Hong Kong CNN —Nearly three dozen countries are seeking entry into the China and Russia-backed BRICS economic group, member state South Africa said Wednesday, weeks after the body expanded its membership for the first time in more than a decade. Thirty-four countries have submitted an expression of interest in joining the bloc of major emerging economies, South African Foreign Minister Naledi Pandor told reporters, without naming the nations. BRICS, which since 2011 had been made up of Brazil, Russia, India, China and South Africa, roughly positions itself as the Global South’s answer to the Group of Seven (G7) major developed economies. The group took shape as a summit-level gathering between Brazil, Russia, India and China in 2009 and expanded to include South Africa two years later. Six new BRICS countries were invited during the 2023 summit last August.

Hong Kong CNN —As Ukraine scrambles to keep international support with Russia’s invasion grinding into a third year, its leader has made clear one country he would like to see join his push for peace: China. There, Zelensky told reporters he would “very much like China to be involved” in Ukraine’s peace plan. “China thinks it is already playing an important role in moving toward peace. There is even less reason for China to ‘advance a fair peace as advocated by the West and Ukraine,’” she said. But when it comes to how Beijing may maneuver toward brokering peace in Gaza, China likely doesn’t see itself as yet having captured the opportunity “to present itself as a conflict mediator,” according to Sun.

Hong Kong CNN —China’s population shrank for the second year in a row in 2023, marking a deepening of a demographic challenge set to have significant implications on the world’s second largest economy. The population fell in 2023 to 1.409 billion, down some 2.08 million people from the previous year, China’s National Bureau of Statistics (NBS) announced Wednesday. The NBS confirmed that China’s economy grew by 5.2% last year, compared to a government target of around 5%. While this expansion marks a significant pick-up over 2022, when China’s economy grew by just 3%, it is still one of the country’s worst economic performances in over three decades. China’s birth rate also dropped to a new record low of 6.39 births per 1,000 people, down from 6.77 a year earlier and the lowest level since the founding of Communist China in 1949.

Consumer spending accounts for about 70% of America’s gross domestic product, the broadest measure of the US economy, so a recession is nearly impossible as long as consumer spending is growing. Wednesday’s report is expected to be a good one — economists polled by FactSet expect that a strong holiday shopping season boosted consumer spending by 0.4% in December from the month prior. But new data from the New York Federal Reserve on Tuesday has soured the mood on Wall Street. The outlook for consumer spending doesn’t look so bright, either. The trend marked the deepening of a demographic challenge set to have significant implications on the world’s second largest economy, report my colleagues Laura He and Simone McCarthy.

Hong Kong CNN —Press freedom groups are voicing concern for veteran Hong Kong journalist Minnie Chan following a news report that she went missing after traveling to Beijing to cover a security forum in late October. The association, a trade union which advocates for press freedom, called for friends or relatives with information to get in touch. Chan is a highly regarded journalist in Hong Kong and among international audiences who closely follow China news. China ranks 179 out of 180 in the 2023 RSF World Press Freedom Index. It is the world’s largest captor of journalists and press freedom defenders with at least 121 detained, according to the organization.

Hong Kong CNN —Fifty years after Henry Kissinger drove American foreign policy in Southeast Asia, the region continues to live with the fallout from the bombing and military campaigns backed by the former secretary of state, who died last week. That’s more than the Allies dropped during World War II, according to an account by Yale University historian Ben Kiernan. Experts say the devastation – which is especially acute for people in rural areas – will go on for years to come. CNN —Hamas’ surprise attack on October 7 left Israel flat-footed, sparking a backlash that is still rippling through the country. But a report from the New York Times claimed Israel obtained Hamas’ plan for the attack more than a year in advance. Here’s what we know about Israel and the US’ advance knowledge of the attack. What did Israel reportedly know about the attack? Then, on October 6, the day before the attack, US officials circulated reporting from Israel indicating unusual activity by Hamas — indications that are now clear: an attack was imminent.

“Farewell, old friend of the Chinese people,” said a top comment with thousands of likes. In July 1971, Kissinger became the first high-ranking US official to visit Communist China. Long after Kissinger left office, Beijing had regarded the well-connected diplomat as a potential helping hand in navigating the increasingly hawkish views towards China in Washington. State broadcaster CCTV called him a “living fossil” who witnessed the development of US-China relations. The tectonic shift in US-China relations that was formalized some eight years later opened the door for extensive economic engagement starting from the early 1980s.

CNN —A truce between Israel and Hamas is believed to have come into effect at 7 a.m. local time (12 a.m. ET) on Friday, with civilian hostages held captive by militants expected to be released in the coming hours as part of a breakthrough diplomatic deal following an uneasy day-long delay. An initial group of 13 women and children held in Gaza are expected to be freed later Friday, mediators in Qatar said the previous day. Thirty-nine Palestinian prisoners would also be released by Israel Friday as part of the deal, according to an Israeli official. Most of the prisoners concerned are male teenagers, along with some women, according to an Israeli government list of those who could be released.

