[1/7] Chinese President Xi Jinping arrives at San Francisco International Airport to attend the APEC (Asia-Pacific Economic Cooperation) Summit in San Francisco, California, U.S., November 14, 2023. He is due to meet U.S. President Joe Biden at an undisclosed location in the San Francisco Bay Area on Wednesday morning and then attend the annual summit of the Asia Pacific Economic Cooperation (APEC) forum. U.S. Trade Representative Katherine Tai, who with Blinken opened the APEC ministerial session, said the San Francisco meeting came at a time of "great uncertainty and challenges" for the region. As Biden arrived in San Francisco, shortly before Xi was due to land, dueling demonstrators greeted the U.S. president's motorcade from the airport. Earlier on Tuesday, a small aircraft flew circles over the APEC summit venue in downtown San Francisco, trailing a banner that read "END CCP FREE CHINA FREE HK FREE TIBET FREE UIGHUR," referring to China's treatment of Uyghurs, which the Biden administration calls "genocide."

REUTERS/Kevin Lamarque//File Photo Acquire Licensing RightsSAN FRANCISCO, Nov 14 (Reuters) - U.S. President Joe Biden and Chinese President Xi Jinping will meet on Wednesday before a summit of the Asia Pacific Economic Cooperation (APEC) forum in San Francisco, seeking to reduce friction in what many see as the world's most dangerous rivalry. But they have met only once in person since then, and Xi, who arrived in San Francisco on Tuesday evening, had not visited the United States since 2017 when Donald Trump was president. The White House says the aim of the summit, to be held at an unannounced location in the San Francisco Bay Area, is to boost communication to prevent an intense rivalry from veering into conflict. In a separate dinner with business leaders, the Chinese president will be looking to boost flagging investment by U.S. firms in China.

The global unrest ratchets up the stakes of Biden’s sit-down with Xi, their first face-to-face meeting in a year. As Biden confronts two presidency-defining conflicts in Ukraine and Israel, he is eager to improve ties with Beijing and prevent another crisis from exploding on his watch. Still, US officials believe there might be a limited role Beijing can play in the Ukraine war, notwithstanding China’s deep economic alliance with Russia. Since the earliest stages of the Ukraine war, Biden has sought to convince Xi to withhold support for his ally in Moscow, President Vladimir Putin. Like Iran, Russia shares China’s aims of reshaping what they see as an American-led world order hostile to their aims.

CNN —Ahead of high-stakes meetings next week between the United States and China, US Commerce Secretary Gina Raimondo dismissed the notion there would be a military conflict with China over Taiwan. Both the United States and China “have a desire to stabilize (their) relationship,” Raimondo told CNN’s Christiane Amanpour in an interviewed that aired Saturday. Raimondo noted the world is looking to the United States and China “to be responsible and manage this relationship.”Raimondo acknowledged there is a “great competition” with China, echoing similar sentiments expressed by President Joe Biden, who has stated the United States wants competition with China, rather than outright hostility and conflict. At the same time, Raimondo said she has told China “there can be no negotiation when it comes to matters of national security,” particularly with regard to semiconductor chips used to manufacture advanced weapons. Also on the table are issues surrounding military communication between the United States and China, the climate crisis and narcotics trafficking.

CNN —President Biden’s highly anticipated meeting with Chinese President Xi Jinping is set for next Wednesday in the San Francisco Bay Area, senior US administration officials said, setting up a test of whether the two men can slow a downward spiral in relations at a moment of heavy global turbulence. It includes restoring military-to-military communication between the two countries, a chief objective for Biden, who plans to press Xi on the issue. Despite a deep and apparently warm personal relationship cultivated during their time as vice presidents, Biden and Xi have overseen a deterioration in US-China relations to the lowest level in decades. That meeting was intended to establish a baseline for the relationship amid heightened economic and military tension. Ahead of next week’s meeting, US Treasury Secretary Janet Yellen invited Chinese Vice Premier He Lifeng, known as the country’s “economic tsar,” for a two-day meeting starting Thursday.

A piece of equipment called a distributor used to hold trays of limestone for capturing carbon is seen at the Heirloom Carbon Technologies facility in Brisbane, California, U.S. February 1, 2023. Direct Air Capture such as that used by Heirloom can secure the CO2, but it is not yet clear whether it can do so at a price that makes the technology practical. The new facility, which uses crushed limestone to capture 1,000 tonnes a year, is part of a ramp up that Heirloom says will cut costs. Current industry prices for carbon removal by direct air capture are around $600-$1,000 a tonne, one person familiar with the situation said.
