The Dutch fashion designer Iris van Herpen, who counts Beyoncé, Björk and Tilda Swinton among her regular clients, is known for dazzling haute couture pieces that resemble sculpture. Now she’s aiming to show that the equation also works the other way around: She’s not a fashion designer but an artist who happens to make pieces for the body. Van Herpen is planning an art exhibition, called “Hybrid,” that took a year to plan but will run for just 45 minutes on June 24, as part of Paris Haute Couture Week. Why just 45 minutes? El Niño, the natural climate pattern linked to warmer conditions in the tropical Pacific Ocean, has ended, the National Oceanic and Atmospheric Administration announced on Thursday. The counterpart pattern known as La Niña, defined by cooler equatorial sea surface temperatures, is expected to develop soon. A strong El Niño has cycled through the atmosphere since last June, leading to a wetter than normal winter, especially in the Southeast and in California, where a mind-boggling 51 atmospheric rivers dumped rain and snow. That’s because, while El Niño conditions can rip apart storms that develop in the Atlantic Basin, hurricanes and tropical cyclones are more likely to form under La Niña. Many of the tens of thousands of migrants who have arrived in New York City over the last several years say they share the same hope: to be granted asylum so they can legally stay in the United States permanently. But while New York is a beacon for many migrants, with a law guaranteeing shelter and pro-immigration political traditions, its asylum office is also the toughest place to win a claim in the country, records show. Even before the recent influx of border crossers, New York’s federal asylum office granted the lowest share of asylum claims among the nearly dozen such offices around the country, according to a 2022 analysis by the nonprofit Human Rights First. In 2020, when 28 percent of asylum claims were granted nationally, 5 percent of decisions in New York were approvals. The asylum process was never meant to be a catchall program to allow most people arriving in the United States to remain.
