ford failed to issue a “timely recall” and did not submit quarterly reports on time. The models covered by the Ford recall included the 2020 Ford Edge, Escape, Expedition, Explorer, F-150, Mustang, Ranger and Transit, as well as the Lincoln Corsair and Nautilus. Of the $165 million civil penalty fined by NHTSA, Ford must immediately pay $65 million up front. Ford and the NHTSA will meet quarterly to ensure its compliance with the terms of the consent order.

Washington CNN —The Israeli government has failed to meet criteria set out by the US to improve the humanitarian situation in Gaza, a group of eight humanitarian aid organizations said in a joint “scorecard” released Tuesday. “Israel not only failed to meet the U.S. criteria that would indicate support to the humanitarian response, but concurrently took actions that dramatically worsened the situation on the ground, particularly in northern Gaza,” the organizations said. Section 620i of the US Foreign Assistance Act requires the US to halt security assistance to governments who restrict US humanitarian aid. “Israeli forces repeatedly attacked humanitarian sites and frontline responders during the 30-day period,” the scorecard said. The humanitarian scorecard noted that “the effectiveness of international diplomatic efforts to alleviate the humanitarian crisis in Gaza hinges on the willingness of the United States and other countries to push Israel to comply with these priorities.”

Election betting platforms brought in billions of dollars as users around the world wagered on who would win Tuesday’s U.S. presidential election, according to an NBC News analysis of betting platforms. Michigan and Georgia followed close behind, and the rest of the swing states were all in the top 15 states with the highest trading volume. On both Polymarket and Kalshi, bets on swing states alone made up around half of the total trading volume on state outcomes.
