Russian actors "manufactured and amplified" a recent viral video that falsely showed a person tearing up ballots in Pennsylvania, the FBI and two other federal agencies said Friday. In the video, a person is seen destroying what are purported to be filled-out ballots in Bucks County, Pennsylvania. “The Bucks County District Attorney’s Office will not tolerate any voter suppression, intimidation, or fraud,” the statement added. Darren Linvill, co-director at Clemson University’s Media Forensics Hub, attributed the viral video to the Russian disinformation production team known to researchers as Storm-1516. The video’s quality and the use of actors who appear to have West African accents to pose as Black Americans were characteristic of the Russian campaign, Linvill said.

A broad Chinese hacking campaign against U.S. telecommunication networks targeted the phones of Republican presidential nominee Donald Trump and his running mate, Sen. JD Vance, two sources familiar with the matter say. Another source told NBC News that people affiliated with the campaign of Vice President Kamala Harris were also targeted. None of the three sources clarified whether campaign devices were successfully compromised or whether China stole their communications. It is unclear who in the Harris campaign was targeted or if others in the Trump campaign were targeted in addition to Trump and Vance. It's not clear that the hack was an attempt to influence the presidential election.

CNN —US intelligence has assessed that Russian operatives were behind a fake video purporting to show someone destroying mail-in ballots in Bucks County, Pennsylvania, that circulated on social media Thursday. CNN reported earlier Friday that US investigators suspected that Russian operatives were behind the fake video, according to two sources briefed on the matter. The Board of Elections in Bucks County, north of Philadelphia, was quick to debunk the video on Thursday. But the video was hatched by Russian operatives, according to Darren Linvill, an expert on Russian disinformation campaigns at Clemson University. Russian operatives have tried to denigrate Harris’ campaign, Iranians have tried to undercut Trump’s, while China has largely focused on down-ballot races.

An army of Chinese-controlled social media bots is attempting to influence voters in Alabama, Texas and Tennessee while denigrating Sen. Marco Rubio of Florida, according to research published Wednesday by Microsoft. The troll network has “parroted antisemitic messages, amplified accusations of corruption and promoted opposition candidates,” according to Microsoft. The bots amplified support for Blackburn’s election rival while spreading claims that she took money from pharmaceutical companies. Moore, McCaul and Blackburn are all running for re-election next month. The Microsoft researchers found the influence effort did not result “in high levels of engagement.” The report did not provide any metrics for how many Americans viewed the relevant social media posts.

New York CNN —Losses from Hurricane Milton could reach as high as $34 billion, according to an early estimate of both flood and wind damage from research firm CoreLogic, with between $4 billion to $6 billion of those losses being uninsured flood damage. Most insured flood damage is covered by the National Flood Insurance Program (NFIP), run by the Federal Emergency Management Agency. Homeowners who live in areas at high risk of flooding are often required by their mortgage lender to have flood insurance. The Milton losses will likely total far below CoreLogic’s estimated losses of up to $47.5 billion from Hurricane Helene, which came only two weeks before Milton. The lower end of the insured losses estimate from CoreLogic would be $17 billion, with $13 billion of wind damage covered by homeowners and business insurance , and $4 billion of insured flood losses.
