Underdogs Chile make four changes for Samoa game
  + stars: | 2023-09-14 | by ( Lawrence White | ) www.reuters.com   time to read: +1 min
TOULOUSE, France, Sept 14 (Reuters) - Chile coach Pablo Lemoine resisted the urge to make too many adjustments to the team for their Pool D Rugby World Cup match against Samoa on Saturday with four changes as they bid to bounce back from an opening defeat by Japan. Los Condores bring in Tomas Dussaillant at hooker, try a new second row pairing of Santiago Pedrero and Pablo Huete and give a start to Jose Ignacio Larenas on the left wing. The lowest ranked team at this World Cup and making their debut in the tournament, Chile notched two tries in the 42-12 loss to Japan but also suffered a pair of yellow cards and now look to the Samoa game as their best remaining chance of a win. Among the players to watch in the Chile side are full back Inaki Ayarza, a deft runner who sparked their opening score against Japan, and flyhalf Rodrigo Fernandez who finished it. The accomplished Fernandez has already caught the eye with his all-round game and will have to be at his best for Chile to beat Samoa for an unlikely first-ever win in a World Cup game.

MANCHESTER, Sept 13 (Reuters) - Britain battled to victory over last year's Davis Cup runners-up Australia in their Finals group stage opener on Wednesday, while Spain and Italy both suffered chastening defeats at home in the premier men's team competition. "It's amazing to play my first Davis Cup tie in the UK in this sort of arena. In Valencia, the Czech Republic took an unassailable 2-0 lead over hosts Spain, who were missing Carlos Alcaraz after the world number two decided to pull out of the squad to recover following his U.S. Open semi-final defeat. Italy also endured a disappointing day in front of home fans in Bologna, as defending champions Canada secured a comfortable Group A victory in a re-match of last year's semi-final. Italy are without Jannik Sinner and Matteo Berrettini this week but still have three top-50 singles players in the squad.

The decision by EPA Administrator Michael Regan means that one of the agency's most important air quality regulations will not be updated until well after the 2024 presidential election. Political Cartoons View All 1145 ImagesThe delay marks the second time in 12 years that a Democratic administration has put off a new ozone standard prior to an election year. Former President Barack Obama shut down plans to tighten ozone standards in 2011, leading to four-year delay before the standards were updated in 2015. "Unfortunately we’ve seen the process for updating the ozone standards repeatedly swept up in political games that risk lives,'' the lawmakers said in an Aug. 7 letter to EPA. Lianne Sheppard, a University of Washington biostatistics professor who chairs the scientific advisory panel, said Regan's decision was “his alone” to make.

Higher interest rates created a 'golden handcuff' effectSince it's unlikely rates will drop anytime soon, this has created a so-called golden handcuff effect. Similar to the financial incentives employers may offer to discourage employees from leaving a company, homeowners are now bound by their low mortgage rate. They don't want to move now and give up that low rate to buy at a higher rate. Between 1978 and 1981, mortgage rates similarly doubled from around 9% to more than 18%, compelling more homeowners to hold on to their homes. However, "mortgage rates weren't at record lows in the late 70s before they started to skyrocket in the early 80s, nor did home prices increase as rapidly," Channel said.

The misery unfurls in a straight timeline of dramatic scenes that leap over the lived-in moments that make up a relationship. We only get fleeting seconds of Martin and Agathe without Tomas dominating the conversation, or lack of one, as he tends to mutely prod them into an extended sex scene. As a result, we barely know his partners at all. Agathe, in particular, might look powerful in Khadija Zeggaï’s striking costumes, but she’s so vaguely written that she barely seems to exist when Tomas isn’t in the room.
