MADISON, Wis. (AP) — A Democratic legislator from central Wisconsin announced Tuesday that she is running for U.S. Rep. Derrick Van Orden's seat next year. State Rep. Katrina Shankland, of Sevens Point, joined a crowded field of Democratic challengers in western Wisconsin's 3rd Congressional District. Van Orden, a former Navy SEAL, narrowly defeated Democratic state Sen. Brad Pfaff to flip the seat for the GOP last year after longtime Democratic incumbent Ron Kind chose not to seek reelection. Pfaff has decided not to challenge Van Orden in 2024. Van Orden was outside of the Capitol during the Jan. 6, 2021 insurrection, before he was elected to Congress.

REUTERS/Rebecca Cook/File Photo Acquire Licensing RightsOct 2 (Reuters) - General Motors (GM.N) and Ford Motor (F.N) on Monday said they are laying off another 500 workers at four Midwestern plants because of the impact on some of the facilities of the United Auto Workers strike in its 18th day. Ford said last month it temporarily laid off about 600 workers at a Michigan auto plant because of the strike. UAW President Shawn Fain on Friday expanded the first-ever simultaneous strike against the Detroit Three to a GM Lansing, Michigan plant and a Ford Chicago assembly plant, but Stellantis was spared after last-minute concessions. Rivian, which makes R1T pickup trucks and R1S SUVs, delivered 15,564 vehicles in the quarter ended Sept. 30, compared with Visible Alpha estimates of 14,740 vehicles and up 23% from the second quarter. It produced 16,304 vehicles at its facility in Normal, Illinois, up from 13,992 in the second quarter. That means Rivian has to make just more than 12,300 vehicles in the current quarter to hit its full-year target.

"The UAW is holding the deal hostage over battery plants," Farley said, and claimed a "bad deal" could threaten financial viability of some U.S. vehicle production. On Monday, Ford said it had paused work on its $3.5 billion Marshall, Michigan battery plant that will use technology licensed from Chinese battery company CATL (300750.SZ), citing concerns about its ability to operate competitively. In 2022, Congress passed the Inflation Reduction Act (IRA) barring $7,500 in future consumer EV tax credits if any battery components are manufactured or assembled by a "foreign entity of concern." Ford is awaiting guidance to determine if batteries produced by the Marshall plant would meet the requirements. Republican lawmakers have been probing Ford's battery plant plan for months over concerns it could send U.S. tax subsidies to China and leave Ford dependent on Chinese technology.

Unifor had announced GM as its second bargaining target in contract talks with the Detroit Three on Monday, a day after ratifying a new three-year contract with Ford Motor (F.N). Meanwhile, in the U.S., negotiators for the United Auto Workers (UAW) union could strike additional Detroit Three automotive facilities on Friday if there is no substantial progress in labor negotiations. But few of them besides Tesla's Model Y and Model 3 are selling at high enough volumes to support a full-scale assembly plant, according to a Reuters analysis of U.S. EV sales data for the first six months of 2023. But that market share was divided up among 103 different models, according to the Alliance's latest quarterly report on the EV market. The U.S. automaker, like several rivals, has committed billions to build additonal EV and battery plants in the U.S. In a media presentation on Tuesday, Cox Automotive noted that Tesla has surrendered some share of U.S. EV sales this year as more entrants hit the market, but still commands nearly two-thirds of all EV sales. Cox estimated that EV sales will rise to 8% of total U.S. vehicle sales in the third quarter from about 6.5% a year ago.

U.S. Trade Representative Katherine Tai chairs the Indo-Pacific Economic Framework meeting in Detroit, Michigan, U.S. May 27, 2023. The latest review marks the U.S. Trade Representative office's 14th labor rights complaint against facilities in Mexico since the U.S.-Mexico-Canada Agreement (USMCA) on trade took effect in 2020, including nine this year. U.S. Trade Representative Katherine Tai said the request was intended to "address a serious violation of workers' rights" at the automotive parts factory, involving an employer possibly terminating workers for engaging in union activity. The Mexican government has ten days to review the U.S. request, and if it accepts, another 45 days to investigate the case. Mexico has recently denied two requests for probes into labor rights concerns, rejecting a U.S. call to review Grupo Yazaki's auto components factory in the state of Guanajuato and also a Grupo Mexico mine labor probe.
