Kevin Lamarque | ReutersBEIJING — The U.S. and China have to choose between being adversaries or partners, Chinese President Xi Jinping told American business executives late Wednesday. Xi Jinping President of China"In this respect, the number one question for us is: are we adversaries, or partners? "No matter how the global landscape evolves, the historical trend of peaceful coexistence between China and the United States will not change," Xi said. Regarding earlier conversations with Biden, Xi said "we agreed to make the cooperation list longer and the pie of cooperation bigger." Xi Jinping President of China

WASHINGTON (AP) — President Joe Biden is nurturing economic ties this week with Asia, but he's not signing any trade deals at a regional summit in San Francisco. This fact — no trade deals — reveals a lot about the status of U.S. politics, the evolving global economy and the Biden administration's own ambitions. The trade pillar is being overseen by U.S. Trade Representative Katherine Tai, while the other three are under Commerce Secretary Gina Raimondo. WHY TRADE DEALS ARE UNPOPULARIt's simple: Voters say past trade deals caused the loss of factory jobs that hollowed out their hometowns and the Biden administration agrees. In a June speech, Tai criticized past trade deals.

Xi received a standing ovation as he entered the room, and two more before and after he took the stage to speak. "Whatever stage of development it may reach, China will never pursue hegemony or expansion, and will never impose its will on others. China does not seek spheres of influence, and will not fight a cold war or a hot war with anyone," Xi said. China and the U.S. reached an agreement to curb fentanyl production in earlier talks between Xi and Biden. Analysts have said Xi's speech alone is unlikely to dramatically alter U.S. business sentiment about China.

SAN FRANCISCO, Nov 16 (Reuters) - President Joe Biden will highlight strong U.S. ties to the Asia Pacific Economic Cooperation (APEC) forum economies on Thursday, despite a failure to make progress on key trade provisions sought by regional countries. Biden will also take part in an event with the 14-member Indo-Pacific Economic Framework (IPEF) that his administration established to bolster economic engagement after former President Donald Trump quit a long-negotiated regional trade pact in 2017. U.S. hopes for an IPEF trade deal were dashed this week, after members could not agree on improving labor and environmental standards or compliance, people briefed on the talks said. U.S. exports to the region have grown 12%, 60% of U.S. exports are sent to a fellow APEC economy, and APEC members have invested $1.7 trillion into the U.S. economy since 2016, the official said. Biden plans to emphasize his administration's efforts to advance workers' rights in remarks on Thursday, the U.S. official said.

Mr. Orlins said the Chinese had prepared three versions of a speech Mr. Xi could deliver that night. After Wednesday’s events with Mr. Biden, Mr. Xi picked the friendliest one.

During his news conference following the summit, Biden summed up his approach to the Chinese leader. Xi at one point called on the United States to “not scheme to suppress or contain China,” Chinese state media reported. In the talks, Biden made clear to Xi that he viewed Hamas as separate from the Palestinians. As host of the meeting, Biden walked out of the building first to welcome Xi. Speaking after Biden, Xi offered starker view of US-China ties.

San Francisco CNN —President Joe Biden hopes to walk away from his closely watched summit with Chinese President Xi Jinping on Wednesday having put the US-China relationship on steadier footing after months of tension between the two superpowers. Biden administration officials have been working ever since to restore the channel, but those efforts were hampered by the tense episode involving a Chinese spy balloon that Biden ordered shot down earlier this year. And American officials have watched carefully as China scales up its military exercises in the water and air around the island. A political tight ropeAs Biden was preparing for Wednesday’s summit, Republicans questioned his decision to seek a meeting with Xi. The deal, which has been a priority for the Biden administration, would target companies that produce and export the source material to make the deadly synthetic opioid.

Even so, finding ways to “get back on a normal course” — in the words of Biden — matters hugely to the global economy. He also pointed to some American companies leaving China altogether, such as asset management giant Vanguard. In the third quarter, a measure of foreign direct investment into China turned negative for the first time in 25 years. The country is by far the world’s biggest gallium producer, and a leading global producer of germanium, according to the US Geological Survey. Listed American companies with big business in China, such as Apple (AAPL) and Tesla (TSLA), may face higher scrutiny, too.

It will be a rare summit before the U.S. presidential election cycle kicks off in earnest. "The immediate aftermath of the [Biden-Xi] meeting is likely to mark a cyclical high point for bilateral relations," he said. Taiwan is set to hold its presidential election in January, and a more pro-independence winner could stir more of Beijing's ire. Beijing considers Taiwan part of its territory, with no right to independently conduct diplomatic relations. The U.S. recognizes Beijing as the sole government of China but maintains unofficial relations with Taiwan, a democratically self-governed island.

REUTERS/Aly Song/File Photo Acquire Licensing RightsNov 12 (Reuters) - China is considering resuming purchases of Boeing's (BA.N) 737 Max aircraft when the U.S. and Chinese presidents meet this week at the APEC summit, Bloomberg News reported on Sunday, citing people familiar with the matter. Boeing is still waiting to resume deliveries of its bestselling 737 MAX to Chinese airlines more than four years after they were halted following two deadly crashes. The company had said that as of the end of June, about 90% of its 737 Max jets in China had resumed commercial operations. Boeing in September slightly increased its annual 20-year forecast for new plane deliveries to China, citing economic growth and increasing demand for domestic travel.

