Minnesota Democratic party chair Ken Martin has formally announced his bid to lead the Democratic National Committee, as the party attempts to piece itself together following a stinging defeat against Donald Trump. Martin, a DNC vice chair and leader of the Association of State Democratic Committees, has gained early traction with some delegates according to interviews with several state DNC members. Martin is a big backer of the DNC acting as an umbrella organization that strengthens state parties across the board. “Whoever the next DNC chair is really has to, I believe, have a fierce commitment to making sure that they support the 57-state party strategy itself.”Nebraska Democratic Party chair Jane Kleeb is among those backing Martin, saying in an earlier interview that she was interested in seeking the ASDC chair post that Martin now holds. Severe weather is set to hit opposite ends of the country this week, with a powerful low pressure system — followed by an atmospheric river — set to bring damaging winds, heavy rain and snow to the Pacific Northwest, while storms and possible flooding are headed for the Gulf Coast. ET update that a "rapidly strengthening and extremely powerful" weather system could bring winds of 70 mph across northern California and parts of Washington and Oregon from Tuesday. U.S. envoy Amos Hochstein landed in Beirut on Tuesday for talks with officials on a truce between armed group Hezbollah and Israel, Lebanon’s state news agency said, hours after a proposal drafted by Washington won a nod from the Iran-backed group. The visit indicates progress in U.S.-led diplomacy aimed at ending a conflict which spiralled into all-out war in late September, when Israel launched a major offensive against Iran-backed Hezbollah. Russian President Vladimir Putin formally lowered the threshold for his country's use of nuclear weapons Tuesday, days after the United States allowed Ukraine to strike inside Russia using American missiles. The Kremlin announced that Putin had approved an updated nuclear doctrine — a document that governs how Russia uses its nuclear arsenal — including the declaration that Moscow could unleash a nuclear strike if subject to an attack by a non-nuclear country that has the support of a nuclear state. “The nuclear doctrine update was required to bring the document in line with the current political situation,” Kremlin spokesperson Dmitry Peskov told the TASS state news agency in comments published early Tuesday. Still, the use of nuclear weapons would be a “last resort measure,” he added. Putin had signaled the update to his country’s policy earlier this year as he sought to warn the West against loosening restrictions on Kyiv's use of long-range weapons to strike deep inside Russia.

CNN —A powerful “bomb cyclone” will combine with an atmospheric river to unleash over a month’s worth of rain, hurricane-force wind gusts and feet of mountain snow to parts of the Pacific Northwest and Northern California. This bomb cyclone will work with an atmospheric river, a long plume of water vapor moving like a river through the atmosphere, to wring out heavy rainfall and significant mountain snowfall in the Pacific Northwest and Northern California beginning Tuesday. The pair will stall along the coast and hammer the area with hazardous conditions through the week and into the weekend. Rainfall of this magnitude is expected to cause significant urban flooding, debris flow on roadways and river flooding. Strong winds could cause extensive damage to trees and power lines,” the National Weather Service office in Seattle warned.
