Severe weather is set to hit opposite ends of the country this week, with a powerful low pressure system — followed by an atmospheric river — set to bring damaging winds, heavy rain and snow to the Pacific Northwest, while storms and possible flooding are headed for the Gulf Coast. ET update that a "rapidly strengthening and extremely powerful" weather system could bring winds of 70 mph across northern California and parts of Washington and Oregon from Tuesday. Satellite images show a weather system approaching the Pacific Northwest on Tuesday morning. Nebraska’s Dan Osborn is returning to work Tuesday as a steamfitter after his unsuccessful Senate run, but his political career isn’t over. Russian President Vladimir Putin formally lowered the threshold for his country's use of nuclear weapons Tuesday, days after the United States allowed Ukraine to strike inside Russia using American missiles. The Kremlin announced that Putin had approved an updated nuclear doctrine — a document that governs how Russia uses its nuclear arsenal — including the declaration that Moscow could unleash a nuclear strike if subject to an attack by a non-nuclear country that has the support of a nuclear state. “The nuclear doctrine update was required to bring the document in line with the current political situation,” Kremlin spokesperson Dmitry Peskov told the TASS state news agency in comments published early Tuesday. Still, the use of nuclear weapons would be a “last resort measure,” he added. Putin had signaled the update to his country’s policy earlier this year as he sought to warn the West against loosening restrictions on Kyiv's use of long-range weapons to strike deep inside Russia.

McCormick leads Casey by 17,408 votes with 99.7% of the vote in and 24,000 ballots still to be counted. A Wyoming judge ruled Monday that two laws restricting and banning abortion in the state violate its constitution, making the procedure legal up until fetal viability for the time being. Teton County District Judge Melissa Owens imposed an injunction on the pair of state laws in a ruling that said they ran afoul of the state constitution, which says every person has a right to personal autonomy in making medical decisions. The statutes were therefore “facially unconstitutional,” Owens wrote, as they placed “unreasonable and unnecessary restrictions” on pregnant women’s rights to make their own health care decisions. Owens has blocked the state's abortion laws three times now. One of the plaintiffs in the current suit, Wellspring Health Access, opened as Wyoming’s only full-service abortion clinic last year.
