Israeli jets strike Houthi targets in Yemen after Tel Aviv attack

A giant fire erupts at an oil storage facility following Israeli strikes in Yemen's Houthi-held port city of Hodeida on July 20, 2024. Israeli warplanes struck the Houthi-controlled Yemeni port of Hodeida on July 20, a day after a drone attack by the Houthi rebels killed a civilian in Tel Aviv, both sides said. Israeli fighter jets struck Houthi military targets near Yemen's Hodeidah port on Saturday, killing at least three people and wounding 87, a day after a drone launched by the Iranian-backed group hit Israeli economic hub Tel Aviv. Houthi military spokesperson Yahya Saree said the Houthis "will not hesitate to strike vital targets of the Israeli enemy." On Friday, a long-range Iranian-made drone launched from Yemen hit the center of Tel Aviv in an attack claimed by the Houthis, killing one man and wounding four others.

CNN —For the first time, Israel has struck inside Yemen, following a deadly drone attack launched by Houthi rebels on Tel Aviv. Soon after the Israeli attack, the Houthis said they launched a fresh barrage of missiles towards Israel, promising a response that will be “huge and great.”Here’s what we know. The US and UK have responded to those attacks by carrying out strikes on Houthi targets in Yemen. A tipping point for Israel appears to have come on Friday, when a drone attack was launched on Tel Aviv, killing one Israeli citizen and injuring several others. Houthi Drone Strike Highlights Dilemmas for Israel
  + stars: | 2024-07-20 | by ( Patrick Kingsley | ) www.nytimes.com   time to read: +1 min
Israel faces a strategic dilemma over how best to retaliate for the drone attack on Tel Aviv claimed by Yemen’s Houthi militia, which is based thousands of miles from Israel’s southern borders. The attack, which struck an apartment building early on Friday near the United States diplomatic compound, killing one person and wounded several others, has heightened concerns in Israel about the threat of Iran. Tehran funds and encourages militias opposed to Israel throughout the region, including Hamas in Gaza and Hezbollah in Lebanon, in addition to the Houthis in Yemen. According to military experts, those factors make it harder for drones to be tracked by radar and intercepted by surface-to-air missiles. Yoav Gallant, the Israeli defense minister, has vowed revenge for the attack, but analysts said this weekend that Israel had few obvious options against a militia that shares no common border with Israel and has appeared undeterred by earlier displays of force by Western powers.

CNN —At least 71 Palestinians have been reported killed in an Israeli strike on a displacement camp in southern Gaza which Israel said targeted Hamas’ military chief, who was an alleged mastermind of the October 7 attacks. “I cannot describe to you the magnitude of the tragedy,” one resident told CNN. Mohammed Deif – the leader of Qassam Brigades, Hamas’ military wing – was the figure targeted, an Israeli security official told CNN. “As a result, there were no additional reserve forces in the area that could have been sent to Kibbutz Be’eri,” the inquiry said. When intelligence chiefs of the United States, Israel and Egypt went to Qatar on Wednesday for talks aimed at brokering a cease-fire in Gaza, there was more on the line than Israel’s war against Hamas. Hezbollah and Hamas are both allied with Iran in what they call “the axis of resistance,” a coalition that opposes Israel’s right to exist. Israeli forces and Hezbollah fighters in Lebanon, who are backed by Iran, have traded fire since the war in Gaza began after Hamas led an attack on Israel on Oct. 7. Israeli government officials and military leaders have in recent weeks toured northern Israel and met with troops stationed there who were preparing for a potential escalation. Whether efforts at de-escalating the conflict between Israel and Hezbollah can succeed may well depend on how the cease-fire talks in Qatar progress.

Iran and Israel traded threats Saturday of what Iran said would be an "obliterating" war over Hezbollah. Attacks intensified this month after Israel killed a top Hezbollah commander and Hezbollah responded with some of its biggest missile barrages. "Such a war would be a catastrophe for Lebanon," Defense Secretary Lloyd Austin said as he met recently with Israeli Defense Minister Yoav Gallant at the Pentagon. "Another war between Israel and Hezbollah could easily become a regional war, with terrible consequences for the Middle East." Israeli Foreign Minister Israel Katz responded by pledging his country would move against Hezbollah with "full force" unless it stopped attacks.

