The House voted to vacate the Office of the Speaker on Tuesday, booting Kevin McCarthy from his job. The House, under interim speaker Rep. Patrick McHenry of North Carolina, will now have to hold speaker elections once again, and it's not clear where that will lead. In 1910, House Speaker Joseph Cannon called the motion himself as he faced a mutiny from his own party, daring his own members to oust him. The Saturday measure, while supported by most House Republicans, ultimately passed with more Democratic than Republican votes. Gaetz and dozens of other House Republicans — potentially more than half — oppose sending more aid to the besieged country.

Here is a look at what comes next:IS THERE AN ACTING SPEAKER? Immediately following Tuesday's 216-210 ouster vote, Republican Representative Patrick McHenry, a McCarthy ally, was appointed acting speaker pro tempore. The acting speaker pro tempore's duties are vague, according to a guide to the chamber's rules and procedures: That person "may exercise such authorities of the office of speaker as may be necessary and appropriate pending the election of a speaker or speaker pro tempore." WHAT ARE HOUSE REPUBLICANS, DEMOCRATS DOING? Under the U.S. Constitution, the House speaker does not have to be a member of Congress.

WASHINGTON (AP) — Lawmakers who had been sitting in stunned silence gasped at the declaration: The office of speaker “is hereby declared vacant. ”For the first time ever, a House speaker had been voted out of the position, plunging Congress into a new degree of turmoil. “Chaos is Speaker McCarthy,” Gaetz said on the floor, suggesting a series of reforms could make Washington work better. “Shocking … just the finality of it," said Rep. Michael McCaul, a Texas Republican who chairs the House Foreign Relations Committee. Republicans will try to coalesce around a new leader after McCarthy ruled out another bid to become speaker.

[1/3] U.S. House Speaker Kevin McCarthy speaks to members of the media as the deadline to avert a government shutdown approaches on Capitol Hill in Washington, U.S., September 26, 2023. Gaetz, who has clashed with McCarthy for months, said he would file a motion that would set up a vote to remove McCarthy as speaker. No U.S. House speaker has ever been removed from the position that puts the holder second in line in succession for the presidency after the vice president. "What we're seeing with House Republicans is pure chaos," White House Press Secretary Karine Jean-Pierre said. On the House floor, Gaetz accused McCarthy of having a "secret side deal" with Democrats to approve Ukraine aid.

After Averted Shutdown, McCarthy’s Gavel on the Line

McCarthy has the support of most of his members for remaining speaker, but his conference has been riddled with infighting. If just a handful of those members joined with all Democrats, McCarthy would indeed be imperiled. It remains to be seen how many of those members – or others – might support a motion to oust McCarthy. So with a razor-thin GOP majority in the House, whether McCarthy keeps his gavel will almost certainly depend on Democrats. And adding to the troubles was McCarthy’s insistence on Sunday that Democrats were “willing to let government shutdown,” despite their support for the legislation that outnumbered Republicans’.

Defiant, McCarthy and his allies have lashed out at Gaetz, accusing the Florida Republican of seeking the limelight and holding a personal vendetta against the speaker. By filing a so-called "motion to vacate," Gaetz has now triggered a future floor vote on removing McCarthy as speaker, though it's unclear exactly when that vote might happen. The Gaetz resolution "declaring the Office of Speaker vacant" is privileged, meaning it takes precedence over other House business. Gaetz's motion now puts House Democrats in a political pickle given the GOP's razor-thin, 221-212 majority. Democrats will have to decide whether to vote with McCarthy foes to topple him as speaker, or side with McCarthy allies to bail him out.

Nor is it a sign that McCarthy has figured out a way to bring his Republican Conference together. Of those who voted on the bill, fewer than 60% of House Republicans backed it. Former President Donald Trump had been publicly pushing for a shutdown, and a lot of Republicans have been listening. A shutdown may have been avoided this time, but there’s no guarantee it will be next time. If McCarthy or whoever may succeed him ends up allowing a shutdown to happen, there will be a lot of Republicans cheering along the way.

CNN —Rep. Matt Gaetz is planning to attempt to oust Speaker Kevin McCarthy from the role this week after the House leader worked with Democrats to avoid a government shutdown on Saturday. “Speaker McCarthy made an agreement with House conservatives in January and since then he’s been in brazen, repeated material breach of that agreement,” Gaetz said Sunday. “Look, the one thing everybody has in common is that nobody trusts Kevin McCarthy. “I think Kevin McCarthy is a very weak speaker. “The only way Kevin McCarthy is speaker of the House at the end of this coming week is if Democrats bail him out.

“I do intend to file a motion to vacate against Speaker McCarthy this week. But now, knowing full well he’s likely to soon face a so-called motion to vacate vote, McCarthy is taking his detractors head-on – and in increasingly combative terms. If the Senate bill advanced, McCarthy would have a harder time arguing his bill was the solution. 3 Senate Republican, opposed the Senate bill, breaking with McConnell, according to a source familiar with the matter. But that wasn’t enough to convince House Democrats to oppose the funding bill with a shutdown looming.

