New Mexico's Legislature has approved a bill aimed at reducing pollution from cars and trucks by creating financial incentives for transportation fuel producers and importers to lower the carbon intensity of their products. The bill calls for a reduction in the intensity of greenhouse gas emissions for transportation fuels used in the state — of 20% by 2030 and 30% by 2040. It would require producers of high-polluting fuels to buy credits from producers and importers of low-carbon fuels. The transportation sector is the second largest source of greenhouse gas emissions in New Mexico behind the oil and natural gas industry. “I am concerned about what this bill will do to the price of transportation fuel," Sen. Greg Nibert of Roswell said during Tuesday's Senate floor debate.

To encourage training, the Senate bill would pay at least $4 million to hold free classes across the state. The Senate's version left plenty of supporters of the open carry idea unhappy, including gun rights groups. Outside observers and even some Republicans say an intraparty skirmish leading up to Montana's June primary could undermine those hopes. Tony Evers' lawsuit against the Republican-controlled Legislature arguing that it is obstructing basic government functions. (AP) — Missouri's high court entertained arguments Thursday on whether to force changes to the state's Senate districts in a case that has divided majority-party Republicans over how to apply new voter-approved redistricting criteria. The lawsuit brought by voters contends that Senate districts in suburban St. Louis and western Missouri's Buchanan County violate the state constitution by needlessly splitting cities or counties into multiple districts. The outcome of the case won't affect immediate control of the Senate, where Republicans hold a 24-10 majority over Democrats. Deputy Solicitor General Maria Lanahan told judges that various other Senate districts — though not challenged by plaintiffs — also split counties while not following political subdivision lines. The Federal Election Commission deadline is here for end-of-year finance reports that will reveal how much money the presidential candidates had raised recently, and how much cash their campaigns had on hand. The end-of-year fund-raising and spending reports can reveal a lot about the trajectory of a presidential campaign, and the health of its money operation. Spending by presidential campaigns alone — not counting super PACs — topped $4 billion for the 2020 election. Just this week alone, a Democratic super PAC supporting Mr. Biden began reserving $250 million in advertising in battleground states, scheduled to begin after the Democratic National Convention in August. For example, the main super PAC supporting Senate Democrats has about $61.5 million on hand, compared with $29.1 million for the top PAC supporting Republican Senate candidates.

The scramble to challenge Senator Jon Tester, Democrat of Montana — already a heated battle with profound national implications and the acute intensity of a family drama — has increasingly focused on Representative Matt Rosendale, an anti-abortion, election-denying Republican agitator.
