The plan, announced last year, seeks to double defence spending to 2% of gross domestic product by 2027 as it faces an increasingly assertive China and an unpredictable North Korea. The defence ministry plans to set aside more than 900 billion yen for ammunition and weapons, including new ship-based air-defence missiles, according to the budget request. Some 600 billion yen will be used to strengthen logistics capabilities to deploy weapons and resources to southwest island chains during an emergency. Japan will also put 75 billion yen towards jointly developing interceptor missiles with the United States to counter hypersonic warheads, and 64 billion yen for building next-generation fighter jets with Britain and Italy. Heading home from Lake Tahoe on Saturday, President Joe Biden exchanged a week of waterfront seclusion for the more workaday realities of running the country from Washington. Like many presidents, Biden spent a good portion of August away from the White House, trading the capital’s stifling heat for the beach or the mountains. CNN —North Korea’s second attempt to launch a spy satellite into orbit failed Thursday due to a malfunction in the third-stage of the rocket, the state-run Korean Central News Agency (KCNA) reported. The unsuccessful launch came after North Korea’s first attempt failed in May, when the new satellite vehicle rocket Chollima-1 crashed into the sea soon after liftoff. In a news conference Thursday, Japan’s Chief Cabinet Secretary Hirokazu Matsuno said Japan “strongly protests” North Korea’s latest launch and “condemns it in the strongest terms,” adding that the launch used ballistic missile technology. During the summit, the three leaders pledged closer cooperation to protect against nuclear threats from North Korea and urged Pyongyang to abandon its nuclear and ballistic missile programs. North Korea is expected to celebrate its 75th foundation day on September 9 with a military parade.

CNN —North Korean state media released images of leader Kim Jong Un inspecting a missile test on Monday, days after its regional rivals held a historic summit, and as US-South Korea joint military exercises kick off nearby. The Korean Central News Agency (KCNA) reported that Kim was on site to monitor the launch of strategic cruise missiles fired from a patrol ship, belonging to the North Korean Navy’s East Sea Fleet. The U.N. Security Council discussed human rights abuses in North Korea on Thursday, with the U.S. ambassador criticising leader Kim Jong Un for using "repression and cruelty" to develop nuclear weapons and missiles. U.S. President Joe Biden and the leaders of South Korea and Japan agreed at Camp David on Friday to deepen military and economic cooperation, facing China's growing power and nuclear threats from North Korea. China, North Korea's major ally, opposed the meeting of the 15-member council on abuses in North Korea but it did not attempt to block it. SEOUL, Aug 18 (Reuters) - North Korea's military said it had scrambled warplanes after a U.S. reconnaissance aircraft intruded into its economic zone off its east coast, state news agency KCNA reported on Friday. The incident, which occurred on Thursday, was "a dangerous military provocation" and North Korea was considering measures to deter future incursions, an unnamed spokesperson of the General Staff of the Korean People's Army said in the report. The incident came ahead of a summit on Friday of the United States, South Korea and Japan. A South Korean lawmaker, citing that country's intelligence agency, said on Thursday that North Korea may launch an intercontinental ballistic missile or take other military action to protest the meeting. South Korea and the United States are also due to begin 11 days of joint military drills on Monday.
