A somber atmosphere pervades Ukraine’s 33rd Independence Day Saturday, as the nation’s war against Russia’s aggression reaches a 30-month milestone. No fireworks, parades or concerts are planned and instead Ukrainians will mark the day with commemorations for civilians and soldiers killed in the war. “Independence is the silence we experience when we lose our people,” President Volodymyr Zelenskyy said to the nation. “913 days ago, Russia launched its war against us, partly through Sumy region,” Zelenskyy said. Ukraine quickly seized considerable Russian territory, including scores of small towns, and captured hundreds of Russian soldiers, moves that may influence the war’s trajectory.

Just as importantly, it’s also sent a political message to Kyiv’s allies that has changed the prevailing narrative of the war - that Ukrainian forces are doomed to fight an endless rearguard action against superior Russian firepower. A Ukrainian soldier walks past at a city hall in Sudzha, Kursk region, Russia, Friday, Aug. 16, 2024. But Ukrainian forces have shown that the conflict is not a one-way street. For the Ukrainians, sustaining the operation as Russia brings more artillery and aviation to bear will become increasingly difficult. But for every passing day that Ukrainian forces control an area of Russian territory the size of Hong Kong, the Kursk incursion becomes less of a footnote.

The new rules aim to disrupt the procurement networks that are funneling semiconductors and other technology to Russian forces, who then use them to wage war against Ukraine. They will give the U.S. government expanded authority to prevent products made with U.S. technology from being shipped to Russia, even if those products are manufactured in countries outside of the United States. The penalties also included the addition of 123 entities in Russia, Crimea, China, Turkey, Iran and Cyprus to a so-called entity list. Suppliers are barred from sending companies on the entity list certain products without first obtaining a government license. The government also added certain addresses in Hong Kong and Turkey to the list that were known to set up shell companies, meaning any further shell companies registered to those addresses would face trade restrictions.

Ukraine said its major cross-border assault had advanced one to two kilometers (0.6-1.2 miles) in Russia’s Kursk region since the start of Wednesday and that its troops had finished clearing the Russian town of Sudzha of Moscow’s forces. Kyiv blindsided Moscow by pouring thousands of troops into the western Russian region of Kursk last week. “We continue to advance further in Kursk region. Syrskiy said the Russian border town of Sudzha was fully under Ukrainian control. The governor of Russia’s border region of Belgorod, Vyacheslav Gladkov, declared a regionwide state of emergency on Wednesday, citing continued attacks by Ukrainian forces.

Moscow has begun withdrawing some troops from Ukraine in an effort to repel Kyiv’s offensive into western Russia, according to United States and Ukrainian officials, but it remains unclear what impact, if any, these troop movements might have on the overall battlefield. That included the Kursk region of western Russia, where the incursion has taken place, he said. A United States official, speaking on the condition of anonymity to discuss sensitive security matters, said that Russia had pulled out small numbers of troops from Ukraine, but he did not specify their location or the number of soldiers involved. Analysts say that one of the goals of the Ukrainian offensive is to draw Russian forces away from the front lines in Ukraine to relieve Ukrainian troops struggling to push back relentless Russian attacks. But it is too early to say whether the latest Russian troop movements will allow that to happen, they say.

While it waits to amass the ammunition, manpower, and resources to launch a large-scale, well-timed counteroffensive, Ukraine should experiment with ways to take the initiative and gain momentum, war analysts say. "Ukrainian forces," they argued, "are very unlikely to be able to initiate significant counteroffensive operations in 2024 and into 2025." Such a strategy isn't necessarily new for Ukraine, which has repeatedly found ways to deal unexpected blows to Russian forces despite a grueling ground fight. "It will also protract the war and dramatically increase its costs to Ukraine and to Ukraine's supporters," they said. "Ukraine should thus seek every possible way of restoring maneuver to this war as soon as possible, daunting though that task appears."