The summit won’t end the standoff between the world’s biggest economies. But it’s a sign that Biden and Xi want to maintain ties, despite trade tensions, tit-for-tat sanctions and questions about the future of Taiwan — and business leaders will be hoping for some sign of a thaw. Officials have been at pains to emphasize that the U.S. and China are competitors rather than zero-sum rivals. “We have a $700 billion trading relationship with China. The vast majority — 99 percent of that — has nothing to do with export controls,” Gina Raimondo, the commerce secretary, told CNN this weekend.

Between June 2018 and December 2021 there was a 25% tax imposed on the spirit, which decreased American whiskey exports by 18%. American whiskey exports to the EU jumped 118% in the first half of 2023 when compared to the same period in 2022. They went back and forth until 2021 when the tariffs on American whiskey were suspended and we took a great sigh of relief. The Biden administration’s leadership and efforts on this have enabled the suspension of tariffs on American whiskey and all distilled spirits products, but we are rightly anxious because a 50% tariff on American whiskey would be beyond devastating to exports. Since those tariffs have been suspended, we’ve seen American whiskey exports rebound to beyond pre-pandemic levels.

WASHINGTON (AP) — The United States is hosting the annual APEC summit of world leaders this week for the first time since 2011. But the main summit event will actually be on the sidelines: A face-to-face meeting between President Joe Biden and Chinese President Xi Jinping. The annual leaders' conference brings together heads of nations and other top economic and diplomatic leaders. That decision was regarded as a snub by some APEC leaders. Since then, the APEC leaders have posed together in batik shirts (Malaysia, 1998), Chinese jackets (Shanghai, 2001), flowing ponchos (Chile, 2004) and "ao dai” tunics (Vietnam, 2006.)

CNN —Ahead of high-stakes meetings next week between the United States and China, US Commerce Secretary Gina Raimondo dismissed the notion there would be a military conflict with China over Taiwan. Both the United States and China “have a desire to stabilize (their) relationship,” Raimondo told CNN’s Christiane Amanpour in an interviewed that aired Saturday. Raimondo noted the world is looking to the United States and China “to be responsible and manage this relationship.”Raimondo acknowledged there is a “great competition” with China, echoing similar sentiments expressed by President Joe Biden, who has stated the United States wants competition with China, rather than outright hostility and conflict. At the same time, Raimondo said she has told China “there can be no negotiation when it comes to matters of national security,” particularly with regard to semiconductor chips used to manufacture advanced weapons. Also on the table are issues surrounding military communication between the United States and China, the climate crisis and narcotics trafficking.

CNN —President Biden’s highly anticipated meeting with Chinese President Xi Jinping is set for next Wednesday in the San Francisco Bay Area, senior US administration officials said, setting up a test of whether the two men can slow a downward spiral in relations at a moment of heavy global turbulence. It includes restoring military-to-military communication between the two countries, a chief objective for Biden, who plans to press Xi on the issue. Despite a deep and apparently warm personal relationship cultivated during their time as vice presidents, Biden and Xi have overseen a deterioration in US-China relations to the lowest level in decades. That meeting was intended to establish a baseline for the relationship amid heightened economic and military tension. Ahead of next week’s meeting, US Treasury Secretary Janet Yellen invited Chinese Vice Premier He Lifeng, known as the country’s “economic tsar,” for a two-day meeting starting Thursday.

Presently, this relationship faces more challenges than it has encountered in the past two decades. They must also rebuild the essential habits of cooperation to address the existential challenges that have arisen. However, this deep-rooted reliance underscores their vulnerability to disruptions and uncertainties in the ever-shifting landscape of U.S.-China relations. Such a shift toward stability isn't just beneficial for these corporations but stands to bolster the overall bilateral relationship between the two nations. The summit could be the final chance to stabilize the relationship, demonstrating to domestic audiences in both countries and global stakeholders that a workable, if not entirely ideal, management framework for China-U.S. relations is possible.

These two points blunted anything that Federal Reserve Chairman Jerome Powell had to say and that was all it took to have the best week in the stock market of the year. He's the union president, which contributes to investor ennui given how unions have produced minus signs in the stock market wherever they prey. RISC-V, pronounced "risk five," is a free open-source technology that competes with costly proprietary technology from British semiconductor and software design company Arm Holdings (O9Ty.F), and Intel Corp (INTC.O). It can be used as a key part of anything from a smartphone chip to advanced processors for artificial intelligence. U.S. firms such as Qualcomm (QCOM.O) and Alphabet's (GOOGL.O) Google have embraced RISC-V, but so too have many Chinese companies. Reuters last month reported that at least four influential U.S. lawmakers view Chinese use of the technology as a potential national security threat because RISC-V is not captured by the sweeping export controls the U.S. has imposed on sending chip technology to China. They also asked the Biden administration about how it might apply an existing executive order to require U.S. companies to get an export license before working with Chinese companies on RISC-V technology.
