NEW ORLEANS — Distinct minority groups cannot join together in coalitions to claim their votes are diluted in redistricting cases under the Voting Rights Act, a divided federal appeals court ruled Thursday, acknowledging that it was reversing years of its own precedent. At issue was a redistricting case in Galveston County, Texas, where Black and Latino groups had joined to challenge district maps drawn by the county commission. Circuit Court of Appeals initially upheld the decision before the full court decided to reconsider the issue, resulting in Thursday’s 12-6 decision. “Nowhere does Section 2 indicate that two minority groups may combine forces to pursue a vote dilution claim,” Jones, nominated to the court by former President Ronald Reagan, wrote. “To reach its conclusion, the majority must reject well-established methods of statutory interpretation, jumping through hoops to find exceptions,” Douglas wrote.

CNN —The Justice Department said Tuesday it filed a civil lawsuit against Norfolk Southern, alleging the company knowingly created large delays for Amtrak passengers traveling between New York and New Orleans. Norfolk Southern said it has worked with Amtrak and states to expand passenger service and is committed to complying with the law. “Over the past several months with Amtrak, we have focused on the on-time performance of the Crescent passenger train. The Justice Department on Tuesday accused Norfolk Southern, one of the country’s largest freight railroad companies, of violating federal law by delaying Amtrak passenger trains along the route between New Orleans and New York. In a complaint filed in U.S. District Court for the District of Columbia, the Justice Department said Norfolk Southern failed to give Amtrak passenger trains preference over freight trains, as it is required to do under federal law. “Norfolk Southern regularly fails to do so, leading to widespread delays that harm and inconvenience train passengers, negatively affect Amtrak’s financial performance and impede passenger rail transportation,” according to the complaint. “Americans should not experience travel delays because rail carriers break the law,” Attorney General Merrick B. Garland said in a statement. “Our action today alleges that Norfolk Southern violates federal law by failing to give the legally required preference to Amtrak passenger trains over freight trains.”

In the 1960s, many public pools were filled with concrete or destroyed to avoid allowing Black Americans to swim in them. In fact, park managers opted to shut down the Historic Audubon Park Natatorium in New Orleans, the largest public pool in the South, rather than see it integrated. Black children ages 10-14 years drown in swimming pools at a rate that is almost 8 times higher than White children. Third places are incredibly important for public health and wellbeing however because they give people a place to socialize and build community. We also need better national data about our public pool system that goes beyond project- or funding-specific tracking.

But there are now signs that maybe, just maybe, the worst could be over for homebuyers. “June, in particular, has started to show the housing market slowing down in favor of buyers,” said Skylar Olsen, Zillow’s chief economist. While the Fed doesn’t directly set mortgage rates, its actions do influence borrowing costs throughout the economy. For the past two years, potential homebuyers have faced a double whammy of high prices and high mortgage rates. “We’re sitting today at probably, if not the worst affordability ever, really close to the worst affordability ever — so we almost have nowhere to go but up,” Sharga said.

In the aftermath of Katrina, the Pets Evacuation and Transportation Standards (PETS) Act of 2006 was passed. However, development and implementation of pet evacuation and sheltering plans during disasters remains widely insufficient, if it is even addressed at all. At least 15 states do not have any provisions for the evacuation, rescue and recovery of pets during disasters, according to Michigan State University’s Animal Law and History Web Center. More commonly, pet owners will sneak back into active evacuation sites to rescue their pets, risking injury and even death. Allowing pet owners to evacuate their animals may prevent significant psychological distress and can strengthen the emotional resiliency of evacuees.

CNN —Longtime NFL and college coach Monte Kiffin has died at the age of 84, the University of Mississippi announced on Thursday. Kiffin passed away peacefully in Oxford, Mississippi, surrounded by friends and family, the school said. The Buccaneers-owning Glazer family said Monte was a “beloved and iconic member” of the organization. “As a coach, Monte was a true innovator who got the best out of his players and helped create one of the signature defenses of the early 2000s,” the Glazer family said in a statement. Lane has been the head coach of Ole Miss since 2020 where Monte has been an analyst on the staff.