Hong Kong CNN —Hospitals in Beijing and northern China are grappling with a surge of children with respiratory illnesses as the country enters its first winter since relaxing stringent Covid-19 controls nearly one year ago. Wait times to see doctors stretch for hours, with hundreds of patients queuing at some children’s hospitals in major cities across northern China, according to CNN reporting and Chinese state and social media. The surge in cases across northern China comes amid a rise in seasonal respiratory infections around the northern hemisphere, including in the United States, where RSV is spreading at “unprecedented” levels among children. Children receive intravenous drips at a children's hospital in Beijing on November 23, 2023. It’s unclear if there’s been an increase in respiratory illnesses or severe cases among children relative to pre-pandemic years because of limited public data released by China.

The deal also involves the entry of hundreds of trucks carrying aid relief, medical supplies and fuel to all parts of Gaza, the Hamas statement said. While the deal stipulates the release of at least 50 hostages it “incentivizes the release of everybody,” according to the official. “The hostages deal, as it is structured, includes a pause, a humanitarian pause over a number of days, four to five days at least. Hong Kong CNN —China welcomed officials from Arab and Muslim majority countries on Monday for talks on “de-escalating” the Israel-Hamas conflict as Beijing steps-up its efforts to play a role in establishing a ceasefire. Zhai’s itinerary thus far has not included stops in Israel, Palestinian-controlled territories, or Iran, per information released by China’s Foreign Ministry. It’s not clear if China has been in contact with Hamas officials during the latest conflict. Visiting officials in Beijing this week include Palestinian Foreign Minister Riyad al-Maliki of the West Bank-based Palestinian National Authority. This reversal comes as China grapples with a troubled economy and is keen to highlight Xi as a powerful and capable world leader. Xi’s opticsOn Chinese state media and across social media platforms, where the hashtag #Planet-Earth-Is-Big-Enough-For-Both-China-And-The-US was trending, the broad perception appeared to be of a job well done. The positive coverage of the event was a break from the typical rhetoric critical of the US that often plays across Chinese state and social media. US President Joe Biden and Chinese leader Xi Jinping walk together during their bilateral meeting. “China will eventually achieve reunification, and will inevitably achieve reunification,” Xi was quoted as saying — another line that was also trending on Chinese social media following the meeting.

All this coincides with longstanding calls from countries across the developing world for an international system where they have more say. Beijing, he added, sees the US as merely “paying lip service” to the “liberal order” to hurt other countries. Sergei Savostyanov/Sputnik/ReutersIn recent years, even some countries that have for decades embraced a close partnership with the US have drawn closer to China and its vision. “Is China really trying to promote multipolarity — or does China just want to (become a) substitute (for) US influence over the world?” he asked. Hong Kong CNN —Developing countries owe Chinese lenders at least $1.1 trillion, according to a new data analysis published Monday, which says more than half of the thousands of loans China has doled out over two decades are due as many borrowers struggle financially. Now, 55% of China’s official sector loans to developing countries have entered their repayment periods, according to the analysis of more than two decades of China’s overseas funding across 165 countries released by AidData. Instead, China is providing substantial numbers of emergency rescue loans, according to AidData. Overall funding commitments from China to the developing world declined at the start of the pandemic, according to AidData. Half of China’s non-emergency lending portfolio to developing countries is now provided via syndicated loan arrangements, with more than 80% of these arrangements involving those Western or multilateral partners, they said.

The maps also don’t include a country name marker for “Palestine,” which China recognized as a state in 1988 and is listed on its official maps alongside Israel. It’s not clear whether the missing country names are a new development. In a response to CNN, a Baidu Maps spokesperson said: “Where space is limited, our maps may not display the names or flags of some territories. Noticeably missing from the line-up was China’s own defense minister. China would continue to “deepen strategic coordination” with Russia’s military, and it was willing, Zhang added, to develop China-US military relations. Security coordination between China and Russia has tightened in recent years amid rising tensions between each with the US and its allies. The security forum also comes as the US and China are attempting to navigate their contentious relationship that includes frictions over Taiwan and Beijing’s aggression in the South China Sea. Its officials have declined American outreach for high level meetings, in what was widely seen as a protest against sanctions Washington placed on former defense minister Li in 2018, prior to his time as defense minister, for weapons purchases from Russia.

Here are the main takeaways from China’s Belt and Road Forum. No doubt over Putin’s prominenceThe gathering left no question over who was the most important world leader in attendance in the eyes of China’s Xi. In his meeting with Putin, Xi hailed the China-Russia partnership as “a long-term commitment,” stressing “ever-lasting good neighborliness and mutually beneficial cooperation,” and alluding to their shared 4,300-kilometer border and mutual aims. Since then, skepticism about China’s global ambitions has risen in Europe, in particular over Beijing’s economic and diplomatic support for Moscow. “Obviously, competition should not mean working against each other but mutually improving each other,” he said, while touting the quantity of China’s global development projects.

At the Belt and Road Forum in Beijing, United Nations Secretary-General Antonio Guterres called for an immediate humanitarian ceasefire. “China is endeavoring to build itself into a stronger country and rejuvenate the Chinese nation on all fronts by pursuing Chinese modernization. World leaders, representatives and delegations from more than 140 countries – including in the Middle East and the Taliban – are attending the gathering marking one decade since the launch of Xi’s flagship Belt and Road Initiative. Beijing aims to gloss over these challenges at the gathering to project its power and laud its contributions to global development as a prime example of its superior leadership. “What has been achieved in the past 10 years demonstrates that Belt and Road cooperation is on the right side of history.
