FEMA for two months had to pause $9 billion meant for communities still recovering from past disasters. In this case, for nearly two months, FEMA hoarded $9 billion to make up for delayed funding from Congress. But Biden-administration officials warn of another shortfall as soon as January, especially after Hurricane Milton slammed into the Tampa area late Wednesday. "So if FEMA delays reimbursements, local governments have to bear those costs, and they may put off recovery efforts. FEMA officials have repeatedly said they have enough resources to respond to Hurricane Helene and now Hurricane Milton but declined to specify how much disaster aid remained available.

Additional disruptions from Hurricane Milton complicate the data collection for October's jobs report. To stimulate hiring, the Federal Reserve began cutting interest rates in September, and the jobs report will strongly inform its path forward. "I wouldn't expect these events to materially change how Americans view the economy before the election," DeAntonio said. For example, it noted in its release last week Hurricane Francine, which hit Louisiana in early September, "had no discernible effect" on the employment data it collected. Any effects from the hurricanes could lead to an October jobs report that shows a more pessimistic view of the economy than underlying conditions would suggest.

Storm surge is the abnormal rise in water levels during a storm, as heavy hurricane winds push a bulge of water toward shore as depths become shallower. On Tuesday, Milton "wobbled," according to an early evening forecast from the National Hurricane Center. “Milton has the potential to be one of the most destructive hurricanes on record for west-central Florida,” the National Hurricane Center said Tuesday in an advisory. Northeast Florida could get 3 to 5 feet of storm surge, the hurricane center projects. In 2008, Hurricane Ike pummeled the Texas Gulf Coast as a Category 2 storm and generated a 15-foot storm surge in Galveston Island.

As Hurricane Milton approached landfall in western Florida on Wednesday, the Biden administration warned consumers and businesses of the heightened risk of potential fraud, price gouging and collusion that accompanies major natural disasters. Federal Trade Commission chair Lina Khan said the FTC is "hearing troubling reports of price gouging for essentials that are necessary for people to get out of harm's way — from hotels to groceries to gas." "Companies are on notice: do not use the hurricane as an excuse to exploit people through illegal behavior," said Manish Kumar, a deputy assistant attorney general in the Justice Department's Antitrust Division. Most states have laws intended to curb price gouging, with many of these restrictions tied to declared states of emergency. Several major airlines and retailers have told CNBC in recent days that they froze prices in advance of the storm.

Harris advisers often publicly dismiss the polls, acknowledging that the race is close and will remain so leading up to Election Day. Others want to focus on mobilizing men and men of color to turn out – a demographic that remains a point of concern among Harris campaign officials. And I am running like the underdog because I am the underdog in this race,” Harris told donors at a fundraiser in late September. “When Black voters are getting inundated by anti-Harris mail, anti-Harris ads, the face-to-face conversations matter even more,” the operative said. Harris campaign surrogates have told CNN that there is also still a lot to do to shore up support among Latinos in the final weeks before Election Day.

CNN —A Claude Monet pastel painting stolen by Nazis during World War II, which vanished for decades only to show up with a Louisiana art dealer, was returned Wednesday in New Orleans to the descendants of its original owners. The Monet was then purchased at auction by a Nazi art dealer and disappeared in 1941. A New Orleans-based antiquities dealer purchased it then sold it to a couple in Washington state. Since then, the FBI has been working to return the Monet to the Parlagi’s granddaughters, and the handoff was made Wednesday. The Parlagi family is still searching for several other art pieces stolen by the Nazis, including a signed Paul Signac watercolor from 1903 that was sold to the same Nazi art dealer as the Monet.

Fourteen attorneys general, led by officials in New York and California, filed lawsuits Tuesday accusing the social media platform TikTok of damaging young users’ mental health and collecting their data without consent. “Young people are struggling with their mental health because of addictive social media platforms like TikTok,” New York Attorney General Letitia James said in a statement. In recent years, a growing number of health professionals have sounded the alarm about the effects of excessive social media use on mental and physical health, particularly among children and teenagers. Earlier this year, the Senate Judiciary Committee grilled the CEOs of TikTok, Meta and X during a hearing about online child safety and youth mental health. But the service’s rise has been shadowed by concerns about mental health, as well as national security.

