CNN —A group of key House Republicans have written to President Joe Biden urging him to lift the restrictions on the use of US-provided long-range weapons systems and allow Kyiv to strike targets deep inside Russia. The UK is also considering whether to allow Ukraine to strike deeper inside Russia with its own long-range system, the Storm Shadow. “No change to policy,” one senior administration official said, adding that there is currently no openness to lifting restrictions. Last month, senior Ukrainians presented US officials with targets they would like to strike in Russia during a visit to Washington. But the Ukrainians say there are weapons productions facilities that would be within reach of the ATACMS inside Russia that are worthy military targets, a source familiar with the Ukrainians position told CNN.

Washington CNN —Vice President Kamala Harris has met more than 150 world leaders since becoming vice president. Still, Harris has not always been the first phone call for foreign leaders or officials looking to get a line into the White House. UkraineA month after Russia invaded Ukraine, Harris was dispatched to NATO’s eastern flank on a reassurance mission – one that also came with some sensitive diplomatic smoothing-over. For a foreign policy novice with aspirations for higher office, the war in Ukraine was a rigorous introduction to wartime diplomacy. She has vowed to continue to support Ukraine and impose costs on Russia,” an aide to the vice president said.

CNN —Three people were killed and two wounded in an Israeli airstrike in southern Lebanon, authorities in the country said Saturday. However, the Israel Defense Forces (IDF) said the strike had “eliminated terrorists” from the Amal movement, a Hezbollah-allied Shia group. It also said it struck and “eliminated terrorists” from the Amal movement in the area of Froun. A somber atmosphere pervades Ukraine’s 33rd Independence Day Saturday, as the nation’s war against Russia’s aggression reaches a 30-month milestone. No fireworks, parades or concerts are planned and instead Ukrainians will mark the day with commemorations for civilians and soldiers killed in the war. “Independence is the silence we experience when we lose our people,” President Volodymyr Zelenskyy said to the nation. “913 days ago, Russia launched its war against us, partly through Sumy region,” Zelenskyy said. Ukraine quickly seized considerable Russian territory, including scores of small towns, and captured hundreds of Russian soldiers, moves that may influence the war’s trajectory.

Just as importantly, it’s also sent a political message to Kyiv’s allies that has changed the prevailing narrative of the war - that Ukrainian forces are doomed to fight an endless rearguard action against superior Russian firepower. A Ukrainian soldier walks past at a city hall in Sudzha, Kursk region, Russia, Friday, Aug. 16, 2024. But Ukrainian forces have shown that the conflict is not a one-way street. For the Ukrainians, sustaining the operation as Russia brings more artillery and aviation to bear will become increasingly difficult. But for every passing day that Ukrainian forces control an area of Russian territory the size of Hong Kong, the Kursk incursion becomes less of a footnote.

BUCHAREST, Romania — A court in Romania’s capital Thursday placed the divisive internet influencer Andrew Tate under house arrest for 30 days, as prosecutors investigate a sprawling new case that involves allegations of human trafficking of minors and sex with a minor. Outside the court after the judge issued his house arrest measure, Andrew Tate told reporters that many of the alleged victims in the new case have statements in the Tate brother’s defense. After the Tate brothers’ arrest in December 2022, they were held for three months in police detention before being moved to house arrest. Last month, a court overturned an earlier decision that allowed the Tate brothers to leave Romania as they await trial. In March, the Tate brothers also appeared at the Bucharest Court of Appeal in a separate case, after British authorities issued arrest warrants over allegations of sexual aggression in a U.K. case dating back to 2012-2015.

Researchers first spotted the insect, dubbed the “ManhattAnt,” while doing a survey on ants in New York City in 2011. By comparing the New York ants with the European ones, Seifert was able to confirm the ant’s identity. Because the nests work together instead of against one another, they can spread faster and easily dominate an area by outcompeting native species, he added. “One of the things we know about a lot of invasive ant species is they displace the native species, and the native species that they’re displacing usually have very specialized roles in the ecosystem, so you’re sort of disrupting that ecosystem when these species get introduced,” Moreau said. Time will tell whether the ant has become more than just a nuisance and is disrupting the ecosystem, Penick said.

