President Biden vowed on Monday to veto a House Republican bill that would provide $17.6 billion in aid to Israel, calling it a “cynical political maneuver” intended to hurt the chances of passage for broader legislation that would provide money for Israel, Ukraine, Taiwan and the U.S. border. House Republicans fiercely oppose the larger bill, which was unveiled by a small, bipartisan group of senators over the weekend. It calls for $118.3 billion in spending and would overhaul some of the nation’s immigration laws to deal with recent surges of migrants at the southern border. Speaker Mike Johnson said on Saturday that Republicans would instead offer the Israel-only funding bill instead. In its official response on Monday, the Biden administration said the president would veto the House bill if it came to his desk.

Mr. Biden authorized the sanctions with an executive order that goes further than a directive issued in December by the State Department, which imposed visa bans on dozens of Israeli settlers who have committed acts of violence in the West Bank. They also will be prevented from traveling to the United States or engaging in any commerce with people in the United States. For Mr. Biden, the order served a dual purpose: It was a sharp diplomatic notice to Israel’s government at a time when the United States is pressing Prime Minister Benjamin Netanyahu for restraint. American officials fear a recent surge in attacks by Israeli settlers against Palestinians in the West Bank could set off even wider violence, making an already combustible situation worse. But there are also deep tensions in the West Bank, a much larger area that Israel has occupied since 1967.

On President Biden’s first day in office, he paused nearly all deportations. He vowed to end the harsh practices of the Trump administration, show compassion toward those wishing to come to the United States and secure the southern border. He wanted to show the world that the United States was a humane nation, while also demonstrating to his fellow citizens that government could work again. But those early promises have largely been set aside as chaos engulfs the border and imperils Mr. Biden’s re-election hopes. The number of people crossing into the United States has reached record levels, more than double than in the Trump years.

Elite Republican donors flocked to Ms. Haley last month in the hopes that she could be the candidate who could beat Mr. Trump. Representatives of Mr. Trump and Ms. Haley are also scheduled to meet soon with a group of Republican megadonors, seeking to win their favor. Mr. Biden has made clear that he also sees the contest as an opportunity to demonstrate party unity. Democrats have raised concerns about Mr. Biden underperforming in polls among Black voters in key states, particularly with men. Mr. Biden has also faced large protests and withering criticism from young Americans protesting the war in Gaza.

CNN —Thousands of airline passengers across Europe woke up this morning at the wrong destination – and even in the wrong country – after Storm Isha caused havoc with flights, with dozens of cancelations, diversions and go-arounds in western Europe. Quintupling flight timesThis flight from Shannon to Edinburgh ended up in Cologne. There were over 100 go-arounds at UK airports, according to NATS, the UK’s air traffic control operator. “We did see some diverted flights leaving Manchester and some diverted to Manchester because of conditions at other airports, particularly Dublin,” they said. London’s Gatwick airport saw 22 diversions, but was able to take five flights diverted from other airports, according to a spokesperson for the airport.

President Biden will press congressional leaders for passage of his funding for Ukraine, Israel and the border during a meeting at the White House on Wednesday, his press secretary announced on Tuesday. But negotiations have stalled for weeks, leaving the Ukraine assistance in limbo. The president and his aides have warned that failing to approve funding for Ukraine could hand a victory to President Vladimir V. Putin of Russia in the two-year war that followed his invasion. An in-person meeting at the White House would be the first face-to-face discussion between Mr. Biden and the congressional leaders in months. The president’s legislative and national security aides have been in discussions with their counterparts on Capitol Hill since before the Christmas holiday.

With less than 10 months to go until the 2024 election, the nerve center of President Biden’s bid for a second term is stationed not at his campaign’s headquarters in Delaware but within feet of the Oval Office. Each time, no move happened after the president told aides he wanted to keep Mr. Donilon within walking distance. Anita Dunn, the longtime Democratic operative who stepped in to help revive Mr. Biden’s fledging operation four years ago, is crafting the re-election message again, even as she oversees communications at the White House. Jen O’Malley Dillon, Mr. Biden’s deputy White House chief of staff and former campaign manager, is also splitting her day job with her role as one of the most powerful voices in the campaign. So far, almost none of the people in the president’s inner circle have left for campaign headquarters in Wilmington, Del., prompting some donors and strategists to worry that too much of Mr. Biden’s team remains cloistered inside the White House.

