Top Democrats and Republicans in Congress on Tuesday released a $78 billion compromise they have reached to expand the child tax credit and restore three popular expired business tax breaks, but the package faces a challenging road to enactment in an election year. The plan includes $33 billion to partly extend a major expansion of the child tax credit that was initially beefed up for one year as part of the sweeping 2021 pandemic aid law, and another $33 billion to reinstate a set of expired business tax benefits related to research, business and capital deductions. It would also include an increase of a tax credit to encourage the development of low-income housing, tax relief for disaster victims and tax breaks for Taiwanese workers and companies operating in the United States. The package would be financed by reining in the employee retention tax credit, a pandemic-era program to encourage employers to keep workers on payroll that has become a hotbed of abuse. They have led an intensive round of discussions aimed at striking a compromise and pushing it into law in time for the start of tax filing season this month.

That jury’s finding stemmed from statements Trump made in 2022, while the current case is dealing with statements Trump made while he was president in 2019. “Donald Trump sexually assaulted E. For an incumbent president, primary races -- the state-by-state competitions that nominate a political party's official presidential candidate -- are normally a perfunctory affair. Pro-Biden Democrats' volunteer-focused effort, with just a $100,000 budget, will encourage primary voters to put Biden's name on the New Hampshire ballot. Lyndon B. Johnson, then the Democratic incumbent, shunned the New Hampshire primary in 1968 due to over-confidence, only to see an insurgent campaign from Minnesota, U.S. Biden write-in organizers have largely settled on asking voters to write in "Joe Biden," but believe that other names like "President Biden" and "President Biden and Vice President Harris" satisfy a state law that says to count the vote if the reasonable intent of the voter is clear. CNN —Donald Trump is promising a second presidency that would be an aberration in American history. And Trump’s ambitions should be taken seriously because one year from the election, President Joe Biden’s reelection hopes are far from secure. He dehumanizes his political enemies, has discredited the legal, political and electoral system, has demonized the press and has targeted vulnerable members of society, minorities and immigrants, as scapegoats. With questionable historic comparisons, Trump’s critics only fuel his bid to provoke the outrage that is essential to his political appeal. Nikki Haley have only criticized Trump obliquely, understanding there’s no market in the modern Republican Party for confronting Trump’s lawlessness.

Harris was joined in the state capital by South Carolina Rep. Jim Clyburn, one of the leading Black voices in Congress. Since announcing his reelection bid in April, Biden has made far more frequent official visits to Pennsylvania — a key battleground in the general election — than states that will decide Democrats' 2024 primary. “It was South Carolina that created the path to the White House for Joe Biden and me,” Harris said. Harris spoke in a crowded room at state party headquarters, flanked by cheering supporters holding Biden-Harris and South Carolina Democratic Party signs. Minnesota Rep. The CNN poll finds that 25% of voters believe Biden has the stamina and sharpness to serve effectively, while 53% say Trump does. The CNN poll encapsulates this potential dilemma for voters. And given his national approval rating in the CNN poll of only 39%, any economic downturn next year would be disastrous for him. Voters see Trump as a stronger leader, suggesting that bluster and threats are more convincing than Biden’s nuanced approach. Some Democrats want the Education Department to recoup funds from Ashford and University of Phoenix. The department previously accused those schools of fraud, granting thousands of borrowers debt relief. The lawmakers want the schools to pay up so taxpayers don't foot the bill for the relief. The Democrats referenced two recent actions to provide relief for borrowers who went to for-profit schools accused of predatory behavior: $72 million in relief for 2,300 borrowers "cheated" by Ashford University, and $37 million in relief for 1,200 borrowers "deceived" by the University of Phoenix, according to the Education Department. The message is one more indication of the political and security challenges the U.S.-Mexico border has presented for President Joe Biden. As President Biden shifts his re-election campaign into higher gear, the strength of his candidacy is being tested by a striking divide between Democratic leaders, who are overwhelmingly unified behind his bid, and rank-and-file voters in the party who harbor persistent doubts about whether he is their best option. From the highest levels of the party on down, Democratic politicians and party officials have long dismissed the idea that Mr. Biden should have any credible primary challenger. Yet despite their efforts — and the president’s lack of a serious opponent within his party — they have been unable to dispel Democratic concerns about him that center largely on his age and vitality. The discord between the party’s elite and its voters leaves Democrats confronting a level of disunity over a president running for re-election not seen for decades. Interviews with more than a dozen strategists, elected officials and voters this past week, conversations with Democrats since Mr. Biden’s campaign began in April, and months of public polling data show that this disconnect has emerged as a defining obstacle for his candidacy, worrying Democrats from liberal enclaves to swing states to the halls of power in Washington.

ATLANTA (AP) — Democratic Sen. Raphael Warnock on Friday urged Atlanta's mayor to be more transparent in how city officials handle a petition drive led by opponents of a proposed police and firefighter training center, saying he is “closely monitoring” the issue. Warnock's letter comes after weeks of calls from “Stop Cop City” activists who were furious that the state's top Democrats had stayed largely silent over the city's plan to adopt a signature-matching verification process. Activists and prominent voting rights groups have decried the restriction as voter suppression. The deadline had been previously extended until September by a federal judge, but an appellate court on Sept. 1 paused the enforcement of that order, throwing the effort into legal limbo. That announcement from the city prompted a federal judge overseeing the case to accuse officials of moving the goalposts on the campaign, saying they have “directly contributed” to a widespread sense of confusion over the matter.

The vote capped a legislative session in California that once again showed the strength of organized labor in the nation's most populous state. They could get unemployment benefits starting in January, which could benefit actors, writers and Southern California hotel workers who have been on strike for months. Organized labor's influence is easily explained by their prolific campaign donations, as they are some of the most reliable source of funds for the Democrats who control the state Legislature. In the spring, lawmakers agreed to Newsom's request to authorize state regulators to punish oil companies for price gouging. Democrats and Republicans in the Senate Appropriations Committee have backed the 12 separate spending bills that would finance most government operations for fiscal 2024, while their House Appropriations Committee has been producing bills with only Republican support. The Hunter Biden case has become the latest example of America’s dueling realities. You may see the Hunter Biden obsession as the latest in a line of conservative conspiracy theories, joining Barack Obama’s birthplace, John Kerry’s Vietnam War record and the suicide of Vince Foster. Today’s newsletter is for both those readers who believe the case deserves more attention and those whose instinct is to skip any article about Hunter Biden. The measures stand no chance of passing in the Democratic-led Senate, which is planning to begin considering its own version of the bill next week. Even if Republicans can muscle their bill through the House, the deep chasm between the chambers is expected to set off a protracted fight that could threaten Congress’s ability to maintain its six-decade track record of passing defense policy bills each year. Representative Adam Smith of Washington, the top Democrat on the Armed Services Committee, lamented the Republican approach to the legislation, saying it had ruined a bill that had emerged from the panel on a near-unanimous vote. They spent weeks agitating for reluctant G.O.P. leaders to include the socially conservative amendments in the defense bill debate, ultimately forcing the issue by threatening to block progress on the legislation until they got their way.
