RIYAK, Lebanon (AP) — Britain’s top diplomat said Thursday that his country could officially recognize a Palestinian state after a cease-fire in Gaza without waiting for the outcome of what could be years-long talks between Israel and the Palestinians on a two-state solution. Israeli Prime Minister Benjamin Netanyahu, for his part, has publicly rejected the creation of an independent Palestinian state after the war, and has even boasted in recent weeks that he was instrumental to preventing Palestinian statehood. A move by some of Israel’s key allies to recognize a Palestinian state without Israel’s buy-in could isolate Israel and put pressure on it to come to the table. Hamas has so far taken the position that its leaders would not leave the enclave as part of a ceasefire deal. The plan would include Britain training Lebanese army forces to carry out more security work in the border region, he said.

WASHINGTON (AP) — A bipartisan Senate deal to pair border enforcement measures and Ukraine aid faced potential collapse on Thursday as Senate Republicans grew increasingly wary of an election-year compromise that Donald Trump, the likely Republican presidential nominee, seems likely to oppose. The United States on Tuesday carried out military strikes against three facilities in western Iraq associated with Iran-linked militias that American officials say attacked a major base in Iraq on Saturday, according to the Pentagon’s Central Command, injuring at least four U.S. service members. “These precision strikes are in direct response to a series of escalatory attacks against U.S. and coalition personnel in Iraq and Syria by Iranian-sponsored militias,” Defense Secretary Lloyd J. Austin III said in a statement. The attack against Al Asad Air Base in Iraq on Saturday was the latest and the most serious of about 151 such rocket and missile strikes directed at U.S. troops based in Iraq and Syria since Israel’s war against Hamas in Gaza started. Al Asad Air Base, in Iraq’s western desert, is now primarily used by Iraqi forces but still has a U.S. contingent. At least 83 U.S. personnel have suffered injuries in the attacks by militias in Syria and Iraq, including traumatic brain injuries.

New York CNN —The S&P 500 index closed Friday at a record high, fueled by surging tech stocks and bets that the Federal Reserve will cut interest rates this year. The benchmark index closed at 4,839.81, besting its previous high of 4,796.56, reached on January 3, 2022. Earlier in the trading session, the S&P 500 reached an intraday high of 4,832.17, topping its previous intraday high of 4,818.62, reached more than two years ago, on January 4, 2022. After a rocky start to the year, the S&P 500 has found its footing and is up about 1.5% in 2024. The blue-chip Dow Jones Industrial Average reached a record high close in December as investors cheered the Fed’s dovish tilt.

The Consumer Financial Protection Bureau on Wednesday proposed a set of new rules that would slash the fees banks charge customers for withdrawing more than the available funds in their account. Americans have paid an estimated $280 billion in overdraft fees since 2000, according to data from the consumer watchdog agency. "For too long, some banks have charged exorbitant overdraft fees — sometimes $30 or more — that often hit the most vulnerable Americans the hardest, all while banks pad their bottom lines," President Joe Biden said in a statement. Overdraft fees affect some 23 million households in a given year, and the proposed cutbacks would save Americans about $3.5 billion annually, the CFPB says. Much of that money would theoretically return to the pockets of lower income bank customers: Consumer Reports says 8% of bank customers generate nearly 75% of banks' revenue from such fees.

CNBC's Jim Cramer on Thursday warned that soaring shipping costs due to troubles in the Red Sea won't help the U.S. tamp down inflation, telling investors they shouldn't bank on a lot of rate cuts from the Federal Reserve. "If the last few years have taught us anything, it's that supply disruptions are the bane of the Fed's fight against inflation," he said. In recent weeks, Yemen-based Houthis have attacked ships traveling through the Red Sea, one of the most important global shipping routes. As a result, many major shipping companies are sending their vessels on lengthy and expensive detours, causing freight prices to skyrocket. And with hotter-than-expected figures for December's consumer price index and retail sales, Cramer argued inflation could already be on the rise.

Interest rates that banks pay on certificates of deposit are closely tied to short-term interest rates set by the Federal Reserve. Now that the inflation rate has come down, many investing pros see two possible outcomes for interest rates in 2024: one in which the Fed has little choice but to cut rates steeply, and another in which the Fed can cut rates modestly. Either scenario would eventually result in CD rates decreasing, since rates on CDs tend to quickly follow Fed moves. Where will CD rates go in 2024? But if investors are correct that rate cuts are coming, those high CD rates will come down over the next few years, too.

Soaring U.S. government debt is reaching a point where it will begin creating larger problems, Bridgewater Associates founder Ray Dalio said Friday. The hedge fund titan warned during a CNBC appearance that the need to borrow more and more to cover deficits will exacerbate the political and social problems the country is facing. "Economically strong means financially strong," Dalio said on "Squawk Box." Data through January indicates that foreign holdings of U.S. government debt total $7.4 trillion, down $253 billion, or 3.3% over the past year. "We are at the point of that acceleration, which creates the supply-demand problem.

WASHINGTON (AP) — The United States on Tuesday said it imposed a third round of sanctions on a group of Hamas officials, members of the Palestinian Islamic Jihad who work to transfer money from Iran to Gaza, and a Lebanese money exchange service that facilitates the transfers. The Treasury Department sanctions, coordinated with the United Kingdom, come in response to the surprise Oct. 7 attack by Hamas on Israel that left roughly 1,200 people dead or kidnapped. The sanctions block access to U.S. property and bank accounts and prevent the targeted people and companies from doing business with Americans. This and two previous rounds of sanctions against Hamas and its affiliates are aimed at protecting the international financial system from abuse by Hamas militants and their enablers, the Treasury Department said. The State Department also is designating a Palestinian Islamic Jihad military leader for diplomatic sanctions.
