The scale of firms whose investment plans are impacted by election uncertainty is “pretty remarkable” compared to prior elections, said Daniel Weitz, survey director at the Atlanta Fed. The Fed’s Beige Book, a quarterly collection of survey responses from businesses compiled by the 12 regional Fed banks published Wednesday, highlighted a wide range of businesses that are suffering because of election uncertainty. But the blowback that businesses are facing from the election uncertainty should subside once the policy path ahead becomes more clear, at which point we could start to see a rebound in hiring and capital investment businesses make, Meyer told CNN. The Biden administration is proposing a rule that would provide women with private insurance access to over-the-counter birth control pills and other contraceptives at no cost, the White House said on Monday. “This rule, once finalized, will expand contraception coverage for 52 million women of reproductive age with private health insurance,” White House Gender Policy Council Director Jennifer Klein said during a briefing. “For the first time ever, women would be able to obtain over-the-counter contraception without a prescription at no additional cost, and health plans would have to cover even more prescribed contraceptives without cost sharing,” she said. Perrigo Co.’s Opill is currently the only daily birth control pill approved for sale without a prescription by the Food and Drug Administration, but the proposed rule covers other forms of over-the-counter contraceptives, including emergency contraception such as morning after pill Plan B, spermicides, birth control sponges, and condoms. The rule will also require that health plans cover all FDA-approved contraceptive drugs and some devices, including IUDs, without cost sharing in many cases.

Liz Cheney participated in a series of moderated conversations on Monday across the "Blue Wall" battleground states of Pennsylvania, Michigan and Wisconsin. The Harris campaign is courting disaffected Republicans, who may be on the fence about voting for Trump. The campaign kicked off a "Republicans for Harris" group in August and has since amplified the voices of a small, but growing, number of prominent Republicans who have come out in support of the Democratic vice president. CNBC spoke to Foster about the economics of abortion access and the financial impacts of the end of Roe v. Wade. Diana Greene Foster: One good thing about The Turnaway Study is that our demographics closely resemble national demographics on who gets abortions. [They're also] more likely to have evictions, have a larger amount of debt if they're denied an abortion. The number of public records, such as bankruptcies, evictions and court judgements, significantly increased for those denied abortions, by 81%. So, it isn't the case that everyone who wants an abortion is now carrying a pregnancy to term.

With voters citing the economy and inflation, abortion, immigration and democracy as top issues in this election, the survey tested a series of policy proposals on those topics, offering clues about which policies could move voters. The survey did not identify which party or candidate is associated with the proposal. While economic policies could move voters toward a candidate, the survey also finds that election denialism could turn them off. Voters across swing groups, including suburban women, independents, moderates and seniors, say they are less likely to support a candidate who denies the election results. The NBC News poll of 1,000 registered voters, 898 of whom were reached by cellphone, was conducted Oct. 4-8.