Illegal Israeli settlements in the Gush Etzion settlement block in the Israeli-occupied West Bank in 2020. But after the first Arab-Israeli war, Jordan took control of the West Bank, and Jerusalem became divided between Israel and Jordan. In the 1967 war, Israel annexed East Jerusalem and occupied the West Bank, which it says is disputed territory whose fate should be determined in negotiations. That appears to be the goal for Mr. Smotrich, who adamantly opposes Palestinian statehood. In a social media post on Thursday, Mr. Smotrich indicated that the latest settlement legalization was a response to those decisions.

The United States is in the midst of an intense diplomatic push to prevent full-on war between Israel and Hezbollah forces in Lebanon, as the risks rise that either side could initiate a broader regional fight. Israel’s defense minister, Yoav Gallant, met with several Biden administration officials in Washington this week, in large measure to discuss the escalating tensions along Israel’s northern border with Lebanon. That visit followed one last week by Israel’s national security adviser, Tzachi Hanegbi, and its minister of strategic affairs, Ron Dermer. Also last week, a senior White House official, Amos Hochstein, who has assumed an informal diplomatic role mediating between the two sides, visited Israel and Lebanon. Mr. Hochstein warned Hezbollah, which is supported by Iran, that the United States would not be able to restrain Israel should it commit to an all-out war with the militia group.

Washington CNN —American officials went through a line-by-line explanation of hundreds of US weapons shipments to Israel in meetings this week with the country’s defense minister in a bid to rebut claims from Prime Minister Benjamin Netanyahu that President Joe Biden was delaying military assistance. The meetings with Defense Minister Yoav Gallant came amid a growing spat between the Biden administration and Netanyahu, who has claimed that armaments are being delayed to the intense frustration of Washington. “We had a very good opportunity to sit down with experts from across our system and go through every single case,” a senior US administration official said. Since Netanyahu first took his complaints public last week, White House officials have brushed off some of his comments as motivated by politics as he works to maintain a fragile grip on power. We look forward to constructive consultations with the defense minister in Washington this week,” a White House official said.

Jerusalem CNN —Israel’s Supreme Court on Tuesday ordered the government to draft ultra-Orthodox Jews into the military, delivering a blow to Prime Minister Benjamin Netanyahu that has the potential to unravel his ruling coalition. Ultra-Orthodox Jews view religious study as fundamental to the preservation of Judaism, as important to Israel’s defense as the military. Netanyahu’s defense minister, Yoav Gallant, has publicly criticized Netanyahu’s attempt to exempt Haredi Jews. This is not the first time the Supreme Court has struck down the Haredi exemption. In 1998, the court told the government that allowing Haredim to get out of conscription violated equal protection principles.

Washington CNN —American officials are hoping to gain a better understanding of Israel’s war plans in meetings this week with the country’s defense minister, who arrived in Washington as the rift widened between the Biden administration and Prime Minister Benjamin Netanyahu. “We will not end the war until we return all of our hostages – 120 hostages, the living and the deceased. Netanyahu said that once the “intense phase” of the Gaza conflict is over Israel will continue “mowing the grass” in Gaza, which US officials oppose. But Netanyahu ignored the demand from his defense minister, refusing to make such a public statement. And former Defense Minister Benny Gantz, who resigned from a unity government with Netanyahu two weeks ago, accused Israel’s longest-serving leader of putting political considerations ahead of a post-war strategy.

An Israeli strike killed a top official in charge of ambulance services in the Gaza Strip, local health officials said on Monday, as the Israeli defense minister met with top American officials in Washington about a possible new phase in the Israeli offensive. The official, Hani al-Jafarawi, who was the director of ambulance and emergency services in Gaza, was killed in a strike on a health clinic in Gaza City, the Gazan Health Ministry said. The Israeli military did not respond to a request for comment. The meetings in the Washington area by Israel’s defense minister, Yoav Gallant, with the C.I.A. director, William J. CNN —Israeli Prime Minister Benjamin Netanyahu has defended his decision to go public about delays in the supply of weapons from the United States, saying months of private discussions did not yield any results. At the beginning of a cabinet meeting Sunday, Netanyahu said that “after months of no change in this situation, I decided to give it a public expression. The US remains Israel’s most important ally and biggest supplier of arms but has voiced increasing concern over the mounting civilian casualties in Gaza. Our ties are crucial and perhaps more important than ever, at this time,” Gallant told reporters, according to a statement from the Israeli defense ministry. The Israeli defense minister has clashed with Netanyahu, who is facing an ongoing battle to keep his government together.

