President Biden will designate Kenya on Thursday as a “major non-NATO ally,” according to a U.S. official, a move that reflects the president’s determination to deepen relations with the East African nation even as other countries — including Russia and China — are racing to do the same. Mr. Biden will inform Congress of his intention, as required by law, as he hosts President William Ruto of Kenya with a formal state dinner at the White House on Thursday, said the official, who spoke on the condition of anonymity to allow Mr. Biden to make the announcement. The designation is given to countries whose militaries have a strategic working relationship with the United States, though not necessarily a mutual defense pact. Kenya would be the first sub-Saharan African country to be so designated. As he greeted Mr. Ruto upon his arrival in Washington on Wednesday afternoon, Mr. Biden officially reneged on that promise, telling him that he intended to visit the continent “in February, after I am re-elected.” For months, Mr. Biden’s aides had ducked questions about whether he would travel to Africa during a busy election year.

Burberry’s profit slumps by a third as sales in China plunge

London — British luxury brand Burberry has reported a 34% drop in annual profit after sales fell sharply in China — its biggest market — in the final three months of last year. The company had previously warned that achieving its goal of taking the 168-year-old brand further upmarket, to become the definition of “Modern British Luxury,” had been harder than expected after demand for luxury had slowed. Sales fell 12% in the final quarter, dragged down by a 19% slump in China, and wiping out gains made earlier in the year, Burberry said Wednesday. Sales in London, its home market, declined 17%, which Chief Executive Jonathan Akeroyd blamed on a lack of tax-free shopping for tourists. The world’s largest luxury group, Louis Vuitton owner LVMH, also reported weak sales in its latest quarter as spending on luxury items slowed.

According to Gallup, the "bounce-back" under the Biden administration suggests that the U.S.'s net approval advantage over China is resilient, especially when accounting for more strongly aligned groups. China's favorability peaked in 2007 as it emerged on the global stage, but increased familiarity with Beijing has not boosted its appeal, Gallup said. Meanwhile, U.S. leadership has enjoyed a general net approval rate under the Biden and Obama administrations, compared with net disapproval rates under the Trump and last two years of the Bush leadership, the report showed.

"I think of what a fashion editor is wearing — it's not Gucci," Lindsey Solomon, a fashion publicist, told BI. News of electric car giant Tesla's progress toward rolling out its advanced driver-assistance feature in China isn't as groundbreaking as investors are treating it, according to a top tech investor. Mark Hawtin, GAM Investment Management's investment director focused on investing in disruptive growth and technology stocks, told CNBC' "Squawk Box Europe" Thursday that such expectations were misleading — not least because Tesla's Full Self Driving service doesn't offer full autonomous driving. "We should say what they're doing — everyone's talking about this full self-driving capability," Hawtin told CNBC. On Monday, shares of Tesla rose sharply, notching their best day since March 2021, after it passed a significant milestone toward the launch of FSD in China. This raised expectations that Tesla's FSD would soon be available in China.
