Spokespeople for the banks declined to provide comment ahead of the hearing or did not respond to requests for comment. Kevin Fromer, president of the Financial Services Forum, which represents the CEOs, said he expected Basel to be a focus. Big bank CEOs have been appearing before Congress for several years after the 2007-09 financial crisis and subsequent scandals thrust the industry into Washington's crosshairs. Former Wells Fargo CEO Tim Sloan, meanwhile, resigned in March 2019 after stumbling during a hearing about the bank's regulatory woes. But after years of playing defense, the CEOs are expected to be more assertive, this time backed by Republicans critical of red tape.

HONG KONG, Dec 1 (Reuters Breakingviews) - Electric-car marque Zeekr, controlled by China’s largest private auto group Zhejiang Geely, has hit a roadblock. It is putting on hold its New York initial public offering because of a mismatch in valuation expectations, Reuters reported on Thursday. It was hoped the listing would break the ice and encourage a resurgence in Chinese volumes in U.S. capital markets. Its prospectus was published in November, when global stocks recorded their best performance since 2020. The U.S. Federal Deposit Insurance Corporation reported bank profits at $68.4 billion in the most recent quarter, down 3.4% from the prior quarter. Year over year, bank profits were down 4.6%, due in large part to banks setting aside more funds in provision expenses for potential loan losses, which were up 33.2% in the last four quarters. Noninterest income was down $4.1 billion, or 5.2%, in the third quarter, while realized losses climbed $3 billion, the FDIC said. "The banking industry continued to show resilience in the third quarter," said FDIC Chairman Martin Gruenberg in a prepared statement. Gruenberg, who typically holds a press conference following the release of the quarterly report on bank profits, was not made available to reporters Wednesday.

On Tuesday North Korean state media said leader Kim Jong Un had reviewed spy satellite photos of the White House, Pentagon and U.S. aircraft carriers at the naval base of Norfolk. North Korea last week successfully launched its first reconnaissance satellite, which it has said was designed to monitor U.S. and South Korean military movements. Since then state media has reported the satellite photographed cities and military bases in South Korea, Guam, and Italy, in addition to the U.S. capital. Commercial imagery of those cities on Nov. 27, the day North Korea says it captured its photographs, was not immediately available. The United States and South Korea have condemned the satellite launch as a violation of U.N. Security Council resolutions banning any use of ballistic technology.

The Crown, the Cabinet and the UK’s legacy of slavery

British banks backed large parts of the U.S. slavery economy, and British factories were the world’s largest customers for the cotton produced by plantations in southern U.S. states. In 1663, it was granted a monopoly by King Charles II for the British slavery trade. In 1794, Eli Whitney patented the cotton gin, a machine that would transform the U.S. slavery economy. Mill owners including the Arkwrights, one of the richest families in the industry, were Smith family clients. Two British travel writers visited Farm Pen in 1837, when the land was still in Smith family hands.

REUTERS/Evelyn Hockstein Acquire Licensing RightsNEW YORK, Nov 17 (Reuters) - The Federal Reserve's top bank watchdog defended its push to overhaul capital requirements, saying they would have a minimal impact on borrowing costs and make the industry more stable. Michael Barr, the Fed's vice chair for supervision, told a conference in New York on Friday that the so-called "Basel endgame" proposal is mainly focused on raising capital requirements for activities like trading, rather than lending. "Normally, we issue a proposal and then we get very detailed commentary, and we take those comment letters into account." Banks have loudly complained about the proposal, which overhauls how banks gauge their risk and require them to set aside more capital. Industry executives said the draft rules would force them to raise costs and potentially curb lending.