Ukrainian servicemen operate a Soviet-made T-72 tank in the Sumy region, near the border with Russia, on August 12, 2024, amid the Russian invasion of Ukraine. Ukraine's President Volodymyr Zelenskyy stated on Sunday that it was designed "to put pressure on the aggressor Russia" and to push "the war into the aggressor's territory." Russian official Alexei Smirnov, the acting governor of the Kursk region, told a solemn-looking Putin via videoconference Monday that Ukraine controlled 28 settlements. Analysts at the Institute for the Study of War said geolocated footage suggests Ukraine controls a higher number of around 40 settlements, as of Monday. Russia caught off guardPresident Putin vowed on Monday a "worthy response" to Ukraine's border raid, just as 11,000 more civilians were evacuated in Kursk's neighboring region Belgorod, due to "enemy activity."

CNN —It is another coin-flip in a conflict punctuated with at least annual reminders of how frail Vladimir Putin’s Russia truly is. It is purposefully unclear exactly where Ukraine’s forces are. Read previewUkraine has surprised the world with its attack on Kursk, a rare ground invasion of Russian soil. As of Monday, the Kremlin announced that Ukrainian troops had advanced almost 19 miles into the western Russian region. In a public meeting that afternoon, Russian President Vladimir Putin instructed his military to purge Ukrainian troops from Kursk. Matthew Savill, director of military sciences at the London-based Royal United Services Institute, assessed on Monday that some Russian troops had been moved from within Ukraine, but the scale is unclear. He said this would likely only be incidental to Ukraine's main strategic goal in the Kursk attack.

In a Telegram post on Friday, Russian military expert Vladislav Shurygin said that Ukraine had exposed serious problems with Russia's command. The Russian military has made slow but incremental progress in its campaign in the Donetsk region of east Ukraine recently, tempering criticism. Ukraine's Kursk incursion, though, has renewed questions about the effectiveness of Russia's military command, which, according to a March Congressional report, is often excessively rigid and slow to react to developments. Russian forces, even as they scramble to respond to a surprise incursion from northern Ukraine into Russia last week, are pummeling Ukrainian forces along the front lines in eastern Ukraine, Ukrainian military officials said Monday. “Our guys do not feel any relief,” said Artem Dzhepko, a press officer with Ukraine’s National Police Brigade, which is fighting near the strategically important town of Chasiv Yar in the Donetsk region of eastern Ukraine. He said Russian forces were continuing to use aerial bombs, as many as 10 a day, against Ukrainian positions. Mr. Dzhepko added: “It’s hard. Unfortunately, the pressure of the Russians did not decrease.”At the same time, Ukrainian troops have been pushing to the northwest and west in Russian territory, according to a briefing Sunday from the Institute for the Study of War, a U.S.-based think tank.

The video, released Wednesday by the Kremlin, showed the Russian president was not happy with news from the southern region of Kursk. The Russian cruise missile that slammed into a children’s hospital in Kyiv last month left behind clues about Russia’s defense industry after more than two years of war. That suggests Russian forces are using weapons like it as soon as they roll off the production line, the group said. But it is also proof that Russia has continued to produce advanced weapons despite Western-led sanctions aimed at slowing their production. The July 8 attack on the hospital killed two people and injured more than 30, including eight children, according to the hospital’s director. It was one of the worst days of violence against Ukrainian civilians in months as Russian forces targeted cities across the country.

But as the scale of the attack became clearer, with thousands of Ukrainian troops advancing up to 6 miles into Russia, Russian President Vladimir Putin hurried to contain the fallout. Ukraine's attack catches Russia off guardA Russian military video showing a Ukrainian tank during an attack on the Kursk region in Russia in August. Putin has so far been able to avoid major domestic unrest from the two-year war — despite the vast casualties it's inflicted on the Russian military. But the 2023 rebellion by the Russian mercenary group Wagner exposed Putin's vulnerability to blowback from events in Ukraine.

On Tuesday, Kyiv took badly needed resources and fresh troops and launched them well inside Russia. Oleksandr Syrskyi, commander of the Ukrainian Ground Forces, is pictured on July 2, 2023 in Donetsk Oblast, Ukraine. That could mean fewer gliding bombs hitting Ukrainian frontline troops and fewer missiles terrorizing Ukraine’s urban communities. Russia may be invited to attend the next peace conference held by Ukraine and its allies. It is unclear if Ukraine’s move into Kursk is motivated by that, or a simple move to inflict damage where the enemy is weak.