CNN —The House is expected to take up a GOP stopgap bill to extend government funding on Friday – but House Speaker Kevin McCarthy appears to lack the votes to pass it and Congress is still on track to trigger a government shutdown. McCarthy is gearing up to have his chamber consider a GOP stopgap bill with border provisions attached as House GOP leaders have insisted that border security must be addressed as part of the spending fight. “I still got time, I got time to do other things,” McCarthy responded when asked by CNN’s Manu Raju what will happen if the stopgap bill fails. Separately, House GOP leaders brought a series of spending bills to the floor Thursday evening as they try to show conservatives they are working in good faith to advance full-year funding bills. Meanwhile, the Senate is working to advance a bipartisan stopgap bill that would keep the government open through November 17 and provide additional aid to Ukraine and disaster relief.

How Every Representative Voted on McCarthy’s Stopgap Funding BillSpeaker Kevin McCarthy on Friday unsuccessfully put forward a long-shot measure to provide stopgap funding for the federal government and avoid a shutdown. Notably, Representatives Wesley Hunt of Texas and Ken Buck of Colorado came back to Washington at Mr. McCarthy’s request to vote in his favor for speaker. And Representative Marjorie Taylor Greene of Georgia aligned herself with Mr. McCarthy during the speaker fight and was ousted from the Freedom Caucus over the summer. With far-right members of his caucus in revolt over suspending the debt ceiling, Mr. McCarthy was forced to negotiate a deal with President Biden, further enraging the already volatile faction. In another blow to Mr. McCarthy, the bipartisan measure passed with more Democrats than Republicans. They did so to punish Mr. McCarthy for making a deal with Mr. Biden to suspend the debt limit.

Senate Republicans and Democrats reached agreement on Tuesday on a stopgap spending plan that would head off a government shutdown on Sunday while providing billions in disaster relief and aid to Ukraine, according to officials in both parties, but the measure faced resistance in the Republican-led House. The bill, which is slated to face a test vote late Tuesday afternoon, would keep government funding flowing through Nov. 17 to allow more time for negotiations over yearlong spending bills and provide about $6 billion for the Ukraine war effort as well as approximately $6 billion for disaster relief in the wake of a series of wildfires and floods. Senate leaders hoped to pass it by the end of the week and send it to the House in time to avert a shutdown now set to begin at midnight Saturday. But there was no guarantee that Speaker Kevin McCarthy would bring the legislation to the House floor for a vote, since some far-right Republicans have said they would try to remove him from his post if he did. Still, in putting it forward, Senate leaders in both parties were ratcheting up the pressure on Mr. McCarthy, who has failed to put together a temporary spending plan of his own.

WASHINGTON — Bipartisan lawmakers on Monday weighed in on a possible government shutdown, as pressure builds on House Speaker Kevin McCarthy to get something passed with less than a week before the deadline. McCarthy, R-Calif., is in a bind and can't afford to lose more than four Republican votes on a spending bill. Rep. Tim Burchett, R-Tenn., said Sunday that he might back ousting the House speaker if such a compromise is reached. "Clearly it's a Kevin McCarthy problem," Heidi Heitkamp, a former Democratic senator from North Dakota, told "Squawk Box" on Monday about moving bills through the House. "People will get paid at the end of this," Mulvaney told "Squawk Box."

CNN —House Speaker Kevin McCarthy said Saturday he still lacks support from a handful of GOP hardliners to put a Republican stopgap measure on the floor next week, making a government shutdown likely with just one week until the deadline. There are still a few members that won’t vote for funding the government while we finish all the 12 bills. When pressed on whether Americans should expect a government shutdown, McCarthy insisted there is still time. That would give House Republicans a position from which to begin negotiations with the Senate. “I think now some members feeling the pressure of the time line coming up,” McCarthy said.

At a closed-door meeting with Republicans in the basement of the Capitol on Wednesday night, Speaker Kevin McCarthy pitched what he thought could finally be a breakthrough in a spending dispute with right-wing rebels that had left the House in a state of paralysis, staring down a disastrous shutdown with no way to move forward. Then Representative Matt Gaetz, the Florida Republican who months ago emerged as Mr. McCarthy’s chief tormentor, rose to speak. Mr. Gaetz announced flatly that he had seven members who would oppose any plan to pass a stopgap measure to keep the government from shutting down on Oct. 1, no matter what spending or policy concessions Mr. McCarthy was willing to make to win them over. The proclamation did not go over well in the room, where even some members of the ultraconservative House Freedom Caucus grumbling in disapproval. But after the meeting, Mr. McCarthy quietly approached Mr. Gaetz and asked him to share the list of names, which Mr. Gaetz happily turned over.

CNN —House Republican leaders are sending members home for the week amid deep divisions over funding the government ahead of the rapidly-approaching September 30 deadline, according to multiple GOP sources. The move came after House Republicans dramatically bucked Speaker Kevin McCarthy and GOP leadership on a procedural vote over a Pentagon funding bill, with the members now not set to return to session until next week. With government funding set to expire at the end of next week, persistent opposition from a bloc of far-right conservatives has continued to thwart the House GOP leadership agenda, threatening to paralyze the House floor in the process. The House on Thursday voted down a procedural measure that would have advanced the Defense Department bill. Opposition from hardliners has plagued efforts by Republican leadership to unify behind a plan to fund the government.
