This week, Putin once again rattled the arms-control world by revealing proposed changes to his country’s nuclear doctrine. “In the current version of Russia’s nuclear doctrine, there is no distinction between an aggression by nuclear- and non-nuclear-weapon state,” he wrote. “There are two noteworthy points of departure from the previous 2020 Russian military doctrine,” she wrote on X. “2020 doctrine allowed the use of NW [nuclear weapons] in response to conventional aggression that jeopardizes the very existence of the state. And the results of Zelensky’s visit to the US may soon tell us whether anyone in Washington is listening to Putin’s nuclear talk.

But two experts say the uber-wealthy are often huge contributors to society — and trying to eliminate them could badly backfire. It's become increasingly popular to make claims such as "billionaires shouldn't exist" and "any billionaire is a policy failure." But these moral criticisms of billionaires are unconvincing because people overstate billionaires' power and influence and overlook the benefits of some billionaires. There's a widespread belief that governments should tax billionaires primarily and spend that money on public goods and anti-poverty programs. Instead of saying that every billionaire is a policy failure, we should instead embrace the idea that every billionaire is a policy success.

Amid soaring tuition fees and a desire to carve out niche college experiences, college advisors Business Insider spoke to have observed that more students and their parents are looking into opportunities to move abroad for college. CNN —Astronomers have observed a massive pair of jets releasing from a supermassive black hole 7.5 billion light-years from Earth. The megastructure spans 23 million light-years in length, making these black hole jets the largest ever seen, according to new research. Black hole jets can accelerate radiation and particles close to the speed of light, causing them to glow in wavelengths visible to radio telescopes. The massive black hole jets could help answer both. Martijn Oei (pictured), lead author of the new study, and his colleagues will continue their search for massive black hole jets.

There was a brief period during the pandemic and the years after it when hybrid work, four-day workweeks, and flexible hours gave employees more power than ever before. Two reports released Monday provide a mixed but compelling outlook on the wave of book removals and challenges as the annual Banned Books Week begins for schools, stores and libraries nationwide. The ALA attributed the decline in book challenges in the first eight months of 2024, in part, to the work of anti-censorship activists and “success in courts” against laws that restrict book access. “But, you know, the First Amendment protects the rights of minors as well.”While the ALA’s report shows signs of book challenges abating, objections to certain titles still persist. Like the ALA, PEN said a large portion of the books targeted have racial or LGBTQ themes. It is supported by the ALA, PEN, the Authors Guild, the National Book Foundation and more than a dozen other organizations.

Bloomberg | Bloomberg | Getty ImagesJapan has ramped up its push for companies to adopt a four-day workweek, but those efforts face steep challenges in a country famous for its workaholic culture. The Japanese government recently initiated a "work style reform" campaign aimed at promoting flexible work arrangements, shorter hours and overtime limits. The move marks a more concerted effort after the government first floated support for a shorter workweek in 2021 when lawmakers endorsed the idea. "Being part of a company is almost part of a community, and this results often in longer work hours, not as efficient work hours," he told CNBC. I think that it's going to take time [for the four-day workweek] to penetrate… we're not used to being flexible.

Few address child care, for infants or beyond. Since Dobbs, seven states have had ballot initiatives on the topic, with the abortion rights position winning in each state. In November, at least 10 more initiatives aimed at restoring or protecting abortion rights will be in front of voters across the country. But Brahm has also rallied an array of political, faith, academic, medical and advocacy leaders into a coalition called “Building a Post-Roe Future” that calls for more affordable health care and child care, expanded child tax credits, paid parental leave, flexible work hours and enforced pre-natal support. Though paid parental leave has been a big topic of discussion around the country, the only states to enact such measures since Dobbs are those where abortion rights are protected.

But there may be more of a science to eldest daughters than meets the eye. When a mother needed help, biology caused her eldest daughter to step up and mature faster to provide that help. Most striking of all, maternal distress was not found to speed up adrenal puberty in sons or younger daughters. "I have a closer relationship with her, to this day, than I do with many of my other older siblings," he said. His wife grew up as part of a similarly large brood — and her eldest sister had a similar experience.

"Once a country is designated, each individual covered by the designation must apply separately for TPS status," she said, noting that existing TPS holders must also renew their paperwork with each redesignation. Circuit U.S. Court of Appeals sounded unconvinced Monday that the TikTok “sale or ban” law, signed by President Joe Biden in April, was unconstitutional. TikTok and ByteDance have since condemned the practice and said that three employees involved were terminated, with an additional employee resigning. Pincus also said that the data TikTok collects from American users is anonymized and is comparable to other Chinese companies, like major e-commerce platforms. TikTok creators and users in the U.S. have responded overwhelmingly negatively to the proposed ban. Trump then expressed support for TikTok following Biden’s passage of the national security package that included the provision to ban TikTok.

Is TikTok trying to secretly influence Americans at the behest of the Chinese government? And an analysis of the ownership structure of TikTok parent company ByteDance, obtained by NBC News, argues that the company is deeply entangled with some of China’s major government propaganda organs. The most recent one, published last month, found that TikTok suppresses anti-China content compared to YouTube and other social media platforms. In recent years, according to media reports, Chinese government entities have increasingly taken golden shares in technology companies. “This report establishes that TikTok algorithms actively suppress content critical of the Chinese Communist Party (CCP) while simultaneously boosting pro-China propaganda and promoting distracting, irrelevant content,” the researchers wrote.
