LONDON — British regulators on Wednesday dished out a combined £61.6 million ($79 million) in fines to U.S. investment bank Citi for failings in its trading systems and controls. "Firms involved in trading must have effective controls in place in order to manage the risks involved. The regulators said that certain system and control issues persisted during the probe period and led to trading incidents, such as so-called fat-finger trading blunders. "Deficiencies in CGML's trading controls contributed to this incident, in particular the absence of certain preventative hard blocks and the inappropriate calibration of other controls," the statement read. "We immediately took steps to strengthen our systems and controls, and remain committed to ensuring full regulatory compliance."

Spain’s governing Socialist party emerged on Sunday as the winner of regional elections in Catalonia that had been widely seen as a litmus test for Prime Minister Pedro Sánchez’s polarizing amnesty measure for separatists. The Socialists are celebrating what they claim is a momentous victory, though they did not clinch enough seats to govern on their own. They most likely face weeks of bargaining, and possibly a repeat election if no agreement is reached. But for the first time in over a decade, they may be able to form a regional government led by an anti-independence party. On Sunday, his party got only 42, meaning he will have to seek support from the pro-independence party Esquerra Republicana de Catalunya (Catalan Republican Left) and the left-wing Comuns.

LONDON — Bank of England Governor Andrew Bailey on Thursday played down any political pressure received by his institution, confirming that a rate cut immediately before a General Election wouldn't be out of the question. The Bank of England, which became officially independent in 1998, is no stranger to this pressure with elections expected before the end of this year. The Bank is nearing its first rate cut since 2020, despite holding steady on Thursday.

The visit came only hours after the White House confirmed that it was withholding some military aid from Israel. Together, the moves are among President Biden’s most significant attempts to limit Israel’s military operation in the Gazan city of Rafah and ratchet down the Israel-Hamas war. The U.S. defense secretary publicly linked the withheld shipment to Israel’s long-threatened ground invasion of Rafah, which American officials worry could lead to a humanitarian disaster. Israeli officials have downplayed the disagreement and said they are continuing to negotiate on a potential cease-fire. But experts suggested that the hold was a warning from Biden that he was willing to use U.S. aid as leverage if the Israeli military presses farther into Rafah.

Husam Badran, a senior Hamas official, said in a text message that the group’s representatives were arriving in Cairo “with great positivity” toward the proposed deal. “If there is no agreement, it will be because of Netanyahu alone,” he said, referring to Benjamin Netanyahu, the Israeli prime minister. Mr. Sinwar is one of the presumed architects of Hamas’s Oct. 7 attack on Israel, which left 1,200 dead and roughly 250 taken hostage, according to Israeli officials. In Israel, Mr. Netanyahu faces substantial opposition within his own governing coalition to the proposed framework. International Monetary Fund (IMF) Managing Director Kristalina Georgieva speaks during a briefing on the Global Policy Agenda at IMF headquarters during the IMF/World Bank Spring Meetings in Washington, DC on April 18, 2024. Kristalina Georgieva, the managing director of the International Monetary Fund, played down the prospect of any negative impact from a monetary policy divergence between Europe and the U.S., but said issues could be more acute in emerging markets. The benchmark rates of most advanced economies soared in recent years, as central banks aimed to tame inflation following the Covid-19 pandemic. A high U.S. interest rate environment is traditionally bad news for emerging markets, as it makes their debts — often priced in U.S. dollars — more expensive. "It is a much more serious issue for countries where the impact of high interest rates in the United States are more profound — in many emerging market economies," Georgieva told CNBC's Silvia Amaro in Brussels on Monday.

Borge Brende, president of the World Economic Forum, gave a stark outlook for the global economy saying the world faces a decade of low growth if the right economic measures are not applied. "The global growth [estimate] this year is around 3.2 [%]. "Trade will change and global value chains — there will be some more near-shoring and friend-shoring — but we shouldn't lose the baby with the bathwater ... Then we have to address the global debt situation. We haven't seen this kind of debt since the Napoleonic Wars, we are getting close to 100% of the global GDP in debt," he said. He also motioned persistent inflationary pressures and that generative artificial intelligence could be an opportunity for the developing world.