Mr. Gallant was invited to Washington by his counterpart, Defense Secretary Lloyd J. Austin III, according to Mr. Gallant’s office. “The United States is our most important and central ally,” Mr. Gallant said shortly before his departure. Hagari’s comments prompted a terse response from Netanyahu’s office, which said Israel’s security cabinet “has defined the destruction of Hamas’ military and governing capabilities” as one of the aims of its war in Gaza. Palestinians inspect damage after an Israeli strike on the Nuseirat camp in central Gaza, June 9, 2024. Last weekend, the IDF announced a daily “tactical pause” of military activity along a route in southern Gaza to allow aid to be distributed – a decision that rankled Netanyahu, an Israeli official told CNN. The IDF’s decision to implement tactical pauses also drew fierce criticism from the increasingly rancorous far-right wing of Netanyahu’s coalition.

CNN —US officials have serious concerns that in the event of a full-blown war between Israel and Hezbollah, the Iran-backed militant group could overwhelm Israel’s air defenses in the north — including the much-vaunted Iron Dome air defense system, three US officials told CNN. Israeli officials have told the US they are planning to shift resources from southern Gaza to northern Israel in preparation for a possible offensive against the group, US officials told CNN on Wednesday. “We assess that at least some” Iron Dome batteries “will be overwhelmed,” said a senior administration official. Earlier this month, Hezbollah released a video purporting to show a drone striking and damaging an Iron Dome battery on an army base in northern Israel. The Iron Dome is fundamental to Israel’s defense and the US government has spent over $2.9 billion on the program, according to the Congressional Research Service.

CNN —Israeli Prime Minister Benjamin Netanyahu has disbanded the country’s war cabinet, an Israeli official has told CNN, just over a week after opposition leader Benny Gantz withdrew from the body. Announcing his “complex and painful decision” to leave the war cabinet on June 9, Gantz said, “Netanyahu prevents us from moving forward to a real victory [in Gaza].” Eisenkot also quit the war cabinet. By dismantling the cabinet, Netanyahu avoids having to accede to that demand – or reject it. Another interpretation is that without Gantz – and Eisenkot – in it, there was no longer any point in keeping the war cabinet going. Instead, an Israeli official tells CNN, Netanyahu will in future hold smaller forums to discuss sensitive matters relating to the war with Hamas.

Israel’s defense minister on Friday rejected a diplomatic effort by France aimed at ending months of cross-border strikes between Israel and Hezbollah that have been intensifying this week and raising fears of a full-blown war. More than 150,000 people on both sides of the border have been displaced by the fighting. And Israel has warned that it is prepared to take stronger action to dislodge Hezbollah militants from southern Lebanon. On Thursday, Emmanuel Macron, the French president, said France and the United States had agreed in principle to establish a trilateral group with Israel to “make progress” on a French proposal to end the violence. But Israel’s defense minister, Yoav Gallant, who has called for Israel to take a harsher tack against Hezbollah, rebuffed Mr. Macron’s overture on Friday.

CNN —A United Nations inquiry into the first few months of the war in Gaza has found both Israel and Hamas committed war crimes and grave violations of international law, in the body’s first in-depth investigation into the October 7 attacks and the ensuing conflict. Rockets are launched by Hamas from the Gaza Strip towards Israel on October 7, 2023. Hatem Moussa/APIn the first 2.5 months of the conflict, the commission found, Israel committed war crimes as well as crimes against humanity – the latter defined as a widespread, systemic attack directed at a civilian population. The International Criminal Court announced last month it was seeking arrest warrants for several top Hamas and Israeli leaders, including Israeli Prime Minister Benjamin Netanyahu on charges of war crimes and crimes against humanity. “It is imperative that all those who have committed crimes be held accountable,” said commission chair Navi Pillay.
