The incident on Monday is the latest "gray-zone" skirmish in the South China Sea, where China has increasingly used nonlethal but highly provocative measures to harass other countries there. China has claimed sovereignty over the South China Sea for decades, a claim that was roundly rejected in the Hague in 2016. On Saturday, it enacted a law allowing its Coast Guard to seize foreign ships suspected of trespassing, CNN reported. It comes after several other aggressive acts from Beijing in the South China Sea in recent months, involving lasers, water cannons, maritime militias, and even the alleged poisoning of fishing waters. “China has significantly increased pressure on Taiwan in recent years, stoking fears that tensions could erupt into outright conflict. China’s escalating gray zone tactics were on stark display this week as China Coast Guard vessels clashed with Philippine Navy boats in the South China Sea. In the 24 hours ending at 6 a.m. Friday, 36 Chinese military aircraft crossed into Taiwan’s air defense identification zone, Taiwan’s Defense Ministry says. Meanwhile, a quarantine, rather than a blockade, would not require China to close or restrict access to the Taiwan Strait, the CSIS report notes. Under its claims that Taiwan is Chinese territory, Beijing could require customs declarations to be filed before vessels can call in Taiwan.

A Philippine Navy serviceman on the rubber boat lost his right thumb when the Chinese Coast Guard rammed it, Torres said. China’s Coast Guard also deployed tear gas, “blinding” strobe lights and continuously blared sirens, the AFP said. “The Chinese Coast Guard personnel had bladed weapons and our personnel fought with bare hands. Hong Kong CNN —Manila has accused China of injuring Filipino personnel and damaging Philippine vessels during a South China Sea collision earlier this week, as tensions simmer over territorial disputes in the resource-rich and strategically important waterway. CNN has reached out to the Department of Foreign Affairs, the Armed Forces of the Philippines and the Philippine Coast Guard for comment. China claims “indisputable sovereignty” over almost all of the South China Sea, and most of the islands and sandbars within it, including many features that are hundreds of miles from mainland China. CNN —Hundreds of residents living near Mount Kanlaon in the Philippines were ordered to evacuate Tuesday after the volcano erupted, sending a three-mile tall (five-kilometer) ash column into the sky that caused dozens of flights to be canceled. The Philippine Institute of Volcanology and Seismology (Phivolcs) said Mount Kanlaon erupted for six minutes on Monday evening, causing a “strong earthquake,” as the agency warned that ash fall and sulphuric odor would affect surrounding villages. Forty-three volcanic earthquakes had been recorded in the 24 hours to midnight Monday, according to the agency’s volcano summary. Images on social media showed an ash cloud shooting into the starry night sky. Singapore CNN —US Defense Secretary Lloyd Austin on Saturday hailed the arrival of a “new convergence” in the Indo-Pacific, as the United States fortifies strategic and security partnerships in the region amid rising threats from China and Russia. “Today, we are witnessing a new convergence around nearly all aspects of security in the Indo-Pacific,” Austin said at the Shangri-La Dialogue security forum in Singapore. Looming large in that regional vision is a more assertive China, which Austin alluded to without mentioning it by name. A contiguous zone extends another 12 nautical miles beyond a country’s territorial waters, the area that stretches 12 nautical miles from the shore. Foreign warships are allowed into contiguous zone waters – so the Chinese Coast Guard hasn’t broken any international agreements – but the continuous presence of the Chinese vessels there is seen as a provocation. It has frequently dispatched China Coast Guard and other government vessels to the waters around the islands to assert those claims. Hayashi, the Japanese government spokesperson, said Monday that Tokyo is answering the Chinese presence around the islands with vessels of its own.

Denpasar, Indonesia Reuters —Elon Musk and Indonesian Health Minister Budi Gunadi Sadikin launched SpaceX’s satellite internet service for the nation’s health sector on Sunday, aiming to improve access in remote parts of the sprawling archipelago. Musk, wearing a green batik shirt, said the availability of the Starlink service in Indonesia would help millions in far-flung parts of the country to access the internet. Asked about whether he planned to also invest in Indonesia’s electric vehicle industry, Musk said he was focused on Starlink first. Prior to Sunday’s launch, Starlink obtained a permit to operate as an internet service provider for retail consumers and had been given the go-ahead to provide networks, having received a very small aperture terminal (VSAT) permit, Budi Setiadi told Reuters.
