Last week, Governor Wes Moore of Maryland, a Democrat, signed an executive order pardoning 175,000 marijuana convictions, saying, “Today, we take a big step forward toward ensuring equal justice for all.” But, he said, “this won’t be our last effort. We must continue to move in partnership to build a state and society that is more equitable, more just and leaves no one behind.”Meanwhile, Governor Jeff Landry of Louisiana, a Republican, has recently signed several bills that he says are intended to “expand faith in public schools.”One requires teachers and other school employees to address transgender students using the pronouns for the genders listed on their birth certificates — “God gives us our mark,” Landry said. The governor, The Advocate reported last year, “has an intensely anti-L.G.B.T.Q.+ record, having opposed anti-discrimination protections even though he has a gay brother” and, as Louisiana’s attorney general, he “pushed the state’s ban on gender-affirming care for trans youth.”Earlier this month, as nola.com reports, Landry also signed a bill to “block transgender people from using facilities in schools, prisons and domestic violence shelters that align with their gender identity.” In a statement, he said that the bill “protects women’s safety and reinforces the very definition of what it means to be a woman.”

A US-based lawyer who has represented accused Chinese money launderers said the tempo of law enforcement operations against the alleged launderers has increased in recent weeks as federal agents close in on “bigger fish” among Chinese money launderers in the US. None of the federal law enforcement agencies involved in tracking Chinese money launderers agreed to be interviewed on the record. Grassley and Whitehouse have each introduced legislation they say is key to closing loopholes in US law that are actively exploited by the cartels’ money launderers. Elaborate networksRecent court documents illuminate how far-flung and elaborate US-based networks of alleged Chinese money launderers are. CNN —Maryland’s governor pardoned more than 175,000 marijuana convictions Monday – a significant act of mass clemency that reflects the rapidly changing attitudes toward a drug that more than half of Americans want to see legalized. Wes Moore, a Democrat, will forgive low-level marijuana possession and certain paraphernalia charges for an estimated 100,000 people, the governor’s office said, noting it was possible for a person to have more than one conviction pardoned. But it will result in the pardons of more than 150,000 misdemeanor convictions for simple possession of cannabis and more than 18,000 misdemeanor convictions for use or possession with intent to use drug paraphernalia. Officials framed the pardons as an effort to undo the lasting harm left by these convictions, which are disproportionately borne by Black and brown people. The war on drugs was a war on communities of color,” Maryland Attorney General Anthony G. Brown said at Monday’s event.

The use of weed to replace alcohol is a growing trend in the United States. “We know that moderate alcohol consumption has health risks, and risk increases as alcohol consumption increases,” Boyd said in an email. “Cannabis smoke contains toxins, carcinogens, and particulate matter that have been linked to cancer, lung damage, and cardiovascular disease,” Cohen said in an email. Research on edibles, such as baked goods, candies and beverages, and other methods of using cannabis is in its infancy. “In and of itself, it’s not good that more people are using cannabis,” Grinspoon said.

Although alcohol overall remains more widely used, 2022 was the first-time daily marijuana use overtook drinking at the same frequency, with roughly 17.7 million cannabis users and 14.7 million drinkers, respectively. That is a 15-fold increase for cannabis since 1992 when only 900,000 Americans disclosed using the drug daily compared with 8.9 million daily drinkers. The spirits and alcohol industry, however, has been working to defend its market share despite shifting trends among younger consumers. However, some analysts on Wall Street expect greater impact to the alcohol industry from cannabis adoption. Last week brought some rare good news on drugs: Overdose deaths declined in 2023. And while the opioid crisis has taken some surprising and terrible twists over the years, it may finally be turning around. First, drug epidemics tend to follow a natural course in which the drugs enter a market, spread and then fade away, at least for some time. Faddish cycleDrugs are often faddish; epidemics tend to ebb on their own. Think of all the drugs that have come and gone over the past several decades, such as crack, meth and synthetic marijuana.
A former model filed a lawsuit on Tuesday accusing the hip-hop mogul Sean Combs of forcing her to perform oral sex on him at his New York City recording studio in 2003. She says Mr. Combs led her to the bathroom, shoved her head down to his crotch and, after she refused, forced her to perform oral sex on him. Representatives for Mr. Combs did not immediately respond to requests for comment on the lawsuit. Mr. Combs, 54, has been facing deepening legal troubles since his former girlfriend, Casandra Ventura, known as Cassie, filed a lawsuit against him last year in which she accused him of sexually and physically abusing her for years. The lawsuit was settled in one day, but three more suits followed from women who accused him of rape.

