Experts say the United States sees the Philippines as a potential location for rockets, missiles and artillery systems to counter a Chinese amphibious invasion of Taiwan, which China claims as its own. Austin said that it was "too early" to discuss what assets the United States would like to station at Philippine military bases under a recently expanded Enhanced Defense Cooperation Agreement (EDCA). The joint statement said the United States expects to boost its allocated spending for EDCA sites to over $100 million by the end of 2023, against a previously announced $80 million. U.S.-Philippines relations have warmed considerably under Philippines President Ferdinand Marcos Jr, and the 2+2 meeting underlined that as the first of its kind in seven years.

There are no paid sick days under the tentative deal after unions asked for 15 and railroads settled on one personal day. "Guaranteeing 7 paid sick days to rail workers would cost the rail industry a grand total of $321 million a year – less than 2% of its profits," Sanders said. The railroads oppose giving their workers paid sick time because they would have to hire more staff. The public comments represent the strongest condemnation by the United States of NATO-ally Turkey's air operations in recent days against a Kurdish militia in northern Syria to date. "Recent air strikes in Syria directly threatened the safety of U.S. personnel who are working in Syria with local partners to defeat ISIS and maintain custody of more than ten thousand ISIS detainees," the Pentagon's spokesman, Air Force Brigadier General Pat Ryder, said in a statement. President Tayyip Erdogan said on Wednesday that Turkey's air operations were only the beginning and it would launch a land operation when convenient after an escalation in retaliatory strikes. This is not the first time Turkey's operations in northern Syria have threatened U.S. personnel.
