The chief, Herman Andaya, submitted his resignation citing health reasons, county officials said, “effective immediately.” A day earlier at a news conference, Mr. Andaya defended the decision not to activate the sirens, saying the outdoor alarms are used primarily for tsunamis and would not have helped because people are trained to seek higher ground when they hear the siren. Asked whether he regretted the decision a week after the disaster, Mr. Andaya responded: “I do not.”None of the 80 warning sirens placed around Maui were activated in last week’s fires, leading residents to question why they weren’t sounded as a fast-moving blaze overtook West Maui and killed more than 100 people. Many survivors said they received little or no warning, with downed power lines and cell towers preventing some electronic alerts from reaching residents.

CNN —A state agency delayed a water management company’s request to make more water available to fight the devastating wildfires in Maui earlier this month, according to letters obtained by CNN. The agency told Tremble that his company first had to ask about impacts on downstream users, according to the letter. Tremble told CNN by that time, his company’s water system manager left the area to evacuate his family and other staff couldn’t be reached. In a follow-up letter, Tremble thanked the chairperson for the prompt response. “This deployment does not suggest that First Deputy Manuel did anything wrong.”The agency declined to comment on whether quicker approval of West Maui Land Company’s request would have helped firefighters.

So far, only two of the 106 people confirmed dead have been publicly identified. About 1,300 people were unaccounted-for as of Monday, and officials expect the death toll to sharply rise in the coming days. Hawaiian Electric did not immediately respond to a request for comment on the downgrade. He added that Hawaiian Electric does not have a formal shut-off program and precautionary shut-offs have to be arranged with first responders, CNN reported. Also on Tuesday, brokerage Guggenheim cut its price target on the company's stock to $18 from $32. Wells Fargo and Morningstar cut their price targets for Hawaiian Electric on Monday.