Many health experts have worried that relaxing the laws around cannabis will lead to more use of the drug among minors. They found that fewer minors reported having used cannabis in the previous month in states where the drug had been legalized. It seems sensible to assume that legalizing marijuana would lead to more use by young people. Yes, common sense might argue that as cannabis becomes legalized, it will be more accessible. There will be fewer potential legal repercussions, hence availability would increase and use would increase.

On May 16 the Justice Department formally moved to reclassify marijuana from Schedule I of the Controlled Substances Act to Schedule III. It is, however, the biggest step yet toward abolishing the legal fiction that cannabis is as dangerous as heroin. And it puts marijuana — used more than any other illicit drug in the world — on a pathway for fully legal recreational use, which a majority of Americans support. It also offers an opportunity to start ironing out the details of what federal cannabis oversight ought to look like if the time comes — both to redress past harms and protect public health. Learning from the experiences of states that have legalized marijuana is essential.

Legalized Weed Is Landing More Seniors in the E.R.

The NewsAs more places legalize marijuana, policymakers and health officials have worried about the health risks that the drug may pose to adolescents. But a new study suggests that an additional demographic is at risk: seniors. The study, published Monday in JAMA Internal Medicine, found that after Canada legalized marijuana, the number of emergency room visits for cannabis poisoning rose sharply among people ages 65 and older. Poisonings doubled after Canada legalized sale of the cannabis flower, and then tripled just 15 months later, when Canada legalized the sale of edibles. Stall said, and showed that more attention needed to be paid to drug use by seniors, and to the health effects.

The US did a complete 180 on same-sex marriage
  + stars: | 2024-05-17 | by ( Zachary B. Wolf | ) edition.cnn.com   time to read: +8 min
The vast majority of Americans opposed same-sex marriage on May 17, 2004, when the first same-sex couples took their vows after a court decision in Massachusetts. Barack Obama notably opposed same-sex marriage when he ran for president as a Democrat in the 2008 election and, as public opinion was rapidly shifting, changed his tune in 2012 to support same-sex unions. Warnings were unfoundedThere is also evidence that warnings about same-sex marriage somehow endangering “traditional marriage” simply never materialized. A new study by researchers for the RAND Corporation to assess two decades of same-sex marriage in the US argues marriage rates actually increased among opposite-sex couples as same-sex couples were granted the ability to marry in certain states. A key difference between support for same-sex marriage and support for abortion rights, according to Lundry, is that support for abortion rights has remained positive for decades, in contrast to same-sex marriage, which saw a complete turnaround.

The Biden administration moved on Thursday to downgrade marijuana from the most restrictive category of drugs. The proposed rule, submitted to the Federal Register, is subject to a 60-day comment period, kicking off a lengthy approval process before it takes effect. The proposal, which would move marijuana to Schedule III, from Schedule I, signals a significant shift in how the federal government views the substance, even as it does not legalize the drug. The categories of controlled substances determine production amounts, access, research and legal consequences. Some experts have argued that cigarettes and alcohol, which are not in any of the five categories of controlled substances, should be included in Schedule I because of their demonstrated high risk of abuse and addiction.

Biden has already pardoned federal marijuana offenders and urged individual state governors to take similar steps. On Thursday, the Justice Department is taking the next formal step in the process of easing federal restrictions on cannabis, according to a senior administration official. The rescheduling proposal will appear publicly in the Federal Register, opening it up for a 60-day public comment period. While the process for rescheduling marijuana is lengthy, the president’s aides believe the step is a necessary one to place the drug in a more appropriate category. Biden’s advisers also privately acknowledge the potential political benefit of loosening rules on marijuana, which has gained wider cultural acceptance over the last decade.

Thailand’s prime minister, Srettha Thavisin, said on Wednesday that he wanted cannabis to be re-listed as a narcotic by the end of the year, a reversal two years after the country became one of the first in Asia to decriminalize marijuana. All marijuana sales in Thailand are technically for medical purposes, but lax regulations mean that many businesses openly sell dried marijuana flowers and illegal imports. Thailand decriminalized marijuana in June 2022, giving rise to a domestic industry that has recently been challenged by competition and oversupply. There are thousands of registered dispensaries in the country, and cannabis is prescribed at hundreds of traditional medicine clinics. Foreign investors have also backed the construction of high-tech indoor cannabis farms.
