He had asked Sanchez, a Socialist, in a meeting earlier on Wednesday to back him in exchange for policy pacts. Prosecutors have opened a preliminary investigation into whether Rubiales might have committed an act of sexual aggression when he grabbed Hermoso and kissed her on the lips after Spain's victory in the women's World Cup in Sydney on Aug. 20. Many of the federation representatives had initially applauded Rubiales when he announced on Friday he would not quit. "Following recent events and the unacceptable behaviour that has seriously damaged Spanish football's image, the (regional) presidents demand that Luis Rubiales immediately resign," they said in a statement. Acting Labour Minister Yolanda Diaz demanded the dismissal of the head coaches of both the men's and women's national teams.

The scandal began just moments after La Roja’s historic 1-0 victory against England, when the head of the Spanish football federation, Luis Rubiales, kissed midfielder Jennifer Hermoso on the lips. Fast forward seven days and Spain’s World Cup winners are refusing to play. After showing one of the Spanish players kissing the Women’s World Cup Trophy, the broadcast cut to Rubiales hugging Hermoso. FIFA provisionally suspends Spanish football president Rubiales

"The chairman of the FIFA Disciplinary Committee... has decided today to provisionally suspend Mr Luis Rubiales from all football-related activities at national and international level," FIFA said in a statement. Its disciplinary committee also ordered Rubiales and RFEF officials and employees alike to refrain from contacting or attempting to contact Hermoso or those around her. The Spanish national team that won the World Cup as well as several other players have said they would not play international matches while Rubiales remains head of the federation. "The decision adopted by the chairman of the FIFA Disciplinary Committee has been communicated today to Mr Luis Rubiales, the RFEF and (European soccer body) UEFA for due compliance." The committee said it would not provide any further information on the disciplinary proceedings until a final decision was taken.

CNN —FIFA has provisionally suspended Luis Rubiales, the president of the Spanish soccer federation, from “all football-related activities” over his kiss with Women’s World Cup winner Jenni Hermoso. Hermoso said the kiss was unwanted and she and the entire World Cup-winning squad have refused to play while Rubiales remains president. Rubiales said the kiss was consensual and the federation has been sticking by him, threatening legal action against Hermoso and others. World soccer’s governing body FIFA said Rubiales was initially suspended for 90 days and banned Rubiales and the Spanish football federation from contacting Hermoso, who described refusing requests to issue a statement to “alleviate the pressure” on Rubiales. While addressing the assembly for nearly 30 minutes, he described the kiss as “mutual” and spoke of “unjust” campaigns and “fake feminism,” sparking further criticism.
