Intel stock dropped 3% Monday after Reuters reported that Nvidia and AMD were working on Arm-based PC chips. Intel currently has the majority of the market for PC chips, with AMD coming in second. Intel's PC chips are based on the x86 instruction set. Chips that use the Arm-based instruction set, like those for smartphones, often use significantly less power, which is critical for battery-powered devices. Qualcomm has been working on its own Arm-based PC chips for years, although it has yet to gain significant sales traction.

Nvidia and AMD could sell PC chips as soon as 2025, one of the people familiar with the matter said. Nvidia and AMD would join Qualcomm (QCOM.O), which has been making Arm-based chips for laptops since 2016. Nvidia spokesperson Ken Brown, AMD spokesperson Brandi Marina, Arm spokesperson Kristen Ray and Microsoft spokesperson Pete Wootton all declined to comment. Executives at Microsoft have observed how efficient Apple’s Arm-based chips are, including with AI processing, and desire to attain similar performance, one of the sources said. The new restrictions will also affect rival chips produced by Advanced Micro Devices (AMD.O) and Intel (INTC.O), according to analysts. Through more than a decade of work, Nvidia has built a powerful advantage in the AI chip market through the software it makes, and the software developer ecosystem. AMD has vowed to invest in and build a unified collection of software to power the various chips the company makes. Earlier this year, AMD created the AI group that will house the Nod.ai acquisition, Peng said.

Advanced Micro Devices announced Tuesday it will acquire Nod.AI, an open-source artificial intelligence software startup, to expand the chipmaker's AI software operations. Nod.AI, or Nod Labs, builds open-source technologies "for future AI systems," according to the startup, and it mainly specializes in reinforcement learning, a type of system that "learns" via trial and error. During the same period, AMD reported a revenue decline of 18% but still beat analysts' estimates for sales and profit. Prior to founding Nod in 2013, Anush Elangovan, the startup's CEO, was part of the first Chromebooks team at Google and a lead engineer at Cisco. AMD and Nod.AI did not respond to CNBC's request for comment.

2023's surge in technology stocks fizzled in September as rising rates put a heavy dent in the artificial intelligence-fueled rally . Over the next few weeks, Deepwater Asset Management's Gene Munster is keeping an eye on September's consumer price index and nonfarm payrolls report ahead of the start of big technology earnings later in the month. "The good news is that this should right itself once the September quarter earnings come up." Sean Sun, a portfolio manager at Thornburg Investment Management, likened the earnings season to a "gut check" on AI beneficiaries. But these drawdowns could offer opportunities for long-term investors to snatch up technology bets at bargain prices, said Nancy Tengler.

Shares of AMD rose almost 5% Thursday, a day after Microsoft's technology chief said the chipmaker is bolstering its position in artificial intelligence, where Nvidia dominates. For years, Microsoft has offered some AMD GPUs to its Azure cloud customers, in addition to powering some of its computers and its Xbox consoles with AMD chips. In May, AMD said Microsoft had started offering a cloud networking service to clients, drawing on the chipmaker's Pensando products. Bloomberg reported in May that AMD was working with Microsoft on a custom AI chip, but Scott declined to say if that's actually happening. Microsoft's cloud rivals Amazon and Google have developed homegrown silicon.

At a semiconductor technology conference held at Stanford University in Silicon Valley, Intel said its "Sierra Forest" chip will have 240% better performance per watt than its current generation of data center chip, the first time the company has disclosed such figures. That has pushed chip companies to focus on how to get more computing work done per chip. Ampere Computing, a startup founded by ex-Intel executives, was first to market with a chip focused on handling cloud computing work efficiently. Intel, which has lost market share to AMD and Ampere in data centers, said on Monday its "Sierra Forest" chip is on track to arrive next year. The company is for the first time splitting its data center chips into two categories: A "Granite Rapids" chip that will focus on performance but consume more power, and the more efficient "Sierra Forest" chip.

Developers in the world of artificial intelligence can't get enough of Nvidia's processors. "NVDA Data Center revenues are now expected to be more than double INTC+AMD Data Center revenues combined, underscoring the growing importance of accelerators for today's Data Center customers," Deutsche Bank analyst Ross Seymore wrote in a note on Thursday. Nvidia is now expected to post $12 billion in data center sales in the current quarter, according to FactSet data. AMD and Intel are trying to stay relevant in the AI market, but it's a struggle. Like Intel, AMD faces a timing challenge.
