The Biden administration is taking steps to impose a 10-year ban on funding for the Wuhan Institute of Virology, the Chinese research laboratory at the center of a heated debate over the origins of the coronavirus pandemic, according to a memo made public by a House subcommittee on Tuesday evening and an official familiar with the issue. The memo, written by an official in the Department of Health and Human Services, said the institute had failed to comply with repeated requests from the National Institutes of Health for laboratory notebooks and other documents necessary to establish its safety practices. The N.I.H.’s conclusion that the Wuhan institute “likely violated protocols of the N.I.H. regarding biosafety is undisputed,” wrote the official, whose name was redacted. The memo said that suspension of funding was necessary to “mitigate any potential public health risk,” and that there was “adequate evidence” to initiate “debarment proceedings.”The institute, which has not received any federal money since 2020, now has 30 days to respond to the notice.

Hong Kong CNN —Chinese officials on Wednesday unveiled new details about their plans for a manned lunar mission, as China attempts to become only the second nation to put citizens on the moon. Zhang Hailian, deputy chief engineer with the China Manned Space Agency (CMSA), revealed the preliminary plan at an aerospace summit in the city of Wuhan on Wednesday, according to state-run news agency Xinhua. To prepare for the mission, Chinese researchers are busy developing all the necessary equipment including moon suits, manned lunar rovers, manned spaceships and moon landers, Xinhua reported. The state media reports did not say how many astronauts China plans to send to the moon. China has also spent the past few years building its own Tiangong space station, which was completed in November.

BEIJING, July 12 (Reuters) - China plans to send two rockets to the moon by 2030, one carrying the spacecraft that will land on the surface and the other transporting the astronauts. The race to send people to the moon has intensified in recent years with both China and the United States are eyeing potential mineral resources on the moon. The last NASA crewed landing was in 1972, and U.S. astronauts are expected to return to the moon by 2025. To meet China's lunar objectives, Chinese researchers are developing the super-heavy Long March 10 carrier rocket, a new-generation crewed spacecraft, a lunar lander, and a crewed lunar rover, according to Zhang. In 2020, China brought back lunar samples from the moon on an uncrewed mission, making China the third nation to have retrieved lunar samples after the United States and the Soviet Union.

The United States is home to an enormous array of animal industries — including industrial agriculture, fur farming and the exotic pet trade — that pose a significant risk of creating infectious disease outbreaks in humans, according to a new report by experts at Harvard Law School and New York University. Moreover, the nation “has no comprehensive strategy” to mitigate the dangers posed by these practices, many of which operate with little regulation and out of public view, the authors concluded. “The risk is staggering, because our use of animals is staggering,” said Ann Linder, the report’s lead author and an associate director at Harvard’s animal law and policy program. “And we don’t even really understand where that risk is.”Zoonotic diseases, or those that spread from animals to humans, account for roughly 60 percent of all known infectious diseases and 75 percent of new and emerging ones, according to the Centers for Disease Control and Prevention. Although the exact origins of the Covid-19 pandemic remain murky, the possibility that the coronavirus might have first jumped into humans at a live animal market in Wuhan, China, prompted calls to shut down these so-called wet markets, especially in Asia.

June 23 (Reuters) - U.S. intelligence agencies found no direct evidence that the COVID-19 pandemic stemmed from an incident at China's Wuhan Institute of Virology, a report declassified on Friday said. "The Central Intelligence Agency and another agency remain unable to determine the precise origin of the COVID-19 pandemic, as both (natural and lab) hypotheses rely on significant assumptions or face challenges with conflicting reporting," the ODNI report said. The report said that while "extensive work" had been conducted on coronaviruses at the Wuhan institute (WIV), the agencies had not found evidence of a specific incident that could have caused the outbreak. U.S. President Joe Biden in March signed a bill declassifying information related to the origins of the pandemic. As of March 20, four other U.S. agencies still judged that COVID-19 was likely the result of natural transmission, while two were undecided.

CNN —The US intelligence community still believes it is plausible that Covid-19 originated in a laboratory or in the wild, a conclusion that has been consistent for months, according to newly declassified information released Friday evening. And almost all American intelligence agencies also assess that the virus itself was not genetically engineered, the report states. “Most agencies assess that SARS-CoV-2 was not laboratory-adapted; some are unable to make a determination. All IC agencies assess that SARS-CoV-2 was not developed as a biological weapon,” according to the ODNI report. One of those named researchers, Ben Hu, is a leading scientist who has worked on bat coronaviruses related to SARS. In September 2021, DRASTIC also obtained a funding proposal that the Wuhan Institute of Virology’s U.S. collaborator, EcoHealth Alliance, submitted to the Pentagon’s Defense Advanced Research Projects Agency. The proposal called for using genetic engineering to perform experiments with bat SARS-like coronaviruses and modify them by inserting features that can increase their ability to infect humans. The feature could also have evolved naturally, and many scientists dismissed its significance as evidence that research set off the pandemic origins. HONG KONG, June 16 (Reuters) - China's tech firm Baidu Inc said on Friday that it has obtained a commercial licence from regulators for its driverless ride-hailing service in parts of Shenzhen, the country's tech hub. Its fleet of driverless robotaxis, under the brand Apollo Go, will be allowed to operate and collect fares from passengers across an area of 188 square km (116.82 square miles) in Shenzhen, the company said. Baidu first brought self-driving cars to Shenzhen in 2022 but its cars then were not allowed to go on the roads without human supervisors onboard. Baidu has obtained licences from three other Chinese cities including Wuhan, Chongqing and Beijing to offer fully driverless service there. Baidu also said it plans to put an additional 200 fully driverless robotaxis on the road this year.

BEIJING, June 9 (Reuters) - China is canvassing public opinion on draft guidelines to punish cyber violence, authorities said on Friday, as concern grows over online bullying and attacks targeting women and children in the world's largest internet community. Cyber violence, unlike traditional crimes, often aims at strangers so that victims face "extremely high" costs to protect their rights, the guidelines showed, leading to consequences such as social death, insanity and suicides. June 25 is the deadline set for comment on the guidelines drafted jointly by the public security ministry, the supreme people's procuratorate (SPP) and the supreme people's court. The measures target behaviours such as the spread of online rumours, insults and personal information, and perpetrators could face criminal punishment. The public appeal by Wuhan, which was at the epicenter of the Covid-19 pandemic that began in late 2019, is highly unusual and underscores the fiscal challenges facing China’s local governments. A real estate crash has exacerbated the problem, as local governments rely heavily on land sale revenues. Analysts estimate China’s outstanding government debts surpassed 123 trillion yuan ($18 trillion) last year, of which nearly $10 trillion is so-called “hidden debt” owed by risky local government financing platforms. Wuhan and Kunming are not the only city governments revealing the extent of their debt problems.
