BANGKOK (AP) — One of Myanmar’s biggest and most powerful ethnic minority militias has arrested and repatriated more than 1,200 Chinese nationals allegedly involved in criminal online scam operations, an official of the group said Saturday. The arrests were carried out in territory controlled by the United Wa State Army, or UWSA, in eastern Shan state in raids on Tuesday and Wednesday, Nyi Rang, a liaison officer from the militia, told The Associated Press. The United Wa State Army is the biggest and strongest ethnic armed organization among the major ethnic minority groups in Myanmar, with an army of approximately 30,000 well-equipped soldiers and sophisticated weaponry including heavy artillery and helicopters, from China, with which it maintains close relations. The U.N. report about Southeast Asian cybercrime said the online fraud gangs were also active in southeastern Kayin state on the Thai border. The complexes were developed by Chinese investors in cooperation with the local Border Guard Forces, which are militias affiliated with Myanmar’s army.

Roman Semenov, the Russian national, and Roman Storm, were charged with laundering and violating sanctions through Tornado Cash, a crypto “mixer” that allegedly laundered more than $1 billion, including hundreds of millions that went to Lazarus Group, a North Korean cybercrime organization, the indictment alleged. The third co-founder of Tornado Cash, who was unnamed in the indictment, was arrested on money laundering charges in the Netherlands last year, the Treasury said. Tornado Cash is one of the most well-known mixers, and it, along with much of the crypto industry, was under growing regulatory scrutiny. Lazarus Group, the North Korean organization, allegedly used Tornado Cash in April and May 2022, the US attorney’s office said, in violation of US sanctions. The US Department of the Treasury sanctioned Tornado Cash last year, alleging it laundered more than $7 billion worth of crypto since 2019.

The Treasury Department said on Thursday that Andrea Gacki, an architect of the Biden administration’s sanctions program, would become the director of the Financial Crimes Enforcement Network in September. Her appointment is expected to bolster an agency that is central to the U.S. government’s efforts to crack down on money laundering and sanctions evasion, particularly given the number of new penalties imposed in the wake of Russia’s invasion of Ukraine. That has led to a vast effort by Russia to evade sanctions using shell companies, foreign exchange transactions and other complex financial maneuvers that the Financial Crimes Enforcement Network, known as FinCEN, is trying to stop. Ms. Gacki is currently the director of the Office of Foreign Assets Control, a unit within the Treasury Department where she has designed and imposed sanctions on countries such as Iran, North Korea and, most recently, Russia. In her new role at FinCEN, she will be leading another division within the Treasury that is responsible for cracking down on money laundering, cybercrime and sanctions evasion.

July 6 (Reuters) - Russia will allow the U.S. ambassador to Moscow to visit detained Wall Street Journal reporter Evan Gershkovich "on a reciprocal basis", Foreign Ministry spokeswoman Maria Zakharova said on Thursday. SEOUL, June 15 (Reuters) - North Korean hackers have set up a fake website that looks almost identical to the popular South Korean web portal Naver, marking a more sophisticated attempt to target users in the South, Seoul's spy agency said. "North Korea's hacking attacks targeting South Koreans are getting more elaborate," the spy agency said in a statement on Wednesday. Naver (035420.KS), which is operated by the tech giant of the same name, is South Korea's most-used web portal and search engine and offers various services ranging from email, news aggregation and online shopping. North Korean hackers have been blamed for cyberattacks netting millions of dollars, though Pyongyang previously has denied being involved in cybercrime. International monitors say stolen money has been pumped into North Korea's sanctioned nuclear and missile programs.

A 20-year-old Russian hacker was part of a campaign that worked to extort tens of millions of dollars from more than 1,400 victims, federal prosecutors said Thursday. Astamirov allegedly deployed ransomware called LockBit to steal sensitive data from the servers of businesses, then lock those systems and demand payment of hundreds of thousands of dollars. Department of Justice prosecutors allege Astamirov was directly responsible for five different attacks against U.S. businesses in Florida and Virginia, as well as international businesses based in France, Japan and Kenya. LockBit-powered attacks account for 16% of ransomware attacks against state and local governments, according to the Department of Homeland Security. Astamirov will face a federal judge Thursday, prosecutors said in a release announcing his arrest.

FBI officials repeatedly violated their own standards when they searched a vast repository of foreign intelligence for information related to the Jan. 6, 2021, insurrection at the U.S. Capitol and racial justice protests in 2020, according to a heavily blacked-out court order released Friday. The violations were detailed in a secret court order issued last year by the Foreign Intelligence Surveillance Court, which has legal oversight of the U.S. government's spy powers. At issue are improper queries of foreign intelligence information collected under Section 702 of the Foreign Intelligence Surveillance Act, which enables the government to gather the communications of targeted foreigners outside the U.S. That program expires at the end of the year unless it is renewed. FBI searches must have a foreign intelligence purpose or be aimed at finding evidence of a crime. The order says the FBI had maintained that the queries were likely to return foreign intelligence, though the reasons given for that assessment are mostly redacted.
