Interchange fees, also known as swipe fees, are paid from a merchant's bank account to the cardholder's bank, whenever a customer uses a credit card in a retail purchase. "In 2023 alone, Visa and Mastercard charged merchants more than $100 billion in credit card fees, mostly in the form of interchange fees," Durbin told the committee. Visa and Mastercard, however, stand by their swipe fees. But the current high credit card swipe fees for retailers translate to higher prices for consumers, the National Retail Federation told the committee in a letter ahead of the hearing. "Last year, the average American spent $1,100 in swipe fees, more than they spent on pets, coffee or alcohol."

Nearly half of Americans at least somewhat agree with the statement, "I am living paycheck to paycheck," as of the third quarter of 2024. Importantly, how each respondent defines living paycheck to paycheck may vary. By that measure, around 30% of American households are living paycheck to paycheck, according to Bank of America's internal data. If it becomes unaffordable, that person may feel like they're living paycheck to paycheck, Tinsley says.

India's central bank will launch a pilot program in 2025 offering local cloud data storage to financial firms at affordable prices, according to two sources aware of the matter, who declined to be identified as conversations are confidential. The Reserve Bank of India's planned cloud platform will use local IT firms, pitting it against the likes of Amazon Web Services, Microsoft Azure, Google Cloud and IBM Cloud, in a first-of-its-kind initiative from a major global central bank. In December last year, RBI governor Shaktikanta Das announced plans to set up a public cloud for the financial services industry. Initial work on the cloud is being driven by the research wing of the central bank called the Indian Financial Technology and Allied Services. It will then be developed further in partnership with one or more private sector technology firms, according to the sources.

Lenders often encourage federal student loan borrowers to enroll in automatic payments. "Unfortunately, autopay errors were one of the most widespread, basic and consequential servicer errors we saw this year," CFPB Student Loan Ombudsman Julia Barnard told CNBC. In some cases, borrowers had money pulled from their bank accounts despite never consenting to autopay, Barnard said. Other autopay users saw incorrect amounts taken or were charged multiple times in the same month. In March, one borrower told the CFPB that their student loan servicer took $6,897 from their account when they only owed $1,048.

The United States imposed sanctions on Monday on an Israeli settler group it accused of helping perpetrate violence in the occupied West Bank, which has seen a rise in settler attacks on Palestinians. The sanctions also target a subsidiary of Amana called Binyanei Bar Amana, described by Treasury as a company that builds and sell homes in Israeli settlements and settler outposts. Israel has settled the West Bank since capturing it during the 1967 Middle East war. Israel views the West Bank as the biblical Judea and Samaria, and the settlers cite biblical ties to the land. Yen bears were tense in case Bank of Japan Governor Kazuo Ueda used a speech later Monday to flag a possible rate hike in December, in part due to the weakness of the currency. Markets imply around a 55% chance of a quarter-point rate hike to 0.5% when the BOJ meets on Dec. 19. Against a basket of currencies the dollar held at 106.730, having touched a one-year top of 107.07 on Friday. The rally has coincided with a savage swing in 10-year Treasury yields, which have climbed 70 basis points since the start of October, fuelling a 5.4% rise in the U.S. dollar index . Analysts generally assume Trump's touted policies of tariffs, reduced immigration and debt-funded tax cuts will be inflationary, so limiting the scope for further rate cuts by the Federal Reserve.
