It was the moment the crowd outside the gates of Ofer prison just outside the West Bank city of Ramallah had awaited for hours: A large white bus carrying Palestinian prisoners and detainees exited the prison gates and made its way through the crowd around 8 p.m. Friday. RAMALLAH, West Bank—As Western and Arab leaders look beyond Israel’s war in the Gaza Strip, most agree they want some form of Palestinian government running the enclave, but they can’t agree on who it should include. One emerging point of consensus is that the Palestinian Authority—as it now operates and oversees the West Bank—isn’t up to the job. But there is no easy alternative.

CNN —The International Criminal Court’s prosecutor Karim Khan says his office has received a referral from five countries to investigate whether crimes have been committed in the Palestinian territories as part of Israel’s response to the October 7 Hamas terror attacks. He noted that his office was already conducting an investigation on the situation in the Palestinian territories over possible crimes committed since June 2014 in Gaza and the West Bank. A UN report said last month said it was collecting evidence of war crimes in the wake of the Hamas attack. Earlier this month, Volker Türk, the UN High Commissioner for Human Rights, called the October 7 attacks “atrocities”, saying they – and the holding of hostages – were war crimes. That has not stopped the court from investigating its actions in the occupied Palestinian territories.

Almost six weeks into the conflict, however, Israel is yet to offer a clear post-war plan for the territory. The Israeli military raided Gaza’s largest hospital, Al-Shifa, on Wednesday after claiming that Hamas had built a command center beneath the sprawling medical complex. The United States has warned against Israel re-occupying Gaza, and has stressed a future role there for the Palestinian Authority (PA). RAMALLAH, West Bank, Nov 18 (Reuters) - At least five Palestinians were killed and two more injured in an Israeli strike on a building in the occupied West Bank, the Palestinian Red Crescent ambulance service said early on Saturday. The Israeli military did not immediately provide comment on the incident at Balata refugee camp, in the central city of Nablus. The Palestinian Red Crescent earlier said its medics were dealing with five serious injuries from the blast, all of them men ranging from 19 to 25 years in age. At least 186 Palestinians, including 51 children, have been killed by Israeli forces in the West Bank since the Oct. 7 Hamas attack, according to U.N. figures. An additional eight have been killed by Israeli settlers, while four Israelis have been killed in attacks by Palestinians, according to the figures.

Palestinian intelligence officials would be provided with target information by Israel, and Palestinian forces would be expected to take on missions previously conducted by the Israel Defense Forces to detain those targets. Even worse, in 2008 and ’09, when Israel’s Operation Cast Lead, which resulted in over 1,300 Palestinian deaths in Gaza, sparked protests in the West Bank, it was the Palestinian Authority Security Forces that physically stood between demonstrators and the Israel Defense Forces. In hindsight, it was perhaps the death knell for the legitimacy of the Palestinian Authority in the eyes of its people. The United States could also start conditioning its military assistance to Israel (as it does for many other recipients) on certain verifiable political conditions being met. Doing so would require structuring assistance in a way that enables Palestinian society control over its own security forces.
