The United States was sending more troops to Vietnam, and Mr. Hunter had recently found out he was one of them. During the session in her apartment, Ms. Neel outlined Mr. Hunter’s body, his hands, his legs and the chair on the five-foot-tall canvas. Mr. Als views these gestural marks outlining his legs, his jacket, his hand as a kind of memory of Mr. Hunter. But they could not locate Mr. Hunter or firmly establish his fate, only that he probably did not die in the Vietnam War. And she saved it and loved that painting as much as any.”The painting was kind of a bittersweet breakthrough for Ms. Neel, Ms. Baum said.

Israel launched a ground incursion that risks repeating its past mistakes in Lebanon. From 1985 to 2000, Israel occupied a 15-mile-wide "security zone" in southern Lebanon, ostensibly run by a Lebanese Christian faction backed by IDF troops. Israel returned in 2006, when 30,000 Israeli troops crossed the border in retaliation for a Hezbollah ambush of IDF troops in northern Israel. Hanoi Reuters —Vietnam on Wednesday protested to China over what it said was an attack on a Vietnamese fishing boat three days ago in contested South China Sea waters that injured several fishermen. The Vietnamese foreign ministry said in a statement that Chinese law enforcers beat the Vietnamese fishermen and took away their fishing equipment when their boat was operating near Hoang Sa, Vietnam’s name for the Paracel Islands. The Chinese-controlled islands, also claimed by Vietnam, are in the South China Sea, a busy global maritime waterway, almost all of which is claimed by China. “Vietnam is extremely concerned, indignant and resolutely protests the brutal treatment by Chinese law enforcement forces of Vietnamese fishermen and fishing boats operating in the Hoang Sa archipelago of Vietnam,” foreign ministry spokesperson Pham Thu Hang said in a statement. Vietnamese state media reported this week that around 40 people from two foreign vessels had beaten the fishermen with iron pipes, injuring 10.

NEW YORK — President Joe Biden met with Vietnamese President To Lam for talks on Wednesday, aiming to deepen relations with the Southeast Asian country and manufacturing hub and counter its ties with China and Russia. Biden and Lam, the ruling Communist Party chief making his first visit to the U.S. as president, met on the sidelines of the United Nations General Assembly in New York. On meeting Biden on Wednesday, Lam hailed what he called Biden’s historic contribution to elevating bilateral relations. The Vietnam News Agency reported Lam told Biden that Vietnam was on the brink of a new era of development, and that it was a friend and reliable partner. “Vietnam will continue to firmly implement its foreign policy of independence, self-reliance, multilateralism and diversification,” Lam told Biden, the state media agency reported.

White phosphorus is a waxy substance that ignites instantly when exposed to oxygen. During 20th century conflicts, including World War II and Vietnam, the U.S. used white phosphorus against enemy troops. The Pentagon recommendation was to provide white phosphorus artillery shells to Ukraine to produce light and smoke, not for use against enemy troops. White phosphorus munitions are not illegal and white phosphorus is not classified as a chemical weapon under the Chemical Weapons Convention. The Palestinian Foreign Ministry asserts that Israel used phosphorus bombs in its attacks on populated areas in Gaza City on Oct. 11, 2023.

CNN —After more than five decades at the forefront of United States foreign policy, President Joe Biden may have hoped to use his speech to over a hundred world leaders at the United Nations General Assembly in New York to burnish both his own legacy and the country’s leadership on the world stage. “The world has changed, and the world’s gotten more difficult in many ways,” one senior administration official said. Election loomingIn New York, world leaders will find themselves grappling with the growing list of global flashpoints – all while an election just weeks away looms over the US’ role as the democratic world’s champion, benefactor and leading arms supplier. While Biden will be formally representing the US at the table, former president Donald Trump and Vice President Kamala Harris are separately meeting with world leaders to bolster relationships and outline their own goals. This will be followed by a meeting focused on Ukraine reconstruction with world leaders – a critical topic ahead of Biden’s meeting with Zelensky later this week.

Each of the efforts, in varying ways, faces obstacles. The nation’s top leader, Xi Jinping, will need close cooperation from border countries, some of which are politically volatile, like Kyrgyzstan, or internationally isolated, like North Korea. Neighboring countries that have long been wary of China, like Vietnam, will need to be reassured. But others have warned of Chinese domination of the Laotian economy. The new initiatives would also be expensive, and China has begun emphasizing smaller Belt and Road projects elsewhere.
