Washington CNN —TikTok has “more work” to do to meet tough new European standards that are coming for social media and content moderation, according to a top EU official who performed a “stress test” of the company this week. “TikTok is dedicating significant resources to compliance,” Breton said, pointing to changes TikTok has made to its recommendation algorithms and its transparency procedures as evidence the company appears to be taking its obligations seriously. TikTok didn’t immediately respond to a request for comment on the test results. TikTok isn’t the only large tech platform to submit to an EU stress test. Last month, European officials evaluated Twitter’s platform for DSA compliance and also announced plans to stress test Facebook-parent Meta’s services.

"High level, we want this to become something like your personal AI friend," said developer Div Garg, whose company MultiOn is beta-testing an AI agent. The race towards increasingly autonomous AI agents has been supercharged by the March release of GPT-4 by developer OpenAI, a powerful upgrade of the model behind ChatGPT - the chatbot that became a sensation when released last November. GPT-4 facilitates the type of strategic and adaptable thinking required to navigate the unpredictable real world, said Vivian Cheng, an investor at venture capital firm CRV who has a focus on AI agents. OpenAI itself is very interested in AI agent technology, according to four people briefed on its plans. There are at least 100 serious projects working to commercialize agents, said Matt Schlicht, who writes a newsletter on AI.

A Bridge Explosion Rocked Russia
  + stars: | 2023-07-17 | by ( Matthew Cullen | ) www.nytimes.com   time to read: +1 min
A vital bridge linking the occupied Crimean Peninsula to mainland Russia was attacked early this morning, killing two people and forcing its temporary closure. Rail service over the crossing, known as the Kerch Strait Bridge, resumed soon after the assault, but damage to the car lanes will likely complicate Russia’s efforts to resupply its troops in southern Ukraine. Ukrainian officials celebrated the assault, which Russia said was carried out by maritime drones, but declined to officially take credit. Initial reports suggested that today’s explosions were far less severe than a similar attack in October. Kremlin officials insisted that the decision was not connected with the attack.

A top Russian general in Ukraine is accusing the Kremlin of "decapitating" the war effort. Maj. Gen. Ivan Popov said he was giving honest feedback to his bosses, and was immediately fired. In his voice note, Popov said he was faced with the choice of either telling his bosses what they wanted to hear or to "call a spade a spade." As of Wednesday evening, neither the Russian state media nor the Defense Ministry has commented on Popov's remarks, whether he has been fired, or on the circumstances of such a dismissal. Gurulyov, the state duma member who published Popov's voice note, confirmed to Russian state TV on Wednesday that Tsokov was killed.

CNN —A senior Russian general in command of forces in occupied southern Ukraine says he was suddenly dismissed from his post after accusing Moscow’s Defense Ministry leadership of betraying his troops by not providing sufficient support. Gen. Ivan Popov was the commander of the 58th Combined Arms Army, which has been engaged in heavy fighting in the Zaporizhzhia region. He is one of the most senior officers to have taken part in the bloody Russian campaign in Ukraine. The recording was posted on the messaging app by Andrey Gurulev, a member of the Russian Parliament and former deputy commander of the Southern Military District. Another Russian commander, Gen. Sergey Surovikin, who has not been seen in public since the failed Wagner-led rebellion last month, is “resting,” a Russian lawmaker said Wednesday.

Welcome to the weird, through-the-looking-glass world of Vladimir Putin’s Russia, where everything is its opposite and almost nothing is what it seems. That may hold as well for the still-murky fate of last month’s mutineer, Yevgeny Prigozhin, head of the Wagner group. Daniel TreismanWorse yet for the Kremlin, Prigozhin’s claim — coming from a diehard nationalist — will seem quite believable to many Russians. In this looking-glass world, the president has no time for politics. After the war started, Navalny offered a 15-point program for ending it and rebuilding a democratic Russia.

An Australian project management company is suing Twitter for around $700,000 of unpaid bills. That includes work fitting-out Twitter's Singapore office, and clearing out its Australian one. Twitter is facing another lawsuit accusing it of not paying bills — including for work clearing out the company's Australian office. That's a week before its first round of mass layoffs affected the Singapore office, Insider previously reported. The London office has already been involved in another lawsuit, as the landlord — King Charles III's Crown Estate — accused Twitter of failing to pay rent.

The outlandish claim comes amid health concerns after the destruction of the Kakhovka dam in Ukraine. Russian generals are calling out Wagner chief Yevgeny Prigozhin, asking for troops to remain calm. The testimonial videos from the generals come after Prigozhin called for "payback" on Russian forces. On Friday, two top Russian generals appeared solemnly in front of similar beige walls, urging Wagner forces to focus their energy on combating Ukrainian forces, instead of Russia's army. The videos were published hours after Wagner Group founder Yevgeny Prigozhin called for "payback" against Russia, accusing the Kremlin of launching missile attacks against his troops. The latest escalation in the feud, stemming from March, comes after Prigozhin claimed that Russian troops attacked Wagner group positions with missile strikes.

Russian President Vladimir Putin delivers a statement following talks with Algeria's President at the Kremlin in Moscow on June 15, 2023. Russian President Vladimir Putin pledged to punish everyone involved in the "armed rebellion" and accused them of treason. His comments come after Yevgeny Prigozhin, chief of the mercenary Wagner Group, accused the Kremlin of deliberately bombing Wagner troops. He characterized the unprovoked war in Ukraine as a struggle for Russia's future, an effort that Putin said requires unity among its forces. The Russian leader said, "I repeat, any internal turmoil is a deadly threat to our statehood, to us as a nation."

Putin's show of Russia's economic strength won't fool any "sane investor," Carnegie scholar Alexandra Prokopenko said. She pointed to Russia's growing budget deficit and labor shortage as its war on Ukraine drags on. Experts have warned of trouble for Russia's economy as war and sanctions bite into the nation's finances. GDP could grow as much as 2% this year, Putin estimated, adding that the nation's military spending had only resulted in a "small" budget deficit so far. The Kremlin's official statistics also give a misleading view of Russia's economy, she said.

The target was Aleksandr Poteyev, a former Russian intelligence officer who disclosed information that led to a yearslong F.B.I. investigation that in 2010 ensnared 11 spies living under deep cover in suburbs and cities along the East Coast. In keeping with an Obama administration effort to reset relations, a deal was reached that sought to ease tensions: Ten of the 11 spies were arrested and expelled to Russia. According to Mr. Walton’s book, a Kremlin official asserted that a hit man, or a Mercader, would almost certainly hunt down Mr. Poteyev. Based on interviews with two American intelligence officials, Mr. Walton concluded the operation was the beginning of “a modern-day Mercader” sent to assassinate Mr. Poteyev.

Putin needs the support of nationalist hardliners like Prigozhin. The Wagner chief's attacks have prompted speculation he may even be planning a coup against Putin. Russia's MOD said Tuesday it signed contracts with 4 detachments and 3 brigades of volunteers. It came after the MOD announced last week that Russian "volunteer" groups fighting in Ukraine would be required to sign contracts with the country's defense ministry. The move was widely seen as an effort to bring the Wagner Group under official military control, the BBC reported. Wagner group head Yevgeny Prigozhin said on Sunday that he received an order from Russia's defense ministry to bring his group under its command. The Wagner group — which sent tens of thousands of mercenary fighters and convicts to fight in Ukraine — and Russia's defense ministry have been involved in an escalating public feud.
