Barclays strategic fix will entrench low valuation

LONDON, Nov 28 (Reuters Breakingviews) - Barclays (BARC.L) is looking for a valuation cure. Cutting into the investment bank and reallocating to the more stable retail operations may look enticing but is hard to do without upending short-term returns. Still, the currently favoured suggestion of cutting less profitable investment bank clients sounds equally tricky, and might only shave at most a tenth off Barclays’ 219 billion pounds of corporate and investment bank risk-weighted assets. At Credit Suisse-inflated UBS (UBSG.S), which trades near book value, investment bank RWAs are 25%. Even getting Barclays’ corporate and investment RWAs back to 50% of the total would involve shrinking them by over a fifth.

"Maryland has not shown that this regime is consistent with our nation's historical tradition of firearm regulation," U.S. Richardson called the Maryland law an "additional, preliminary step" that subjected law-abiding people to a 30-day waiting period before they could begin the usual process to acquire a firearm through a separate background check system. A spokesperson for Maryland Attorney General Andrew Brown, a Democrat who is defending the law in court, said his office was "weighing options for next steps in this case." Maryland had said its law mirrored historical limitations on "dangerous" people owning firearms.

BALTIMORE (AP) — A federal appeals court on Tuesday struck down Maryland’s handgun licensing law, finding that its requirements, which include submitting fingerprints for a background check and taking a four-hour firearms safety course, are unconstitutionally restrictive. Circuit Court of Appeals in Richmond said they considered the case in light of a U.S. Supreme Court decision last year that “effected a sea change in Second Amendment law.”The underlying lawsuit was filed in 2016 as a challenge to a Maryland law requiring people to obtain a special license before purchasing a handgun. Even though Maryland’s law doesn’t prohibit people from “owning handguns at some time in the future, it still prohibits them from owning handguns now,” Richardson wrote. Pennack said the 2013 law made obtaining a handgun an overly expensive and arduous process. Before that law passed, he said, people had to complete a more limited training and pass a background check, among other requirements.

Shakespeare’s First Folio Turns 400

Now known as the First Folio, that volume has become a lodestone of Shakespeare scholarship over the centuries, offering the most definitive versions of his work along with clues to his process and plenty of disputes about authorship and intention. In honor of its 400th anniversary, the British Library and Rizzoli recently released a facsimile version of the First Folio. On this week’s episode, The Times’s critic at large Sarah Lyall talks with Adrian Edwards, head of the library’s Printed Heritage Collections, about Shakespeare’s work, the library’s holdings and the cultural significance of that original volume. “If we didn’t have the First Folio, given that all the manuscript versions of the plays are lost, we wouldn’t have plays such as ‘The Tempest’ or ‘Twelfth Night’ or ‘A Winter’s Tale’ or ‘Julius Caesar’ or ‘Antony Cleopatra’ or ‘Macbeth,’” Edwards says.
