London CNN —Russia’s decision to ban diesel exports to most countries could not have come at a worse time for Europe. But the EU still needs a steady flow of Russian diesel to global markets to keep prices stable. The Russian government announced the curbs — which also apply to gasoline — Thursday, saying they were aimed at stabilizing domestic fuel prices. Diesel is Europe’s economic workhorse, powering the majority of vans and trucks ferrying goods and raw materials round the continent. Before Europe imposed its import ban, Russia supplied 40% of the country’s diesel.

While Biden and most congressional leaders still support aid to Ukraine, and Biden's Democrats control the Senate, Zelenskiy faces a tougher crowd than when he visited Washington nine months ago. Zelenskiy told Senators that military aid was crucial to Ukraine's war effort, Majority Leader Chuck Schumer said in the Senate chamber after the briefing, which took place behind closed doors. "If we don't get the aid, we will lose the war," Schumer quoted Zelenskiy as saying. Biden will announce a new $325 million military aid package for Ukraine, which is expected to include the second tranche of cluster munitions fired by a 155 millimeter Howitzer cannon. About a third of the House Republican caucus voted in July for a failed proposal to cut funding for Ukraine.

The comments came after China's exports of germanium and gallium items plunged in August, the first month of the export controls, customs data showed on Wednesday. BEIJING (Reuters) - China’s exports of germanium and gallium products in August plunged to zero, customs data showed on Wednesday, due to new export controls on the two chipmaking metals. There were also no exports of wrought gallium products in August. In July, China announced restrictions on the export of eight gallium and six germanium products starting Aug. 1, the latest salvo in an escalating war between Beijing and Washington over access to materials used in making high-tech microchips. Under the new rules, exporters of germanium and gallium products now need to obtain an export licence for dual-use items and technologies, meaning those with potential military and civilian applications. Chinese spot gallium prices slid last month as stocks piled up in the domestic market due to the export controls and subdued demand.

CNN —Former President Donald Trump is asking a court to dismiss several criminal charges against him in the Georgia 2020 election interference case. His filings on Monday are Trump’s opening salvo of legal arguments to challenge the state-level charges. The filings indicate Trump wants to adopt the legal arguments his racketeering co-defendants Rudy Giuliani and Kenneth Chesebro have already made in court filings. The former president is asking for the state charges to be tossed even as he has indicated in court filings that he may ask for the case to be moved to federal court, where he can try to invoke protections for federal officials. This story is breaking and will be updated.

The US is leaning towards sending Ukraine the ATACMS long-range missile, per a new report. ATACMS — a shortening of Army Tactical Missile System — has been one of Ukraine's most pressing requests, because its long range would open up Russian targets too distant to easily attack. The ATACMS is a long-range guided missile with a range of around 300 kilometers, or 190 miles, per its manufacturer Lockheed Martin. The "ATACMS' pinpoint accuracy helps minimize collateral damage," Jim Gribschaw, a director at Lockheed Martin said of the missile. Former U.S. President Donald Trump departs from Trump Tower to give a deposition to New York Attorney General Letitia James who sued Trump and his Trump Organization, in New York City, U.S., April 13, 2023. In a filing with a New York state court in Manhattan, Attorney General Letitia James said her valuation and accounting experts believe Trump falsely boosted his net worth by between $1.9 billion and $3.6 billion a year over a decade. The attorney general wants a $250 million fine, and to bar Trump and his sons Donald Trump Jr. and Eric Trump from leading their family business, the New York City-based Trump Organization. Citing her experts, James said Trump may have inflated his net worth by $3.5 billion to $3.6 billion every year from 2014 to 2019, the last three while Trump was in the White House. CNN —Russian forces attacked Ukrainian port facilities on the Danube River used for food exports on Sunday, a day before Russian President Vladimir Putin is expected to discuss reviving a grain export deal with Turkish President Recep Tayyip Erdogan. Ukraine’s Air Force said 25 drones were used in overnight attacks on the Odesa region, 22 of which were shot down. Russia’s Ministry of Defense said in a statement that it was targeting fuel storage facilities in the Ukrainian port of Reni used to supply Ukraine’s military. An aide to Ukrainian President Volodymyr Zelensky accused the Kremlin of trying to create a “food crisis” with the attacks. He will likely to discuss reviving the deal while meeting with Putin in the Black Sea resort city of Sochi on Monday.

Before Donald J. Trump was indicted four times over, he was sued by New York’s attorney general, who said that for years the former president, his business and members of his family had fraudulently overvalued their assets by billions of dollars. Before any of those criminal trials will take place, Mr. Trump is scheduled for a civil trial in New York in October. During the trial, the attorney general, Letitia James, will seek to bar him and three of his children from leading their family business, the Trump Organization, and to require him to pay a fine of around $250 million. On Wednesday, Ms. James fired an opening salvo, arguing that a trial is not necessary to find that Mr. Trump and the other defendants inflated the value of their assets in annual financial statements, fraudulently obtaining favorable loans and insurance arrangements. The fraud was so pervasive, she said in a court filing, that Mr. Trump had falsely boosted his net worth by between $812 million and $2.2 billion each year over the course of a decade.

A view shows a framed photo of Russian mercenary chief Yevgeny Prigozhin at his grave at the Porokhovskoye cemetery in Saint Petersburg, Russia, August 30, 2023. "It is obvious that different versions are being considered, including the version - you know what we are talking about – let's say, a deliberate atrocity," Kremlin spokesman Dmitry Peskov told reporters when asked about the investigation. The Kremlin has rejected as an "absolute lie" the suggestion by some Western politicians and commentators - for which they have not provided evidence - that Putin ordered Prigozhin to be killed in revenge. Followers of Prigozhin laid flowers, messages and poetry at his grave on Wednesday, hailing him as a fearless warrior. In life, Prigozhin liked to brag that he was one of the world's most feared mercenaries with the best fighting force.

Saul Loeb | AFP | Getty ImagesU.S. regulators on Tuesday unveiled plans to force regional banks to issue debt and bolster their so-called living wills, steps meant to protect the public in the event of more failures. Higher funding costsThe requirements will create "moderately higher funding costs" for regional banks, the agencies acknowledged. Still, the industry will have three years to conform to the new rule once enacted, and many banks already hold acceptable forms of debt, according to the regulators. They estimated that regional banks already have roughly 75% of the debt they will ultimately need to hold. Analysts have focused on the debt requirements because that is the most impactful change for bank shareholders.

This will be the first time that substantive arguments will be made in court about the four criminal cases brought against Trump this year. While he may still face an uphill battle to move his case, Meadows is “uniquely situated” in Willis’ case, said Steve Vladeck, a CNN analyst and professor at the University of Texas School of Law. The orders the judge has already issued have hewed tightly to the relevant statutes and case law, and he has moved the proceedings along efficiently. According to the grand jury indictment, Meadows arranged a call between Trump and Watson, and texted Watson himself to offer Trump campaign funding toward speeding up a ballot review in Fulton County.
