Booking slots will be cut to 25 per day starting Nov. 3 from an already reduced 31 per day, the Panama Canal Authority (ACP) said in a client advisory, and will be gradually reduced further over the next three months to 18 slots from Feb. 1. In recent months, the ACP has imposed various passage restrictions to conserve scarce water, including cutting vessel draft and daily passage authorizations. It also said delays for some gas transporters were at record highs in Panama, pushing up the cost of shipping liquefied gas from the U.S.

To defeat Russia, and to save Ukraine, Zelensky needs continued support, especially from the US, the country with the world’s largest, most powerful arsenal. The White House calls clean hydrogen “essential to achieving the president’s vision of a strong clean energy economy" and net-zero greenhouse gas emissions in the U.S. by 2050. Some environmentalists call hydrogen a false solution because it frequently relies on natural gas or other fossil fuels as feedstocks. The world's fastest growing economy may be on track to grow by more than 100% by 2028, largely fueled by profits from its oil production and export sector, according to one analysis. BMI, a Fitch Solutions research unit, is also of the view that "Guyana will see explosive growth this year," said Andrew Trahan, its head of Latin America country risk. He expects real GDP in Guyana to rise about 115% in the next five years. "The exact magnitude of the increase [is] dependent on how quickly additional oil production is brought online," he added. CNN —Sixteen officials in Libya have been detained amid an investigation into the deadly collapse of two dams after heavy rain in the coastal city Derna earlier this month, according to a statement by the Libyan attorney general’s office. “The investigating authority initiates a criminal case against sixteen officials responsible for managing the country’s dam facilities,” the attorney general’s statement reads. The Derna dam is 75 meters (246 feet) high with a storage capacity of 18 million cubic meters (4.76 billion gallons). The second dam, Mansour, is 45 meters (148 feet) high with a capacity of 1.5 million cubic meters (396 million gallons). “The current situation in the Wadi Derna reservoir requires officials to take immediate measures to carry out periodic maintenance of existing dams,” the paper recommended last year.

Asia's hydropower output fell 17.9% during the seven months through July, data from energy think tank Ember showed, while fossil fuel-fired power rose 4.5%. In India, hydropower generation fell 6.2% during the eight months ended August in the sharpest decline since 2016. In some cases, the hydropower output plunge was a result of efforts to conserve water and alter supply patterns. "This trend of rapidly increasing wind or solar power generation in China could push for hydropower playing this critical regulating function, instead of operating whenever there is water," he added. However, unlike hydro, wind power is harder to forecast and control, as it varies by local weather conditions.

The risks from aging dams are of particular concern in the face of climate change. Before the disaster in Libya, extreme weather worsened by climate change was already taking its toll on these structures. The default approach has been to repair aging dams where needed, monitor reservoir levels and try to anticipate rainfall and increased flows from upstream. While some aging dams still supply drinking water and help farmers irrigate their fields, many that were built for hydropower only generate a fraction of the electricity they once did as sediment accumulates behind their walls.