Last March, Twitch let go of roughly 400 staffers, and it cut some employees in its customer experience division last October. Amazon has undergone the largest layoffs in its history, cutting 27,000 employees since 2022. The cuts have been ongoing, with Amazon announcing layoffs in its Prime Video and MGM Studios units on Wednesday. So while the Twitch business remains strong, for some time now the organization has been sized based upon where we optimistically expect our business to be in 3 or more years, not where we're at today. Vice President Kamala Harris said on Saturday that the United States fiercely opposes forcibly relocating Gaza residents outside the enclave as Israel resumes its bombardment of Hamas terrorists, or in the days and weeks after the war eventually ends. In a statement after meeting with President Abdel Fattah el-Sisi of Egypt in Dubai, officials said Ms. Harris rejected the idea of moving Palestinians into Egypt or refugee camps elsewhere and offered her strongest statement to date urging Israel to reduce harm to civilians in its war campaign. “The vice president reiterated that under no circumstances will the United States permit the forced relocation of Palestinians from Gaza or the West Bank,” the statement from the White House said. She also rejected an idea suggested recently by some Israeli officials that the borders of Gaza could shrink after the war is over to accommodate a security “buffer zone” between the interior of Gaza and Israel. The statement said the United States would not permit “the redrawing of the borders of Gaza.”

Vice President Kamala Harris will attend the annual United Nations climate summit in Dubai on Friday and Saturday, standing in for President Biden, who will skip the event for the first time since taking office. A spokeswoman for Ms. Harris said in a statement on Wednesday that while at the summit, known as COP28, the vice president would “underscore the Biden-Harris administration’s success in delivering on the most ambitious climate agenda in history, both at home and abroad.”But her presence is unlikely to satisfy some climate activists, who have said that Mr. Biden’s decision to skip the summit — which is being attended by nearly 200 leaders from around the world — will undermine international efforts to confront the planet’s changing climate. White House officials have said Mr. Biden is consumed with other global issues, including the war between Israel and Hamas and securing funding for Ukraine in its fight against Russia’s invasion, which has become the subject of an intense congressional clash in recent days.

For many in China, Henry A. Kissinger represented a now-bygone chapter in relations between China and the United States, when the countries seemed to be moving inexorably closer. In July, China laid out a red-carpet welcome for Mr. Kissinger, including an audience with Xi Jinping, the top leader. “China and the United States’ relations will forever be linked to the name ‘Kissinger,’” Mr. Xi said to Mr. Kissinger as the two men sat side by side in cream-colored armchairs. When Mr. Xi was on the cusp of power in 2012, he met Mr. Kissinger twice — once in Beijing and then in Washington. In a sign of the high regard in which he was held, Mr. Xi respectfully cited Mr. Kissinger’s views in speeches.

REUTERS/Rahul Grover Acquire Licensing RightsNEW DELHI, Nov 24 (Reuters) - A tunnel which collapsed, trapping 41 workers in the Indian Himalayas this month, did not have an emergency exit and was built through a geological fault, a member of a panel of experts investigating the disaster said on Friday. Rescuers are still struggling to reach the construction workers 12 days after the 4.5-km (3-mile) tunnel caved in. Preliminary findings indicated the collapse may have been caused by a geological fault, known as a "shear zone", a member of the panel told Reuters, speaking on condition of anonymity as he is not authorised to talk to the media. "Once the rescue operations are over, we will conduct detailed investigations to find out loopholes in the construction," the panel member said. The tunnel was being built by the state-run National Highways and Infrastructure Development Corporation which is under India's Ministry of Road Transport and Highways.

Sam Altman has returned to OpenAI as CEO, but the details of exactly why the board pushed him out in the first place are still a mystery. They said that Altman wasn't candid, and often got his way. From that description, it sounds like the board really couldn't pinpoint exactly what was wrong, other than some sort of ~bad vibes~. (And the board couldn't even name them!) But ultimately, they did have a point: In the end, Altman got his way.

The Israeli government and Hamas agreed to uphold a brief cease-fire in Gaza to allow for the release of 50 hostages captured during Hamas’s assault last month on Israel and the release of 150 Palestinian prisoners held in Israel, Qatar said early Wednesday. Israel and Hamas have been negotiating indirectly for weeks over the roughly 240 hostages taken to Gaza in the Hamas attacks on southern Israel. A brief cease-fire could allow Israel to achieve part of the latter objective before returning to the former. Mr. Netanyahu said earlier on Tuesday night that Israel’s campaign to prevent Hamas from controlling any part of Gaza would continue after the cease-fire. As part of its offensive against Hamas, Israel has cut off electricity to Gaza and blocked the delivery of most fuel, saying it could be diverted for the armed group’s use.