But his track record of handling recent crises in Russia reveals a different side of his presidential persona: one of paralysis and indecision. Some of the violence pitted student activists against pro-government student and youth groups and police, and many of those who died were among the student activists. However, Hasina’s statement underlined that police officers, members of her Awami League political party, bystanders and others also were victims of what she described as “terrorist aggression.” She previously has blamed opposition parties for stoking the unrest. Hasina’s statement came as the country’s interim government on Tuesday canceled a public holiday that she had declared for Thursday to mark the death of her father, Bangladesh’s independence leader Sheikh Mujibur Rahman. The cancellation came at the request of at least seven political parties, including the main previous opposition group, the Bangladesh Nationalist Party. Israeli Prime Minister Benjamin Netanyahu introduced new conditions that complicated negotiations aimed at freeing hostages and suspending fighting in the Gaza Strip in May, according to U.S. and foreign officials. The cease-fire talks, with Israel represented by the head of its intelligence service and other officials, had advanced close to an agreement. The war in Gaza between Israel and Hamas was sparked by Hamas’ terrorist attack in Israel on Oct. 7, which killed 1,200 people, most of them civilians. About 40,000 Palestinians have died in Gaza since Israel launched its retaliatory military operation in the enclave, according to local health officials. In a statement Sunday, Hamas said Israel had added new conditions to an earlier proposal that revealed its intention to continue its “aggression” in Gaza and sabotage a possible cease-fire agreement.

International mediators were heading to the Middle East for a high-stakes round of negotiations scheduled for Thursday as they raced to lock down an elusive cease-fire in the Gaza Strip that could defuse tensions ahead of an anticipated attack on Israel by Iran and Hezbollah. The cease-fire talks, which are set to take place in Doha, Qatar, or Cairo, were expected to include top intelligence officials from Egypt, Israel and the United States, as well as the Qatari prime minister. But as of Tuesday, Hamas representatives were not planning to take part. Ahmad Abdul-Hadi, a Hamas representative in Lebanon, said in an interview that doing so would mean going “backward to square one,” and accused Prime Minister Benjamin Netanyahu of Israel of dragging out the negotiations. “Netanyahu is not interested in reaching an agreement that ends the aggression completely, but rather he is deceiving and evading and wants to prolong the war, and even expand it at the regional level,” Mr. Abdul-Hadi said.

Nearly two weeks have passed and no large-scale response has materialized, leaving Israel and the wider Middle East on edge. But Mr. Haniyeh’s killing was seen as the greater blow to Tehran because it took place on Iranian soil. “Israel has checkmated Iran in this situation because Iran is left with no good options,” said Mr. Vaez. What could an Iranian response look like? U.S. and Israeli diplomats and security officials had some advanced knowledge of its scope and intensity of Iran’s attack in April, which facilitated defensive preparations.

While it waits to amass the ammunition, manpower, and resources to launch a large-scale, well-timed counteroffensive, Ukraine should experiment with ways to take the initiative and gain momentum, war analysts say. "Ukrainian forces," they argued, "are very unlikely to be able to initiate significant counteroffensive operations in 2024 and into 2025." Such a strategy isn't necessarily new for Ukraine, which has repeatedly found ways to deal unexpected blows to Russian forces despite a grueling ground fight. "It will also protract the war and dramatically increase its costs to Ukraine and to Ukraine's supporters," they said. "Ukraine should thus seek every possible way of restoring maneuver to this war as soon as possible, daunting though that task appears."

CNN —The United States will resume sales of offensive weapons to Saudi Arabia, the State Department said Monday, ending a suspension put in place at the beginning of the Biden administration over concerns about human rights violations in the war in Yemen. “As part of this policy, our administration froze the sale of certain classes of offensive weapons, while also maintaining sales of systems to the kingdom required to defend itself from attack,” State Department spokesperson Vedant Patel said at a news briefing. At the outset of President Joe Biden’s tenure, the administration suspended offensive weapons sales to Riyadh amid concerns about the toll of the Saud-led war against the Houthis in Yemen, which killed thousands of civilians. Patel denied that the lifting of the suspension was linked to the administration’s ambitious plan for post-war Gaza and Israel-Saudi normalization. He acknowledged, however, that “Saudi Arabia has remained a close strategic partner of the United States, and we look forward to enhancing that partnership.”

CNN —Ukrainian forces are pushing further into the Kursk region of Russia, in a cross-border incursion that surprised even American officials, multiple US and Ukrainian officials tell CNN. Ukrainian forces are comprised of a mix of Ukrainian regular and special operations units, unlike previous Ukrainian operations inside Russia that often involved undercover units and local sympathizers. Russia claimed on Thursday to have halted a Ukrainian incursion into its territory, but later said that some battles are ongoing in the Kursk region. Neither the Ukrainian military nor the government in Kyiv has publicly commented on the operation. A Russian military blogger Rybar reported on Wednesday that the Ukrainian military had established control over a gas transit station near the border.
