The Biden administration on Friday requested more than $105 billion from Congress to support the security needs of Ukraine, Israel, Taiwan and the U.S. southern border. President Joe Biden's biggest request in the package is more than $61 billion for Ukraine. Since Russia's full-scale invasion of Ukraine in February 2022, the U.S. has unleashed an arsenal worth $44 billion in security assistance, according to figures provided by the State Department. New York CNN —Looming over the United Auto Workers strike: Automakers’ continued migration to the anti-union South. Jobs at nonunion EV battery facilities pay less than the roughly $32 an hour that veteran UAW workers make. Since 1990, the South’s share of auto jobs has doubled from around 15% to 30% today, according to S&P Global Market Intelligence. Mostly nonunion EV jobs and manufacturing investments are surging in Southern states led by Republicans. The South has picked up 66% of planned EV jobs, while projects in Midwestern states such as Michigan, Indiana, Kansas and Ohio have combined for 26% of planned jobs, according to S&P Global.

North Korea’s leader, Kim Jong-un, peeked his head into the cockpit of a fighter jet at a factory in the Russian Far East on Friday as he pressed ahead on a multiday tour of Russia that is enticing him at each stop with off-limits military technology. Although Russia’s president, Vladimir V. Putin, hasn’t promised Mr. Kim any of the weaponry and has vowed to abide by U.N. sanctions banning their transfer, the tour carried an implicit threat — an example of what analysts say is a growing danger posed by Mr. Putin’s increasingly warm relationship with authoritarian leaders who can pose problems for the West. At the same time, according to U.S. officials, Mr. Putin is cultivating new sources of arms and munitions for his war against Ukraine. “I think it’s really serious,” said Andrea Kendall-Taylor, a senior fellow at the Center for a New American Security, who previously led analyses of Russia by the U.S. intelligence community.

The US is ramping up its artillery production to continue aiding Ukraine and resupply its stockpile. A Pentagon official said the US aims to be producing 100,000 155mm artillery shells by 2025. "But every country struggles with munitions production as war goes on beyond a few months." Western officials, meanwhile, believe Russia is on track to manufacture two million artillery shells a year, the Times reported this week. Discussions of any open violation of U.N. Security Council resolutions on North Korea would signal that major international agencies will be paralysed, said Andrei Lankov, a Korea expert at Seoul's Kookmin University. The summit is an indicator that North Korea-related Security Council resolutions are dead, as are all attempts to stop North Korea or penalise it for having a nuclear program, he said. UKRAINE FACTORLankov also said that Russia may be unlikely to provide North Korea with advanced technology that it could eventually lose control of. If Russia, North Korea and China feel that they are threatened, it makes sense they would seek to support each other through partnerships or even alliances to counter the United States. "It's just difficult for me to imagine that Xi Jinping and Kim Jong Un and Vladimir Putin can trust each other enough for a real long term concerted alliance formation," he said.

During a visit to Kyiv, Secretary of State Antony Blinken today announced more than $1 billion in new American aid to Ukraine. He was the highest-profile American official to visit the country since the beginning of Ukraine’s counteroffensive. Ukraine has retaken more than half the territory that Russia seized after its full-scale invasion. The U.S. and Ukraine are in talks over a long-term security partnership that Ukraine’s president, Volodymyr Zelensky, has said he would like to resemble Washington’s alliance with Israel. The attack, one of the deadliest strikes in Ukraine in months, hit an outdoor market in the afternoon, when it is usually bustling with activity.

WASHINGTON (AP) — Treasury Secretary Janet Yellen is facing growing skepticism from some leading rich and developing nations as the residual impact of sanctions against Russia is deepening divisions among the Group of 20 countries. Russia and China, meanwhile, have declared a “no limits” partnership of their own. And the economic bloc of Brazil, Russia, India, China and South Africa — known as BRICS — is trying to increase its use of local currencies instead of the U.S. dollar. Russia is hoping it can use its power over Ukraine’s Black Sea exports as a bargaining chip to reduce Western sanctions. That may be difficult as G20 nations increasingly gravitate into blocs and with some leaders, including Chinese President Xi Jinping, opting to skip the summit.
