The House narrowly passed an annual defense policy bill on Friday after Republicans added provisions on abortion and transgender surgeries — measures that were a nonstarter for Democrats. House Democratic leaders said Thursday that members of their caucus will vote against passing the bill. ☆ China mutual funds cut fees as regulator targets $3.7 trillion sector

The cuts, which the fund companies said in identical phrasing were "aimed at reducing investors' costs in managing their wealth", come after China's securities regulator on Saturday vowed to guide mutual fund fees lower. Fund management fees would be capped at 1.2% of assets and custodian fees at 0.2%, state media reported. Nevertheless, the industry collected 144.1 billion yuan in management fees in 2022, up 1.7% from a year earlier, according to TX Investment Consulting Co. FEE CUTFullGoal Fund Management Co said it would cut fees on 119 products starting Monday, while Harvest Fund Management announced cuts for 113 products. The CSRC published opinions in April last year to promote high-quality growth of the mutual fund industry.

Vice received multiple bids for the company, but none of them "rose to the level of being deemed a superior bid," according to an internal memo obtained by CNBC. Vice will present the sale to bankruptcy court on Friday and expects the acquisition to close then, the company said in the memo. The sale closes a chapter for the digital media company that was valued at $5.7 billion in 2017. Vice owns a series of assets including Vice News, Vice Studios, Refinery29 and an ad agency called Virtue.

Putin has used attacks on LGBTQ rights as a way to try to appeal to African leaders, suggesting Russia is more aligned with their conservative values. Slapping stiff sanctions on Kampala will reinforce this rhetoric and allow the anti-LGBTQ attacks he’s using to gain greater strength. Instead, we should look at how to prominently elevate and sustain the focus on LGBTQ rights in our relations with Uganda as well as with these other nations. We should invite more Ugandan musicians, artists and actors to collaborate with leading American LGBTQ cultural figures.

The deal suspends the debt ceiling until January 2025, after the November 2024 presidential election, in exchange for caps on spending and cuts in government programs. But executives said they could not provide details of which EVs LEVC would focus on first, when the new EVs might roll off the production line or where they will be made. As such, Geely faces complexities that larger EV makers BYD (002594.SZ) and Tesla Inc (TSLA.O) have avoided. LEVC Managing Director Chris Allen told Reuters that the brand was positioning itself within the Geely group to provide larger EVs that "give more space, more opportunities, more flexibility with a larger vehicle size."

The "State of the Air" report found that nearly 120 million people, more than a third of the population, lived in areas with unhealthy levels of air pollution between 2019 and 2021. The report assigned letter grades reflecting the number of days that air quality in a specific area reached unhealthy levels on the Air Quality Index. Exposure to unhealthy levels of ozone air pollution makes breathing difficult for more people across the U.S. than any other single pollutant, the report said. Wildfires in the region were a major factor in the increasing number of days and places with unhealthy levels of particle pollution, the report found. The report used data from air-quality monitors managed by state, local and tribal air pollution control authorities in counties across the country.

Cineworld has sought to exit its leases for 130 theaters in the US. A bankruptcy court in Texas has already approved its plan to walk away from 47 of those locations. Cineworld filed for Chapter 11 bankruptcy in September. So far, the Texas bankruptcy court overseeing the proceedings has approved the company's plan to exit 47 leases, according to court filings. Michael McCaul has launched an investigation into the messy withdrawal from Afghanistan under Democratic President Joe Biden and events in the country since. McCaul has given the State Department until Monday to produce the documents. "Unfortunately, Secretary Blinken has refused to provide the Dissent Cable and his response to the cable, forcing me to issue my first subpoena as chairman of this committee," McCaul said in a statement. The State Department did not immediately respond to a request for comment from Reuters on Monday evening.