Lai, vice president and the ruling Democratic Progressive Party's (DPP) presidential candidate, has almost consistently led opinion polls ahead of an election taking place amid increased Chinese pressure on Taiwan to accept Beijing's sovereignty claims. Vincent Chao, spokesperson for the Lai campaign, declined to comment on Hsiao's role but said an announcement on a running mate would be made on Monday. Randall Schriver, the former U.S. assistant secretary of defense for Indo-Pacific Security Affairs, described Hsiao as a "good partner in promoting U.S.-Taiwan relations." The DPP-led government says only Taiwan's people can decide their future, and has repeatedly offered talks with Beijing but been rebuffed. Like Lai, Hsiao is detested by China, which has on two occasions placed sanctions on her, most recently in April, saying she is an "independence diehard".

US would welcome back any pandas from China, White House says

WASHINGTON, Nov 16 (Reuters) - The United States would welcome back any giant pandas China decides to send, the White House said on Thursday after Chinese President Xi Jinping hinted he might return some of the cuddly-looking black-and-white bears as a friendship gesture. And we respect the sovereign decision that China made to remove some of the pandas," White House spokesman John Kirby said at a briefing. "And certainly should a decision be made by the PRC (People's Republic of China) to restore some of the pandas to the United States, we would absolutely welcome them back." He said he also learned that the San Diego Zoo and people in California look forward to welcoming pandas back. "Pandas have long been envoys of friendship between the Chinese and American peoples," Xi said.

REUTERS/Evelyn Hockstein/ Acquire Licensing RightsWASHINGTON, Nov 14 (Reuters) - The Federal Reserve's top Wall Street cop Michael Barr and other bank regulators will defend plans to hike U.S. bank capital requirements when they appear before Congress this week as they come under increasing pressure from many lawmakers to rein in their efforts. The proposal would overhaul how banks gauge risk and, in turn, how much capital they must hold against potential losses. Regulators say stronger cash cushions will make the financial system safer and are especially crucial after three banks failed earlier this year. As part of their campaign to kill the Basel proposal, banks have been lobbying lawmakers to put pressure on the regulators. On Monday, 39 Senate Republicans stepped up the pressure, asking the regulators to scrap the proposal, citing economic harm.

The pandas, accompanied by three zookeepers, will travel to a reserve in China’s mountainous Sichuan province, where an estimated 1,800 pandas are still found in the wild, according to the National Zoo. "It's a moment of joy because this is one more step in 50 years of a successful giant panda conservation program and hopefully the beginning of 50 more years of successful giant panda conservation," she said. Mei Xiang, 25, and Tian Tian, 26, arrived at the National Zoo in 2000. The trio, made famous by the zoo's "Giant Panda Cam" with more than 100 million views, were part of a fading legacy in which giant pandas served as animal ambassadors. A network of "sophisticated" high-end brothels in greater Boston and eastern Virginia provided sex for pay to "elected officials, high tech and pharmaceutical executives, doctors, military officers, government contractors that possess security clearances, professors," and others, federal prosecutors said Wednesday. Three people were arrested in connection with operating the pricey sex shops, which required "interested sex buyers" to provide employer information and references before booking sessions with prostitutes, authorities said. "The investigation into the involvement of sex buyers is active and ongoing," the office said. In addition to politicians and military brass, business executives and government contractors, customers included "lawyers, scientists and accountants." About 20 "sex buyers" were interviewed by the investigators as part of a multi-year probe of the network, according to a criminal complaint.

The Federal Housing Finance Agency emphasized in the report that there needs to be a clearer distinction between the purpose of the FHL banks and the Federal Reserve, which is the primary emergency lender for banks. The agency said FHL banks were created by Congress in 1932 to provide liquidity to banks for affordable housing and other economic development. Tuesday's report was the culmination of a year-long project by the agency to review the FHL banks. Both changes to the process for designating a non-bank as a "systemically important financial institution," or SIFI, were proposed in April. Friday's vote reversed a Trump administration policy that regulators should police risky activities rather than single out individual firms. Under the revamped process, FSOC will identify potential SIFIs based on existing information and give the company a chance to respond. Similarly, the Managed Funds Association, which represents hedge funds, said non-banks do not pose the same risks as banks. "The guidance imposes a black box designation process that introduces uncertainty for market participants," said MFA President and CEO Bryan Corbett.