And Trump is all but guaranteed to resurface at the Supreme Court in coming weeks to clarify the sweeping criminal immunity the court bestowed on him in July. “As matters stand now, this feels like the court is keeping its powder dry in case the election explodes,” Carter Phillips, a veteran Supreme Court litigator, told CNN early last week. A poll released by the Annenberg Public Policy Center on Wednesday found 56% of Americans disapprove of the Supreme Court. Take, for instance, Trump’s ban on travel from predominately Muslim nations, which made repeat trips to the Supreme Court. The Supreme Court has already dipped into next month’s election in a few emergency cases, two of which involved third-party candidates trying to remain on state presidential ballots.

Some TikTok users claimed to be “Mr Prada victims” and would make videos feigning distress when Thomas would like their videos, according to Know Your Meme. The East Baton Rouge Sheriff’s Office said it found blood, sharp objects and other weapons in Thomas’ home, according to an affidavit for an arrest warrant. The change is driven, in part, by internal campaign data showing that sharper messaging against Trump could persuade some still-unsure Americans to support Harris, according to three of the campaign officials. Follow live politics coverage here“We are going to draw more contrasts everywhere we can,” Harris campaign co-chair Cedric Richmond said in an interview. Harris campaign officials said they intend to continue laying out her policy positions, background and plans if she were to win the presidency — and increasing negative messaging is oftentimes a natural evolution in a presidential campaign as the candidates make their closing arguments. “The numbers aren’t moving,” a Harris campaign official said, speaking on the condition of anonymity to discuss internal strategy. But TikTok users — many of whom speculated the rug was evidence of a larger crime — expressed disappointment on Friday when the woman, who goes by Katie Santry on TikTok, revealed that the rug she uncovered didn’t contain a body. In comments, TikTok users offered their own theories on what they described as “rug gate” — advising Santry to contact lawyers and psychics and asking Santry about her neighbors. Some also speculated that missing people from Columbus-area cold cases could be buried in the rug. TikTok comments encouraged Santry to contact the police, who initially told her to try digging up the rug herself, she said. “There were no bones, there was no body, it was just a rug … This should be a sigh of relief.

Heavy rains from Hurricane Helene caused flooding across western North Carolina, like here in Asheville. Melissa Sue Gerrits/Getty ImagesBut only about 2.6% of the 4.3 million properties across the state — or around 115,000 properties — had flood insurance as of June 2024, according to private provider Neptune Flood Insurance, which analyzed data from the government-backed National Flood Insurance Program. North Carolina Department of Insurance communications director Jason Tyson estimated that about 139,000 properties in the state have flood insurance through the NFIP. Part of the problem with flood insurance is a common misconception that regular home insurance covers flooding, which is rarely the case, four experts knowledgable about flood insurance and disaster management told Business Insider. "We don't think of western North Carolina and the Appalachian mountains as an area that has significant flood risk."

Jeff Landry confirmed his support on Tuesday of restarting the tradition of bringing Louisiana State University’s live tiger mascot onto the football field ahead of home games. For years, the school’s live mascot would ride through the stadium in a travel trailer “topped by the LSU cheerleaders” before home games, based on information about the mascot on the LSU Athletics’ webpage. Following the death of the school’s tiger, Mike VI, in 2016, LSU announced that future Mike the Tigers would no longer be brought onto the field. In the past, animal rights groups have called on LSU to stop keeping live tiger mascots. Louisiana is not the only school that is home to a live mascot.

The move, experts say, isn’t based on medical science but instead on ongoing efforts from anti-abortion advocates to restrict access to abortion medications in states with near-total bans, like Louisiana. During a medication abortion, mifepristone is given first, followed by misoprostol one to two days later. According to the new law, it’s not a crime for a patient to possess the medications if they were prescribed to them. Hospitals don’t need to remove misoprostol from hemorrhage carts, the spokesperson added, or hesitate to administer misoprostol to patients experiencing health emergencies. The testimony “illustrated that easy access to these drugs can be dangerous to pregnant women,” Murrill said in the statement.
